About this file
This is Amendment 3 to the Hypersonic Affordable Mass Weapon Concepts (HAMWC) Call under the Pioneering Aerospace Capabilities, Engineering and Research (PACER) Broad Agency Announcement (BAA FA2391-23-S-2403). The amendment, dated 6 April 2026, provides critical clarifications regarding the security requirements and document access procedures for offerors pursuing this opportunity with the Department of the Air Force Materiel Command Research Laboratory's Air Force Research Laboratory.
The amendment specifies that offerors must meet stringent cybersecurity and security clearance requirements to access Controlled Unclassified Information (CUI) and classified requirements documents. To receive CUI documents such as the Statement of Objectives (Distribution Statement D version), DD Form 254, and Security Classification Guides, offerors must submit requests to the Government Contracting POC within one week of the Call posting date and provide an approved DD Form 2345 (Militarily Critical Technical Data Agreement). Eligibility requires compliance with 32 CFR Part 170, including either a CMMC Level 2 certification or an acceptable Plan of Action and Milestones, plus a current NIST SP 800-171 DoD Assessment score of at least 70 posted in the Supplier Performance Risk System. Additionally, to access classified Key Performance Parameters and the Program Specific Protection Plan (classified as Secret), offerors must possess an existing or solicitation-specific DD Form 254, appropriate Facility Clearance, and safeguarding capabilities for classified work. Current SPRS entry and CMMC status must be established at the time of white paper submission.

AMENDMENT 3
1. Please be aware the following clarification is hereby provided regarding requirements to receive HAMWC CUI and classified requirements documents as listed in solicitation pargraph I. (1.), shown below:
The following HAMWC requirements documents are Controlled Unclassified Information (CUI) and as a result cannot be attached directly to this Call:
· The Statement of Objectives (Distribution Statement D version)
· DD Form 254
· Associated Security Classification Guides (SCGs)
Offerors should submit requests for CUI documents from the Government Contracting POC (identified above) within 1 week of the Call posting date. Please submit a copy of your approved DD Form 2345, Militarily Critical Technical Data Agreement, with the request.
In order to receive CUI documents, offerors must meet the requirements of 32 CFR Part 170 (Cybersecurity Maturity Model Certification (CMMC) level 2, and DFARS 252.204-7020 NIST SP 800-171 DoD Assessment Requirements as follows: 1.) A current NIST SP 800-171 DoD Assessment score posted in the Supplier Performance Risk System (SPRS) and 2.) For CMMC Level 2: Either (1) a CMMC Level 2 certification (Self or C3PAO), or (2) A Plan of Action and Milestones (POA&M) with no material deficiencies identified by AFRL.
Offerors must have a current SPRS entry and CMMC status (as applicable) at the time of white paper submission. In no event will CUI documents be provided if the current reported SPRS score is below 70. The Government will then send the requested CUI documents via DoD SAFE to the potential offeror(s). Offerors are encouraged to ensure the security parameters for the project are fully understood prior to submitting any documentation/proposals to the government.
The Key Performance Parameters (KPPs) and Program Specific Protection Plan (PSPP) are classified (secret) and must be requested. Therefore, potential offerors are required to have an existing contract Form DD254 or an established solicitation contractor specific Form DD254 in addition to the appropriate Facility Clearance (FCL) and Safeguarding necessary to support classified work before classified KPPs will be provided.
