About this opportunity
The Air Force Air Mobility Command seeks a contractor for an Indefinite-Delivery Indefinite-Quantity (IDIQ) base pavements maintenance and repair contract at Little Rock Air Force Base, Arkansas, supporting the 19th Civil Engineer Squadron, with proposals due September 12, 2025. This is a 100% small business set-aside with a $45 million annual receipts size standard.
Place of performance is Little Rock AFB, Arkansas (coordinates 72099). The contract covers a two-year base period from March 31, 2026 to March 30, 2028, with four one-year option periods extending through March 30, 2032. Work scope includes temporary and permanent airfield markings, erosion control, joint sealing, spall and crack repair, asphalt and concrete milling, pavement construction and demolition, grading, hydroseeding, landscape establishment, drainage infrastructure, traffic control, utility adjustments, and civil works construction projects across the installation.
Evaluation uses best value tradeoff methodology, with technical approach and past performance weighted equally and considered significantly more important than price. Offerors must demonstrate at least two airfield projects completed within the past seven years, with minimum project value of $300,000 each. The government will assess schedule management, staffing capabilities, organizational capacity, and relevant experience on airfield-specific construction.
The contract is firm-fixed-price with task orders issued throughout the performance period. NAICS code 237310 applies (Highway, Street, and Bridge Construction); PSC Z2BD (Repair or Alteration of Airport Runways and Taxiways). Davis-Bacon prevailing wage rates apply per Pulaski, White, and Lonoke counties, Arkansas. Two site visits were conducted on August 7 and August 12, 2025. The government has established a $25 million contract ceiling and will provide laydown and material stockpile space. Contractors must comply with base access requirements, utility coordination procedures per AF Form 103 clearance protocols, and environmental standards including hazardous material tracking and construction debris diversion goals of 40% from landfills.
