1. Please be aware that because of the First Step white paper due date (Ref. HSAPS Call Pg. 1, Para. “Due Date and Time”) any new requests for the HSAPS CUI documents will not be considered. As stated in the HSAPS Call (Ref. I.1.a.), requests for HSAPS CUI documents should have been completed “…within 2 weeks of the Call posting date.”
2. Please be aware the referenced attachment numbers have been updated for consistency. The attachment numbers for the HSAPS Call are updated as shown below:

3. Please be aware the following Questions and AFRL Clarifications are hereby provided as shown below:
Solicitation Questions AFRL Clarifications
1. Is the HSAPS Call only accepting above hypersonic capable propulsion systems, or will they review advanced propulsion concepts and innovative propulsion concepts that are high speed, but not hypersonic?
The HSAPS objective is to conduct high-speed propulsion technologies and is focused on Hypersonic Engines capable of operating at or above Mach 5.
2. If an offeror’s white paper is selected to move on to Step 2, is it a requirement to bid on Task Order 1 in order to be eligible for competing on future task orders?
Yes, if an offeror’s white paper is selected to receive the Request for Proposal under Step 2 of the HSAPS Call it is a requirement to bid on Task Order 1 (TO1) to be eligible for the overarching IDIQ contract award, which in turn makes you eligible for future task orders. Under the FAR, an IDIQ contract is not legally binding unless there is a mutual exchange of value (consideration). For IDIQs, this consideration is established via a guaranteed minimum. To satisfy the FAR requirement to obligate the minimum guarantee at the time of the IDIQ award, the Government will issue an initial task order (TO1) concurrently with the base contract.
3. Will Task Order 1 under the HSAPS IDIQ be the POETICS TO?
Yes, POETICS will be TO1. We will not be awarding “guaranteed minimum” task orders with the IDIQ awards. Each IDIQ awardee will perform the POETICS SOO under TO1.
4. The current summary states that the engine concept is expected to utilize a “regeneratively fuel-cooled” approach. Can you confirm whether the requirement is specifically limited to fuel as the regenerative coolant, or whether alternative regenerative cooling approaches (for example, oxidizer-cooled architectures) would be considered acceptable if they meet the required performance and durability objectives?
There is no intent to limit alternative regenerative cooling approaches. Alternative thermal management solutions are acceptable.
5. The summary references defined requirements for thrust, specific impulse (Isp), durability, and performance across a broad simulated Mach number and altitude range; however, those performance requirements are not included in the publicly available material. Could you provide guidance on when those requirements will be made available, or whether they will be included within the CUI package?
The CUI package outlines the details of the performance parameters the government is seeking.
6. Can you provide clarification if the offeror is required to provide IDIQ information/data and ROM estimates as part of the white paper/ROM or would the IDIQ be proposed separately from the white paper/ROM?
In accordance with HSAPS Call (Para. IV.1.d & e), offerors must discuss the proposed technical approach/solution at both the IDIQ and TO level in the white paper. Similarly, offerors must provide a ceiling ROM for the IDIQ and a ROM for the base and options for the task order in the white paper. The technical discussion and ROM should be separated for clarity for the IDIQ and POETICS task order. The IDIQ should be discussed separately from the task order; however, it would be included in the same white paper submission.
