SECTION J
EXHIBIT I-VETTING REQUIREMENTS FOR IRAQI FIRMS AND WORKERS
In accordance with Section C.6.B.5 of the contract, the contractor shall follow the below procedures for seeking approval of proposed
Iraqi subcontracting firms, and Iraqi citizen employees of both the prime and approved subcontractors prior to issuing any subcontract or access to the compound in support of the contract.
A. Iraqi Firms:
Contractor selection of host country national vendors and subcontractors must be approved by DOS in advance of their final selection. Information concerning potential foreign subcontractors must be submitted to the COR, for review by the RSO, at least forty (40) days prior the proposed performance of the subcontractor/vendor.
The purpose of reviewing firms proposed as either vendors or as subcontractors to work on site, is to ensure that the proposed company and its management does not have known undesirable associations with terrorist or "hostile to U.S. government” organizations, and is not owned or operated by citizens of the Prohibited Countries List.
Contractor shall submit the following information to the COR, for review by RSO:
Complete names, nationality, date and place of birth, citizenship and position/title (if appropriate) of:
All individuals having ownership of the firm;
All key officers of the firm;
All key officers who will work on this project;
Complete business address and telephone number
Information regarding approval/disapproval to contract with proposed company shall be communicated to the prime contractor by the COR.
B. Iraqi Citizen Vetting/Badging Process:
The process for vetting Iraqi citizen employees of the prime contractor and approved subcontractors who require access to the compound must be initiated as soon as possible to ensure that they can be badged appropriately as soon as they are eligible to access and start working on the compound.
Access to the compound in any capacity will NOT be granted until RSO
Baghdad has completed the appropriate investigations and/or interviews, approved temporary, or permanent, escorted or unescorted access, and issued the appropriate badge.
1. Prime contractor must submit the attached forms electronically to
BaghdadVetting@state.gov
The following attached forms should be utilized.
2. The forms must clearly indicate that the Iraqi National SUBJECT will require continuing access to the compound, what their job duties will entail, whether they require escorted or unescorted access, and the areas of the NEC to which they will require access. This must be mailto:BaghdadVetting@state.gov fairly specific so that RSO can determine what kind of badge and accesses the SUBJECT will need. RSO requests that the application/forms be submitted at least 30 days prior to requested access to the compound.
3. The RSO will initiate the appropriate checks, which may require coordination with other Agencies and Posts, local authorities, and elements within Diplomatic Security.
4. The SUBJECT will be required to go through several interviews, as well as a polygraph examination (in the case of those requesting unescorted access).
When most or all of the vetting process is complete (depending upon type of access required), the RSO will notify the COR and/or notify PAE
Project Manager to send the SUBJECT to the RSO for issuance of a temporary or permanent badge.
When the final checks are collected and evaluated, RSO will notify the
COR and/or the PAE Program Manager that a permanent badge/access can be issued.
