About this file
This is a Privacy Act Statement from the Air Force Research Laboratory for federal contract opportunity FA2391-23-S-2403.
The statement establishes the legal authority and purpose for collecting personal information from individuals and institutions submitting proposals or applications for federal grants, cooperative agreements, contracts, and Other Transaction Agreements administered by the Department of the Air Force. Authority derives from multiple sources including the Government Paperwork Elimination Act, the CHIPS and Science Act, National Defense Authorization Acts, and various DoD directives addressing personnel security, foreign ownership control, and research protection. The collected information will be used to process, investigate, and maintain records relevant to federal research and development awards, ensuring that benefits are awarded to responsible parties and entities. Routine uses include sharing information with contractors, grantees, experts, consultants, and others performing work on federal contracts or grants when necessary to accomplish agency functions, as well as disclosure to appropriate Federal, State, local, territorial, tribal, foreign, or international law enforcement authorities where records indicate potential violations of law. Providing information to the Department of the Air Force is voluntary; however, 42 U.S. Code § 6605 imposes mandatory disclosure requirements for federal research and development awards with enforcement mechanisms including rejection of applications for noncompliance. The statement requires signatures from a covered individual and the institution's authorized representative, along with printed names, dates, institution name, and proposal title.
