About this file
This document is a Questions and Answers (Q&A) file for a Base Pavements Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Little Rock Air Force Base (LRAFB), dated 26 Aug 2025. The document covers numerous technical, procedural, and administrative clarifications for potential offerors, with a focus on the Arnold Gate Pavement Improvements project as the seed project. Key details include a proposal due date of September 12, 2025, a total contract ceiling of $25,000,000, and a firm-fixed-price contract structure with payment based on actual quantities used. The contract involves civil and airfield pavement work, including concrete and asphalt repairs, demolition, utility work, and site improvements, with specific requirements for Little Rock AFB base access, safety protocols, and project-specific technical specifications.
The Q&A addresses numerous technical and administrative aspects, such as site access procedures, utility coordination, material specifications, base access requirements for non-U.S. citizens, ground penetrating radar requirements, and clarifications on bid submission, including page limits for technical proposals and past performance documentation. Notably, the government will provide a laydown area and material stockpile space, and contractors must adhere to specific guidelines for utility connections, pest management, and environmental considerations. The contract allows for some flexibility, such as substituting Bermuda sod for fescue on civil projects, but maintains strict requirements for things like concrete mix designs, ASR mitigation, and airfield-specific specifications.

Answer: Yes, proposal due date will be moved to the 12th of September.
11. Will the Government provide detailed construction drawings for every project, or will the contractor be responsible for supplemental engineering and stamped drawings for certain delivery orders?
Answer: No, the government will not provide detailed construction drawings for every project.
Specification Section 17 00 00 Supplemental Construction Drawings, Part 1, 1.01 Scope is clear when supplemental drawings are to be utilized. See below excerpt.

C. This line item will not be used for projects requiring mill and overlay or full depth repair of an existing parking lot or road. This line item will also not be used for construction layout unless layout is related to items where supplemental construction drawings are warranted and approved by Government as described above.
12. Specification 01 11 00 says Contractor will be given a laydown area on base for an office trailer and equipment storage. Will material stockpile space also be provided, or is that on a per project basis? Example being export dirt or export base materials stockpiled for future use.
Answer: Yes, material stockpile space will be provided on a case-by-case basis.
13. Specification 01 33 00 requires GIS deliverables. Section 1.03 E requires “professional services specific to the use and application of ESRI ArcGIS, including all components and extensions”. Is the intent of this specification just articulating that GIS files need to be provided on CD such that they work directly with Government software? Or are professional services and software are being provided to the Government?
Answer: Yes, the government requires GIS files to be provided on CD, but software is not needed.
14. For Government-furnished materials (e.g., crushed concrete, asphalt millings), are stockpiles located onsite? Are haul roads sufficient or require upkeep? Do these materials require testing prior to use?
Answer: Triple R pad is located on base for cold asphalt millings and crushed concrete generated from Base Pavements IDIQ projects. It is government owned material; cold asphalt millings and crushed concrete material do not require testing. Haul roads are sufficient.
15. Attachment 1- Bid Schedule Line 14 is concrete demo. Plans state demo 15-18”. Are we to expect any demolition of 22” thick concrete (Ref line item 17). Please confirm Line 14 only covers up to 18” of concrete demo, and not 22” of concrete.
Answer: Line 14 is in cubic yards for removal and disposal of all concrete slabs regardless of thickness. The government would use line item 27 for demo and crushing of concrete and storing on Triple R pad regardless of concrete thickness. Line item 17 is for Repair and not for Demo.
16. For shutdowns during active work, will the contractor be compensated for extended equipment rental or idle labor costs, or is that risk fully on the contractor?
Answer: No, this is a Firm-Fixed price contract. A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.
17. Will the Government provide any hazardous materials surveys (e.g., PCB, asbestos) before demolition, or is that the contractor’s responsibility to test/abate?
Answer: The Base Pavements IDIQ will not be used for vertical demo or construction.

Can Offerors provide CPARS for these projects in lieu of questionnaires? If so, will CPARS affect the page count for Part 2?
Answer: Part 2 does not “require” Questionnaires to be sent to recent references, rather it states that the offeror shall forward a copy of the past performance questionnaire to no more than ten
(10) of their most recent references. Questionnaires will not be included with your proposal per Attachment 15, instructions are as follows: To assist you in preparing your response and expediting your reply, the questionnaire may be filled out electronically and emailed to jennifer.bradford.2@us.af.mil, heather.motzer@us.af.mil, and rachel.italiano.1@us.af.mil. 27. Attachment 17 requires inclusion of 489 CY of undercut in the proposal. If actual quantity needed exceeds this amount, will the contract price be adjusted for the overrun in quantity?
Answer: That amount is an error on the undercut quantity, disregard. This will be changed in this amendment. However, it is the responsibility of the contractor to provide accurate estimates of undercut.
28. In general- is this contract or awarded task orders paid as a percentage of lump-sum completed work, or unit based price reflecting installed quantity? How are over-runs on quantities handled?
Answer: The government shall make progress payments monthly as work proceeds for completed work. This is based on monthly installed quantities. Overruns are not allowed. It is the contractor’s responsibility to keep up with used or anticipated quantities. The contractor shall notify the government if the contract quantities are going to be exceeded. The contracting office shall then coordinate with CE to decide if a modification is required.
29. For Arnold Gate Project- Plan Sheet CD101, Note 4 states “Contract shall provide temporary access to the site during construction”. Or is the intent to provide a temporary security fence during construction until the new fence line is established?
Answer: Intent is to leave the gate open as long as possible during construction. This is until ARDOT construction phasing and security forces requirements require gate closures. Gate closure requirements will be determined during construction. A secure fence line is required throughout the entire project. The recommended method to maintain a secure fence is to build the new security fence prior to demoing the existing fence.
30. For Arnold Gate Project- Will the ARDOT Project 061738 limit access to the site off HWY 107? Would construction traffic and Haul trucks have to access Arnold Gate site through the base?

35. Will the government provide a summary of quantities for the Arnold Gate Project?
Answer: No, it is the responsibility of the contractor to do an assessment to come up with their own Quantity Takeoff.
36. Upon reviewing the Arnold Gate project schedule, we noted that several substantial scope items—such as Class 3 18” reinforced concrete pipe (RCP), curb installation, fencing, and fence removal—do not appear as distinct bid line items. Given their significance to the overall construction effort, could the Government please clarify how bidders are expected to account for these costs within the bid schedule? Should these be distributed across existing line items, or will additional bid items be issued to ensure proper cost allocation?
Answer: Class 3 RCP is acceptable for the Arnold Gate seed project. Non-priced items (NPI) are listed in Attachment 22 – Arnold Gate Pavements Bid Schedule for fill-in.
37. Could the Government please clarify whether supplemental construction drawings will be required for the IDIQ project? If so, will the preparation and cost of these drawings be negotiated on a task order basis, given that the scope and complexity may vary significantly between individual projects?
