The amendment also provides ten solicitation clarifications addressing cost range ($750,000–$1,250,000 for the 48-month foundational baseline, which cannot be accelerated), propulsion solution flexibility (no specific requirement), design approach (clean-sheet designs not required; existing mature components acceptable with no minimum TRL/MRL requirement), long lead hardware procurement (must be identified with lead times in white papers), cost target ($1M per AUR at ≥20 units per month including all subsystems), GFE components (none expected), white paper scope (must cover foundational baseline and include ROMs for optional sprints 1-4, with concurrent execution if optional sprints are exercised), classified submission procedures (via SIPR), associate contractor requirements (no specific concept integration required; list TBD), and KPP requirements (Mach 5+ speed and 500 NM range are hard requirements). Additionally, the amendment clarifies that the Program Specific Protection Plan and Key Performance Parameters are classified (Secret) and must be requested by offerors with appropriate Facility Clearance, while the Statement of Objectives, DD Form 254, and Security Classification Guides are Controlled Unclassified Information requiring submission of approved DD Form 2345 to the Government Contracting POC within one week of call posting for delivery via DoD SAFE.

AMENDMENT 2

1. Please be aware the Statement of Objectives dated 5 March 2026 has been updated and replaced in its entirety with the Statement of Objectives dated 31 March 2026. A summary of the updates is shown below:

3.2.4 Optional Sprint 4: Flight Test

The Contractor(s) shall produce at least one flight test vehicle(s), integrate all systems, conduct safety/range coordination, and perform flight tests on two vehicles and collect and analyze data. Milestone: Flight ready (18 months after contract award).

3.2.4 Optional Sprint 4: Flight Test

The Contractor(s) shall manufacture at least two flight test articles, integrate all systems, conduct safety/range coordination, and perform at least one successful flight test. Contractor(s) shall collect and analyze data from the test. Milestones: Flight ready (18 months after contract award); final test report (30 days after flight test).

10.1 Associate Contractor Agreements (ACA)

The Contractor shall enter into Associate Contractor Agreement (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirements. The agreements must include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the Risk Reduction for Flight Capable High Mach Expendable Turbine Propulsion (H-MET), which ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate contractors are listed in Section 10.7 below.

10.1 Associate Contractor Agreements (ACA)

The Contractor shall enter into Associate Contractor Agreement (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirements. The agreements must include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to integration across the team, which ensures the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate contractors are listed in Section 10.7 below.

2. Please be aware the following Questions and AFRL Clarifications are hereby provided as shown below:

Solicitation Questions AFRL Clarifications

#1 Is the $750,000–$1,250,000 cost range the total value for the entire 48-month foundational baseline? Can the baseline period be accelerated (e.g., to 24 or 36 months)?

Yes, the $750,000–$1,250,000 is the estimated total dollar value for the full 48-month foundational baseline period of performance. The baseline cannot be accelerated, as it is structured around anticipated AFRL funding availability and serves as the vehicle for the optional tasks detailed in Section 3.2.

#2 Does the Air Force require or prefer an air-breathing propulsion system, a turbine engine, or a specific propulsion solution for the AUR?

No. AFRL does not prescribe a specific propulsion solution. HAMWC call Amendment 2 corrected the SOO language in paragraph 10.1 which inadvertently referenced "Risk Reduction for Flight Capable High Mach Expendable Turbine Propulsion (H-MET)". White Papers will be evaluated based the criteria identified in solicitation paragraph IV.(3.)(a.)(1-4).

Do you expect clean-sheet designs, or are existing mature components and partial subsystem solutions acceptable? What level of subsystem maturity (TRL/MRL) is required?

AFRL is not requiring clean-sheet designs. Vendors are encouraged to propose solutions that leverage existing mature components and subsystems wherever appropriate. Partial solutions addressing specific subsystems or technologies are acceptable if the offeror can clearly demonstrate how they integrate with other elements to form a complete operational system. AFRL has no minimum TRL/MRL requirement; the integrated system must be capable of achieving the stated objectives and schedule.

Can the USG provide clarification on how purchasing of long lead hardware for future/unawarded phases will be handled? Under which Sprint can the long lead hardware be procured?

All required long lead hardware for each sprint must be identified included lead times within the White Paper submission.

Does the <$1M per unit AUR cost target (at ≥20 AURs per month) include the warhead, sensors, and payload?

What production quantity was used to develop this target?

The cost target is $1M per AUR at a rate of ≥20 AURs per month. This includes all subsystems required to achieve the KPPs. Note that the optional task Sprint 4 (SOO, para 3.2.4) demonstration does not require all subsystems.

#6 Will there be any expected GFE components that will be expected to be used and/or integrated into this AUR?

No. Reference HAMWC solicitation paragraph I.(6.) for GFP/GFE guidance.

Should the white paper address only the foundational baseline, or must it include ROMs for all optional sprints? Does the foundational baseline precede the optional sprints?

The white paper must cover the foundational baseline and include ROMs for optional sprints 1-4. The 48-month foundational baseline will run concurrent to any optional sprints if/when exercised. If a Technical and Cost/Business Proposal is requested in Step 2 of this call, AFRL's acceptance of the proposal will satisfy initial SRR requirements.

#8 How should classified questions or a classified white paper be submitted?

Classified questions should be submitted via SIPR. White papers may be submitted classified; preferred delivery is SIPR email, alternative classified networks, or encrypted disk.

Does the solicitation require integration of a specific concept or High Mach Expendable Turbine Propulsion from Section 10.1? Will Section 10.7 (list of associate contractors) be provided?

No. HAMWC call Amendment 2 corrected the SOO language in paragraph 10.1 which inadvertently referenced "Risk Reduction for Flight Capable High Mach Expendable Turbine Propulsion (H-MET)". The list of associate contractors is TBD at this time.

#10 KPP clarifications: Is the Hypersonics requirement Mach 5+? Also, is a range of 500 NM a hard requirement?

Range and speed as identified in the solicitation are hard requirements.

3. Please be aware that the Program Specific Protection Plan (PSPP) is classified and not CUI as previously stated in the solicitation issued on 16 March. Therefore, the PSPP must be provided via appropriate classified channels. The CUI and classified HAMWC requirements documents listed in solicitation pargraph I. (1.) is hereby updated as shown below:

The following HAMWC requirements documents are Controlled Unclassified Information (CUI) and as a result cannot be attached directly to this Call:

• The Statement of Objectives (Distribution Statement D version)

• DD Form 254

• Associated Security Classification Guides (SCGs)

Offerors should submit requests for CUI documents from the Government Contracting POC (identified above) within 1 week of the Call posting date. Please submit a copy of your approved DD Form 2345, Militarily Critical Technical Data Agreement, with the request. The Government will then send the requested CUI documents via DoD SAFE to the potential offeror(s). Offerors are encouraged to ensure the security parameters for the project are fully understood prior to submitting any documentation/proposals to the government.

The Key Performance Parameters (KPPs) and Program Specific Protection Plan (PSPP) are classified (secret) and must be requested. Therefore, potential offerors are required to have the appropriate Facility Clearance (FCL) and Safeguarding necessary to support classified work before classified KPPs will be provided.
