About this file

This is a Technical Exhibit A document containing a Performance Requirements Summary for grounds maintenance services. The exhibit outlines four performance objectives with corresponding performance standards and surveillance methods.

The contract requires grounds maintenance services across four distinct service areas: High Visibility/Improved Areas (PRS#1), Service Common Semi-Improved Areas (PRS#2), Service Airfields (PRS#3), and Service Cemeteries (PRS#4). High Visibility/Improved Areas and Airfields maintain a 2% deviation performance threshold, while Semi-Improved Areas and Cemeteries allow a 5% deviation threshold. High Visibility/Improved Areas include mowing, edging, trimming grass, removing grass trimmings from paved areas, removing grass from sidewalk and pavement cracks, and litter control per PWS sections 5.2.2–5.2.5. Semi-Improved Areas involve mowing, trimming grassed and vegetated areas, litter removal, and clipping removal per PWS sections 5.2.33–5.2.34. Airfield services encompass mowing for life, health, safety, and security purposes, along with weed and brush control, erosion control, dust control, and drainage maintenance per PWS section 5.2.36.1. Cemetery services are governed by PWS section 5.2.36.2. Compliance is measured by calculating the percentage of defects divided by the number of observations, documented in the CPAR System, with contractor obligation to re-perform any services failing to meet established thresholds.
