Update #12 · Latest ·
As a reminder, this Solicitation requires Offerors to address a plan to recruit, hire and train local Iraqi workers. Proposals should present in the Sample Staffing Plan and the Sample Cost Control Plan specific responses to the requirement to increase Iraqi personnel on the contract and to buy from local suppliers as practicable (see L.16.1.3.1 and L.16.1.10).
Also, the Solicitiation requires a percentage of local Iraqi hires that the Offeror is committed to hire. This may be presented as a transition plan over time (M.10.1.2.1). These numbers will become part of the contract after award, and plans to implement and carry-out the hiring of locals will be tracked in quarterly Program Reviews.

Update #9 ·
A major Department of State contractor is reporting that they are receiving pressure from ministries within the Government of Iraq to increase the percentage of local Iraqi nationals hired to perform on their contract, to as much as 50%.
While such a requirement has not been confirmed, and there is no direct guidance at this time, offerors are strongly encouraged to construct a robust sample Staffing Plan that includes a plan on recruiting, vetting, hiring, training, managing and retaining local Iraqi nationals as part of their submission for this solicitation.

Update #6 ·
This notice supersedes any previous posts or other information regarding Facilities Clearance and requirements for submission of a proposal to this solicitation.
Due to the constricted schedule between the estimated time of award and the contract start date, the agency has determined that this solicitation will be limited to Offerors who already possess a Defense Security Service Top Secret Facility Clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual, DoD 5220.22-M. All entities comprising a joint venture for this solicitation must already possess a FCL described above, as well as the joint venture itself.
This is a pass/fail evaluation factor. DOS will not sponsor any firm for a FCL for this solicitation due to performance time constraints. Offerors will be required to submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation. A bidder's DD Form 254 will be issued with the RFP.
For further information or clarification, please contact Don Schlienz at 703-875-5363 or email schlienzdf@state.gov .
