About this file
This is Amendment 1 to a Broad Agency Announcement (BAA FA2391-23-S-2403) issued by the Air Force Research Laboratory (AFRL) under the Pioneering Air Warfare Capabilities, Engineering and Research (PACER) program. The amendment addresses the Tactical Air-Launched Weapon Demonstrating Industrialization (TAWODI) call, dated 22 October 2026, and provides clarifications and corrections to the original solicitation issued 9 October 2026.
The amendment clarifies four substantive areas: (1) Classified technical proposals or cost volumes are now expected but not required, with offerors instructed to contact the Contracting Point of Contact for classified submission procedures; (2) Four additional classified (Secret) documents are now identified as available upon request, including Key Performance Parameters (KPPs), Key System Attributes (KSAs), Program Specific Protection Plan (PSPP), Sensor SWAP-C details, and High Speed Technology Development SCG Appendix A, requiring offerors to possess appropriate Facility Clearance and COMSEC access authorization; (3) Period of Performance (PoP) corrections for Optional Sprint 2 (increased from 6 to 7 months) and Optional Sprint 4 (decreased from 9 to 8 months); and (4) Eight questions and AFRL responses addressing Government Furnished Information availability, Optional Sprint 4 test flight scheduling and incentives, classified proposal evaluation methodology, capstone test execution and costing, contract model due dates, cost proposal structure for each Optional Sprint, foundational baseline costing over the entire 48-month period, and Option exercise timing relative to baseline performance periods.

4. Please be aware the following Questions and AFRL Clarifications are hereby provided as shown below:
a. Solicitation Question #1:
We would like to request the following information:
Government Furnished Information (GFI) and/or Software: Digital Reference Architectures (i.e. Hypersonic Air Vehicle Government Reference Architecture (HAV-GRA), Weapons Open System Architecture Government Reference Architecture (WOSA-GRA), and the Decision Analysis Study Government Reference Model (DAS-GRM) and Sensor SWAP-C details.
Component/Supplier Risk Assessment (CSRA), a ten-question evaluation tool, completed for every sub-system and designed to develop and support a robust manufacturing risk assessment.
AFRL Response:
The GFI documents will be provided to offerors that submit proposals categorized as “Selectable” in accordance with the Proposal Review and Selection Process and included in an attachment to the resulting contract pending successful negotiations.
The CSRA and associated documents are available at https://www.dodmrl.com/working-group, the official site managed by DoW Joint Defense Manufacturing Technology Panel Working Group
b. Solicitation Question #2:
The Optional Sprint 4 Exit criteria describes the singular Capstone event. Under SOO 3.2.4 Optional Sprint 4: Capstone Readiness Review (CPRR) and Delta Manufacture Readiness Review (MRR), two flights are required if a contractor proposes flight testing. How does the second flight play into the schedule and incentive expectation?
AFRL Response:
The incentive for Optional Sprint 4 is based on the first test article, whether ground or flight. If flight testing, scheduling and costing for the additional flight tests must be included as part of the offeror’s proposal.
c. Solicitation Question #3:
The Call States: 8) No classified technical proposals or cost volumes are expected. Offerors are encouraged to keep all elements of the proposal package unclassified. In the rare case where an offeror has a need to submit a classified appendix, please contact the Contracting POC for delivery instructions.
To abide by this instruction, our response will be limited to a pass/fail adjudication for each Secret threshold and objective criteria. Is this acceptable?
AFRL Response:
Simply grading adherence to KPPs and KSAs as pass/fail will not provide sufficient information for proposal evaluation and is not acceptable. Refer to solicitation para IV. (1.)(a.)(8), please contact the contracting POC for delivery instructions. Also, refer to Amendment 1 dated 22 October 2026 for revisions to the referenced section.
In the rare case where submission of a classified appendix is not possible:
1. Reference the associated KPP/KSA by the prioritization number. Do not name the attribute.
2. Express the performance metric as a percentage of the objective value. Only priority 3, 5, and 10 should be graded as pass/fail.
d. Solicitation Question #4:
Within the SOO section 3.2.4, Optional Sprint 4 is described as proposing the capstone test event and performing the CPRR and Delta MRR. The test event is described to shortly follow after the CPRR, but it is noted that Contractors will not be penalized if logistical windows prevent the test from occurring within the 18-month window after SRR. It is also noted that if we propose flight testing that we must collect and analyze data from the two flight test events. However, the incentives for Sprint 4 are not tied to the execution of the test; only the delivery of the vehicle and going through TRB/SRB. Should the actual execution of the capstone test be included in our proposed costs and scope for Sprint 4, or will that scope be funded separately from the scope on this solicitation?
AFRL Response:
For the purposes of planning and costing, assume any required capstone test facilities (ground or flight range) are available at the time of need and include all costs required to execute the capstone test event(s) within Sprint 4.

e. Solicitation Question #5:
Under Section F, Line Item 0001AA has a due date of 12 Oct 2026 which is in the past. There are also other due dates before March 2027. How should those due dates be addressed?
AFRL Response:
As stated in the Call, the model contract is provided as an example only. Applicable Clauses, terms, and conditions may vary per contractor and per proposal and will be addressed during potential negotiations.
f. Solicitation Question #6:
Does each Optional Sprint need to be included in the cost proposal?
AFRL Response:
Yes, cost details for each Optional Sprint must be included within the cost proposal.
g. Solicitation Question #7:
How should the foundational baseline part of the program be costed? Should it just include section 3.1 of the SOO? What about the remaining part of the 48 months after the end of Optional Sprint 4?
AFRL Response:
Yes, the foundational Baseline should be costed for the entire 48 months to include everything other than section 3.2 (Optional Sprint Tasks) of the SOO. Refer to Attachment 6 of the Call for the TAWODI program model contract (provided as an example only).
h. Solicitation Question #8:
On page 5, No Later Than Award dates for each Optional Sprint have time periods longer than the Overall PoP of the previous Optional Sprint. How should that be incorporated into the cost proposal? Should we assume there will be a time period where no work is performed between Optional Sprints?
AFRL Response:
The no later than (NLT) award dates are provided only as an estimate of when the Options may be exercised.
However, AFRL reserves the right to exercise the Options at anytime during the active Baseline technical period of performance. If an Option is exercised, the PoP of that Option will not overlap with the previous Option if it was exercised. Work will continue under the foundational baseline between options being exercised.
