About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command seeks grounds maintenance services for Fort Stewart and Hunter Army Airfield in Georgia, with proposals due June 18, 2026. This procurement is a 100% total small business set-aside, open only to concerns meeting the 8(a) or HUBZone threshold for NAICS 561730.
Place of performance is Fort Stewart and Hunter Army Airfield, Georgia. The scope encompasses inspection, servicing, maintenance, and landscaping of approximately 2,780 total acres across improved, semi-improved, unimproved, airfield, and cemetery grounds. Distinctive requirements include a mandatory site visit held May 21, 2026 (attendance confirmed); proof of Georgia herbicide application certification for personnel applying herbicides on parade and athletic fields; a Project Manager with minimum two years of service contract management experience and three years of memorial or cemetery grounds maintenance experience; and three years of documented landscape and grounds maintenance services experience. The contractor must maintain the Warriors Walk Memorial (22 acres with 468 White Crape Myrtle trees requiring weekly inspections, monthly maintenance, fertilization based on soil testing, and tree replacements with one-year warranty installed within 15 days). All contractor personnel must comply with security training requirements including AT Level I, iWATCH, OPSEC, and TARP training.
Period of performance includes a two-month phase-in period from September 1 to October 31, 2026, a base year from November 1, 2026 to August 31, 2027, and four one-year option periods beginning September 1 thereafter. Evaluation criteria weight technical capability, past performance, and price; technical capability requires submission of three relevant grounds maintenance contracts completed within the past three years. Service Contract Act wage determinations apply per WD #2015-4485 (Liberty and Long counties), WD #2015-4491 (Bryan, Chatham, Effingham counties), and WD #2015-4511 (Bulloch, Candler, Evans, Screven, Tattnall, Toombs counties), with fringe benefits of $5.55 per hour. Four amendments have modified the original solicitation, most recently extending the deadline to June 18, 2026 at 4:00 PM EST and clarifying herbicide certification submission timelines and subcontractor disclosure requirements.
