About this file
This document is a Questions and Answers (Q&A) file for Arnold Gate Pavements dated 2 Sep 2025, addressing contract pricing and cost allocation details. The Q&A covers three key inquiries regarding cost loading of unnamed items across airfield and civil contract lines. The government confirmed that contractors should cost load items including supervision, project management, general conditions, overhead, insurance, bond, and profit margin into applicable line items. When asked to provide specific guidance on dividing these general condition/requirement items between airfield and civil lines, the government declined, stating that this determination is up to the contractor. Additionally, the government rejected a request to add line items with unit measurements for missing cost categories to improve pricing transparency, consistently responding "No" to the contractor's proposal for more detailed pricing breakdowns.

Questions and Answers
2 Sep 2025
1. Does the government want the contractor to cost load these unnamed items into all of the applicable lines (both airfield & civil)?
Answer: Yes, if you are referring to supervision, project management, general conditions, overhead, insurance, bond, and profit margin.
2. If so, will the government please provide specific instructions on how these General
Condition/Requirement items should be divvied up between the Airfield lines versus the Civil lines?
Answer: No, this is up to the contractor to determine.
In consideration of the last question, if we cost load and use the approach of a weighted average balance across both airfield and civil, and the base issues a fairly large civil task order, then half of our general requirements will be lost because they were accounted for in the airfield line items.
3. To provide transparency in our pricing and to ensure that we are all bidding equally in comparison to the competition, is the government willing to add line items with unit of measurement for each of the categories identified as missing (General Conditions, Onsite
Superintendent, Project Manager, Insurance, Bond Premium costs, Profit Margin) to the bottom of the pricing sheets?
Answer: No.
