About this opportunity

The 419th Contracting Support Brigade at Fort Bragg is seeking commercial range services and facilities to support the U.S. Army's Joint Innovation Outpost (JIOP) through a Multiple-Award Blanket Purchase Agreement. Required services include small arms live-fire ranges, multi-story shoot houses, multi-building training villages, subterranean training complexes, unmanned aircraft systems (UAS) and counter-unmanned systems (CUAS) training areas, electronic warfare facilities, and subject matter expert support across tactical and technical disciplines. Contractors must own and operate their own multi-domain operational facilities and maintain significant organic capabilities rather than outsourcing the majority of requirements. The Government will evaluate proposals based on fair and reasonable pricing, usage patterns, and participation capability, with annual reviews throughout the contract period. Questions must be submitted by February 24, 2026, with proposal closing on March 3, 2026, at 4:00 PM EST, and the anticipated solicitation release date is February 17, 2026.

This is a 100% Total Small Business Set-Aside under NAICS Code 561210 (Facilities Support Services), requiring all offerors to be certified small businesses registered in SAM.gov and WAWF. No current contractors or incumbents are identified in this acquisition. The estimated maximum aggregate value is $9,000,000 over the five-year life of the agreement, consisting of a base period of twelve months followed by four optional twelve-month periods, with the Government anticipating awards to a maximum of eight contractors. Place of performance is contractor-owned and operated facilities located within a 90-mile driving radius of the Joint Innovation Outpost Headquarters at Fort Bragg, North Carolina (Fort Liberty, NC 28310).

1.0 Description of Requirement

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This synopsis is for informational purposes only. This is not a request for quote (RFQ) or a promise to issue a future RFQ. It shall not be construed as a commitment by the Government to contract for any service. The U.S. Government is not seeking quotes at this time and will not accept unsolicited proposals in response to this synopsis. Responses in any form are not offers and the Government is under no obligation to award a contract because of this announcement. The 419th Contracting Support Brigade HQ at Fort Bragg, NC intends to award a Multiple-Award Blanket Purchase Agreement (BPA) to provide commercial range facilities, realistic training environments, and associated subject matter expertise in support of the U.S. Army’s Joint Innovation Outpost (JIOP) and other authorized Government users located within a 90-mile driving radius of the Joint Innovation Outpost (JIOP) Headquarters, Fort Bragg, NC 28310.

  • Multi-story shoot houses and multi-building training villages
  • Subterranean training complexes
  • Areas suitable for UAS/C-UAS and Electronic Warfare (EW) training

2.0 Set-Aside Status

3.0 Estimated Maximum Value

The estimated maximum aggregate value for all calls placed against all BPAs is $9,000,000.00 over the life of the agreement. This is an estimate and not a guarantee of orders.

When establishing these BPAs, the Government will consider price and socio-economic status. BPAs will be evaluated annually and may remain in place for up to five (5) years. Annual review of BPAs will be performed to determine whether the Government is receiving fair and reasonable pricing, usage, and participation, which may result in either continuing the BPA or early discontinuation. Early discontinuation may result if the Government no longer has a requirement for the general construction services provided by the Contractor. The 419th CSB anticipates a maximum of 8 contractors holding a BPA for Commercial Range services. A list of interested vendors will be maintained.

The Contractor must be registered in Wide Area Work Flow (WAWF) for contract payment. To register and access WAWF, go to https://piee.eb.mil/.
