Additionally, offerors must request Controlled Unclassified Information documents (Statement of Objectives, DD Form 254, Program Specific Protection Plan, and Security Classification Guides) within one week of the call posting date, submitting an approved DD Form 2345 with their request. Classified Key Performance Parameters require offerors to possess appropriate Facility Clearance and safeguarding capabilities before access is granted.

AMENDMENT 1
Please be aware that due to the high priority placed on speed for the HAMWC program, the First Step white paper due date is being accelerated by 15 calendar days and the recommended timeframe to request CUI and classified documents is being accelerated by 1 week as shown in paragraphs A. and B. below:
A. DUE DATE AND TIME:
First Step: WHITE PAPER DUE DATE AND TIME: 15 April 2026, 3:00 P.M. local time, Wright-Patterson AFB, OH. Only White Papers are due at this time.
NOTE: White Paper receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). Early submission is encouraged.
Second Step: PROPOSAL DUE DATE AND TIME: To be provided in the Request for Proposal (RFP) sent to offerors that submit White Papers considered to meet the needs of the Air Force and selected for RFP. Only White Papers are due at this time.
Submission: Electronic submission is required. White Papers must be submitted using DoD SAFE to the Primary Contracting Point of Contacts (POCs): Eric Carretta, Contracting Officer, AFRL/RQKPB, eric.carretta@us.af.mil; Dylan Steinke, Contract Specialist, AFRL/RQKPB, dylan.steinke@us.af.mil.
Offerors should request a DoD SAFE Drop-Off link from Eric Carretta and Dylan Steinke by email at least 4 calendar days prior to White Paper due date.
The maximum email file size the Government can receive is 8 GB. Multiple submissions may be needed to facilitate delivery. DOD SAFE Drop-Offs should be made with sufficient time for transmittal. Submissions can take up to 4 hours for delivery (recommend submission 24 hours prior to due date to ensure timely delivery).
B. The following HAMWC requirements documents are Controlled Unclassified Information (CUI) and as a result cannot be attached directly to this Call:
• The Statement of Objectives (Distribution Statement D version)
• DD Form 254
• Program Specific Protection Plan (PSPP)
• Associated Security Classification Guides (SCGs)
Offerors should submit requests for CUI documents from the Government Contracting POC (identified above) within 1 week of the Call posting date. Please submit a copy of your approved DD Form 2345, Militarily Critical Technical Data Agreement, with the request. The Government will then send the requested CUI documents via DoD SAFE to the potential offeror(s). Offerors are encouraged to ensure the security parameters for the project are fully understood prior to submitting any documentation/proposals to the government.
The Key Performance Parameters (KPPs) are classified (secret) and must be requested.
Therefore, potential offerors are required to have the appropriate Facility Clearance (FCL) and Safeguarding necessary to support classified work before classified KPPs will be provided.
