About this opportunity

The Air Force Research Laboratory Munitions Directorate seeks white papers and proposals for research in air-delivered effects technologies, with responses accepted on a rolling basis through March 21, 2027. The procurement is unrestricted with no set-aside, and cumulative award value across all contracts and assistance agreements does not exceed $750 million over the five-year period.

The BAA covers Basic Research (6.1), Applied Research (6.2), and Advanced Technology Development (6.3) across 18 active research areas: weapon airframe systems technology, bioprincipic sensors and control, autonomous target recognition, hardware-in-the-loop simulation, advanced scene generation, electro-optical/infrared/LADAR/SAL systems, navigation and estimation technology, modeling and simulation of advanced weapons, lethality and vulnerability assessment, warhead research, fuze research, energetic materials, research facilities and equipment, multi-function radar systems, modular open systems architecture, STEM education outreach, weapons autonomy technology, and technology transfer initiatives. NAICS code is 541715 with a small business size standard of 1,000 employees; small businesses are encouraged to propose.

White papers are limited to five pages and submitted electronically to afrl.rwk.baaworkflow@us.af.mil. Evaluation criteria include technical merit, innovation, feasibility, transition potential, cost reasonableness, and risk assessment. Favorable white papers advance to full proposal invitation. The Government may award contracts, Other Transactions, Grants, or Cooperative Agreements in various contract types including Cost Plus Fixed Fee. Offerors must complete a Security Program Questionnaire addressing physical security, information storage and transmission, personnel access safeguards, cybersecurity, and insider threat mitigation, and affirm willingness to provide annual security training to all personnel with project access. All data and software deliverables are anticipated to have unlimited rights, with DFARS clauses governing data rights assertions required at proposal submission. Eligible applicants include educational institutions, non-profit organizations, private industry, and small businesses.
