5. PROPOSAL SUBMISSION. Electronic copies of documents shall be submitted through the "Solicitation Module" of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ . For instructions on how to post an offer, please refer to the Posting Offer demonstration: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf. Found in PIEE, Proposals are due to the Government on or before the date/time listed on the solicitation in EST. It is the contractor's responsibility to ensure their proposal is received by the Government by the due date and time. If the Solicitation Module is down, the alternate method for proposal submission is via email to the solicitation Contracting Officer and Contract Specialist listed below. If you experience an error when trying to submit your offer, you must take a screen shot of the error screen and include it with your offer documents via email to the Contracting Officer and Contract Specialist.
The contractor must obtain prior approval from the Contracting Officer to use the alternate submission method. Contractor requests to use the alternate submission method must be received by the Contracting Officer no later than 36 hours prior to the solicitation closing . Failure to do so MAY result in rejection of your quote.
Contracting Officer: Lacey Turner,lacey.m.turner2.civ@army.mil & Contract Specialist: Cosmin Popa, cosmin.popa.civ@army.mil.
***First time users to this function in PIEE will need to request an account or solicitation module request no later than 48 Hours PRIOR to the submission due date and time to ensure the account has enough time to be created*** Therefore, waiting until the last minute to attempt transmission of your proposal could result in your proposal being deemed late should the website encounter performance or technical issues.
6. TEAMING/PARTNER RELATIONSHIP OR JOINT VENTURE. If the proposal is based on a teaming/partnering relationship or a joint venture, the offeror shall provide, with the proposal, all required solicitation information for all parties including a copy of the teaming/partnering or joint venture agreement. The agreement shall include information, which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the teaming /partnering or joint venture relationship.
7. SUBMISSION DOCUMENTATION.
A. Request for Proposal (RFP) Instructions and Format. Each volume must be appropriately identified with Separate sections of Volume I, II, and III for ease of identification to distinguish between RFP Documents & Price, Technical Capability, and Past Performance. Solicitation Number: W9124M-26-R-A007. The offeror shall submit each volume of the RFP per the instructions identified below.
Volume Maximum Page Limit
Volume I, RFP Documents & Price
No page limit/SF 1449/PDF/Excel Spreadsheet/SF 30 Amendment(s)
Volume II, Technical Capability 10 pages/PDF/11 size font and Times New Roman font style
Volume III, Past Performance 15 pages/PDF/11 size font and Times New Roman font style
B. Request for Proposal Content. The following documents must be presented with the offerors proposal :
(1)Volume I, RFP Documents & Price. The offeror must include all applicable information and must submit an original signed and dated Standard Form(SF)1449 and SF 30 if amendments are issued. Only a response submitted on the SF 1449 will be accepted. The pricing schedule shall be submitted on the solicitation SF 1449 fully completed and error free. It shall contain the Offeror's prices for ALL established Contract Line Item Numbers (CLINs) which shall include fully burdened rates including ALL option years. The offeror shall provide price breakdown to include position title, occupation code, wages, hours, fringing benefit, G&A, profit and price escalation if applicable on a password protected Excel spreadsheet with the formulas intact. It is the Offeror's responsibility to ensure the information entered into this section is accurate and complete. Submit prices out to a maximum of two decimal points. If prices are proposed to more than two decimal points, the government will round the number to two decimal points.
(2) Volume II, Technical Capability. The Technical Capability volume should be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror's proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in ADDENDUM FAR Clause 52.212-2, Evaluation - Commercial Items. The proposal should not simply rephrase or restate the Government's requirements but rather should provide convincing rationale to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as "standard procedures will be employed" or "well known techniques will be used," etc., will raise questions regarding an Offeror's technical ability to perform the services contained herein and may be grounds to eliminate the proposal from further consideration for contract award.
Offerors should assume that the Government has no prior knowledge of their facilities and experience, and that it will base its evaluation on the information presented in the Offeror's proposal. Technical Capability volume shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the Offeror's technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall submit:
i. Staffing/Equipment Plan: Each offeror shall submit a staffing & equipment plan for all the work on this contract. iii. A Phase in plan: Each offeror shall provide an achievable and realistic plan with a detailed explanation on how the offeror will bring staff on-board, conduct staff training, acquire equipment, and other material for full performance by the end of the phase-in period. The plan shall assume no assistance, information, or transition support from the incumbent contractor.
iv. Certifications/License: Each offeror shall submit a copy of its Georgia herbicide application certificate or license. The offeror shall provide proof of a minimum of 3 years landscape experience. Also, the Offeror shall provide proof of a minimum of 3 years of experience in memorial maintenance services, cemetery grounds maintenance or equivalent maintenance services.
(3) Volume III, Past Performance. The offeror must submit three (3) relevant Grounds Maintenance contracts they have worked within the last three years from this solicitation closing date and the current contact information for those customers. Offeror shall detail how the three (3) contracts relevant to the solicited requirements in size, scope and complexity. No more than a total of three (3) contracts for past performance evaluation shall be submitted for this requirement.
(b) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
