About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a base pavement construction project at Little Rock Air Force Base. The amendment (Number 0001) extends the proposal due date from September 2, 2025 to September 12, 2025, and makes several key modifications: updating DAFFARS Provision 5352.242-9000, deleting DFARS Provision 252.204-7020 and FAR Provision 52.222-23, revising Section L Instructions, and adding/modifying several attachments. The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) base pavements contract, with a competitive Best Value Tradeoff evaluation methodology where technical and past performance are of equal importance and significantly more critical than price. Offerors must submit a three-part proposal: Technical Proposal, Recent/Relevant Experience and Past Performance, and Price Proposal, with specific requirements for each section including page limits, formatting guidelines, and evaluation criteria.
The contract will be awarded through the 19th Contracting Squadron at Little Rock AFB, with proposals to be hand-carried or mailed directly to their location. The evaluation will assess offerors' technical approach, schedule, staffing, recent experience (particularly in airfield projects), and past performance, using a rating system that ranges from Unacceptable to Outstanding. Specific submission requirements include providing detailed project schedules, organizational charts, project experience narratives, and compliance with specific formatting instructions. The solicitation emphasizes airfield pavement-related work, with a minimum project value of $300,000 and a focus on projects completed within the past seven years. Contractors must also comply with specific base access and identification requirements outlined in the updated DAFFARS Provision 5352.242-9000.
