About this opportunity
The Interior Business Center seeks material and labor to design and execute repairs and modernization of the Jack Mountain Multi-Use (JMMU) Range at Fort Hood, Texas, with sealed bids due September 1, 2026 at 1200 hours local time. This is a small business set-aside (total small business), Firm Fixed Price construction procurement estimated between $10 million and $15 million.
Place of performance is Fort Hood, Texas. The work comprises six base tasks: preconstruction activities; repair and modification of four Moving Armored Targets (MAT54, MAT56, MAT58, MAT60); repair and modification of one MAT emplacement (MAT52) using reinforced concrete panels and Bin Block construction; repair and modernization of 117 Stationary Infantry Targets at 18 clusters; repair and modernization of 56 Stationary Armor Targets; and repair and modernization of three SAT/SIT combination clusters. Thirteen optional tasks cover concrete panel and timber replacement, FASIT BOI equipment installation, sump pump systems, range limit marker replacement, SACON trench system repairs, drainage ditch grading and culvert clearing, gate installation, procurement of ten Portable Armored Target Systems, Moving Infantry Target emplacement installation, and replacement of small arms range firing positions.
The contract requires comprehensive design development with 100 percent design completion by November 30, 2026 (material readiness date), and phased construction from award through April 30, 2027. Physical construction must commence by November 30, 2026 and conclude by April 30, 2027, with 152 calendar days of work behind the Limit of Advance and optional 60-calendar-day periods forward of the LOA from February 12 through April 12, 2027. The contractor must possess experience with Live Fire Range Design Build Projects and employ a Military Experienced Master Gunner with Additional Skill Identifiers (A8 or J3) and knowledge of Training Circular TC25-8. Performance and payment bonds equal to 100 percent of contract price are required within 15 calendar days after award. Liquidated damages are assessed at $5,572.00 per calendar day for delays.
