About this file
This document is the Little Rock Air Force Base (LRAFB) AF Form 103 Base Civil Engineer Work Clearance Request Operating Instructions, providing detailed guidelines for contractors performing work on the base. The instructions outline a comprehensive process for utility location and marking, requiring contractors to notify 811, have utilities marked with specific color codes (blue for water, green for sewer, orange for communications, red for electric, yellow for gas, white for proposed excavation), and maintain marking accuracy within 18 inches of buried utility centerlines. Contractors must take clear photos of marked utilities, submit them to the R&O section, and use hand digging or hydrovac equipment within 18 inches of utility lines to expose buried utilities safely.
The document specifies work clearance protocols, including that different entities like 19CS/SCOI, Hunt Properties, and R&O Electrical Engineer must initiate work clearances for their respective subcontractors. Work is restricted to hours between 0700-1630 Monday through Friday, and AF Form 103 clearances are valid for 30 days with potential 30-day extensions. In case of utility mishaps, contractors must immediately report incidents by calling 911 and CE Customer Service, with the Base Civil Engineer and Contracting Officer determining repair responsibilities. The document provides a structured approach to ensuring safe excavation and utility protection during construction activities at Little Rock Air Force Base.
