About this opportunity

This Special Notice pertains to Amendment 007 of the Broad Agency Announcement (BAA) W56KGU-23-R-RTID issued by the Department of the Army Materiel Command, Army Contracting Command at Aberdeen Proving Ground. The BAA, originally posted on November 1, 2022, remains open through November 1, 2027, and solicits innovative science and technology proposals from industry. The announcement is administered by the U.S. Army Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR Center), Research and Technology Integration (RTI) Directorate. This is a Defense agency announcement focused on research and development services in physical, engineering, and life sciences. The RTI Directorate invites proposals addressing three primary portfolio areas: Soldier & Platform Mission Equipment, Spectrum Dominance Intelligence & Survivability, and Electro-Optic Infrared (EOIR) Sensors, Modeling, Processing, and Power.

The BAA solicits proposals for basic research through advanced component development and prototypes (6.1 through 6.4 research categories), with awards available as either FAR-based procurement contracts or non-FAR based Other Transaction Agreements (OTAs) for prototype development. Prospective contractors must submit white papers (maximum 15 pages, not including cost estimates) in a two-step evaluation process, with selected white papers advancing to full proposal submission within 180 days of notification. All submissions must be sent via email to usarmy.apg.devcom-c5isr.mbx.rti-baa@army.mil, and access to controlled research topics requires JCP Certification Number and CAGE Code credentials. For procurement contracts, offerors must meet responsibility standards and comply with security requirements, export control restrictions, and NIST SP 800-171 R2 cybersecurity standards. For OTA prototype awards, participants must meet specific criteria including non-traditional defense contractor participation, small business composition, non-Federal cost-sharing of at least one-third, or written determination of exceptional circumstances. The final due date for white paper submission is October 31, 2027, with multiple awards anticipated based on proposal quality and available funding.
