C.1.A.1 Operations and Maintenance Plan
O&M Plan - The contractor shall develop a formal O&M plan, based upon the most recent version of the Overseas Building Operations (OBO) Reliability Centered Maintenance (RCM) Manual, for maintaining long-term operations of each utility system such that all components and equipment should maximize facility and equipment reliability while minimizing life-cycle costs. The draft plan shall be presented to the Contracting Officer’s Representative (COR) for approval not later than 90 days after contract award. The final approved plan shall be submitted to the COR for approval not later than 180 days after contract award. It shall utilize best commercial maintenance practices that incorporate a combination of reactive, preventive, predictive, and proactive maintenance programs. This plan shall ensure full operation of the EC based upon facility/system function and reliability. To improve cost efficiencies for the U.S. Government (USG), more advanced RCM techniques -- i.e. condition monitoring-- shall be used for critical and complicated facilities and systems, while simplified preventive and reactive maintenance procedures shall be implemented for less critical utility systems as part of the overall RCM approach. The contractor shall integrate its O&M Plan into the most recent version of Work Orders for Windows (WOW) within ___ days of COR approval of the final plan. (Note: There is no current method to merge databases at post so the data will have to be manually entered into the WOW via government provided terminals.)

This includes, but is not limited to, preventive maintenance, condition monitoring, repair and light construction activities. O&M does not include facility/system replacement or new facility/system installation or construction.
Repair – Restoring a facility/system to its designed purpose using labor, materials and/or component parts replacement. (E.g. - patching a road surface; replacing a defective generator component; replacing a damaged system component such as the compressor of a whole building chiller; replacing a small piece of equipment such as a split A/C unit.)
Scheduled Maintenance and Repair Services – All routine maintenance functions performed in accordance with the O&M Plan for EC facilities, systems and equipment.
Unscheduled Maintenance and Repair Services – Minor maintenance or repair services, not identified in the O&M Plan or out of sequence with the scheduled services but are relevant to maintaining or returning facilities, systems and equipment to proper working order.
Background Information C.1.B.1 Embassy Compound (EC)
The EC currently is in Baghdad, Iraq. The site is located in the heart of Baghdad, adjacent to the Tigris River, and currently consists of 38 buildings, one service station, and 16 guard towers on approximately 104 acres with three primary sites -- New Embassy Compound, Diplomatic Security Man Camp (Camp Condor), and East End. The site is within the International Zone (formerly known as the Green Zone).
The EC contains two power plants providing prime power to the EC. Domestic water is provided by three wells located on the site. The water passes through one of three water treatment systems and is stored in holding tanks. Sewage is treated using a waste water treatment system before being discharged from the site. All utilities are distributed throughout the EC. No municipal services are currently provided by the city of Baghdad.
C.1.B.2 Diplomatic Security Man Camp (Camp Condor) Located within the 104 acre site on approximately 15 acres, but exterior to the EC is a Diplomatic Security (DS) Man Camp. The camp houses approximately 1200 people. The DS Man Camp contains five one-megawatt backup generators, a water treatment system with two wells and a waste water treatment plant. There is also a dining facility and recreation areas. See Section J-12, Figure 2 for the DS Man Camp site plan (to be provided).
C.1.B.3 East End Housing Area (EEHA) The Contractor shall be housed in the East End Housing Area (EEHA). The maintenance of the EEHA, office space (future), O&M Operations Building, a water treatment and a waste water treatment plant, three wells, four water storage tanks holding 60,000 gallons each, two for fire sprinkler system and two for potable water, and outdoor pool facilities are the responsibility of the Contractor under this PWS. See Section C.7 for additional details.
USG Inspections The USG reserves the right to inspect and evaluate Contractor provided services at any time during the contract performance period(s). At the USG’s discretion, the Contractor’s activities or deliverables may be inspected by USG local staff, USG officials, or other knowledgeable third party sources designated by the USG.
C.1.C.1 Performance issues, security issues and safety issues identified by the Chief QA inspector or COR to the Contractor shall be promptly remedied. In some cases, the Contractor may be required by the Contracting Officer (CO) through the COR to submit formal reports that detail the corrective action taken in response to documented problems and steps that will be taken to prevent re-occurrences.

The services shall only be changed after the award of a delivery order or modification by the CO. In urgent situations the CO may provide a notice to proceed in writing while negotiating and processing the change.
