About this file

This is a Request for Proposals (RFP) for Base Pavements Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Little Rock Air Force Base (LRAFB), Arkansas. The contract is a 100% small business set-aside with a $45 million size standard, covering maintenance and repair of airfield pavements and civil works construction projects. The contract period is a two-year base period with four one-year option periods, from 31 March 2026 to 30 March 2032. The scope includes various construction activities such as airfield markings, erosion control, pavement repairs, rubber removal, cold milling, concrete work, drainage systems, and site improvements.

The evaluation will be a competitive Best Value Tradeoff, with technical and past performance equally weighted and considered significantly more important than price. Offerors must submit proposals in three parts: a technical proposal demonstrating project approach and staffing, recent/relevant experience and past performance documentation, and a price proposal. The government will evaluate the technical proposal on schedule management and staffing capabilities, and the past performance on recent project experience, with ratings ranging from "Very Relevant" to "Not Relevant". The solicitation includes two pre-proposal site visits scheduled for 7 and 12 August 2025, and proposals are due on 12 September 2025 at 2:00 PM local time.
