About this opportunity
Brookhaven Science Associates, operator of Brookhaven National Laboratory under a Department of Energy contract, is seeking expressions of interest from suppliers for 542 EIC ESR D1-D3 Dipole Magnets and 195 EIC ESR D2 Dipole Magnets, with RFI responses due by June 29, 2026 at 5:00 p.m. EST. This is a sources sought notice for planning purposes only; no formal solicitation currently exists and no commitment or payment obligation attaches to this RFI.
The magnets are components of the Electron Ion Collider, a nuclear physics facility producing intense beams of relativistic-energy electrons and ions in opposing storage rings. D1/D3 magnets require procurement of approximately 2,759 tons of laminated steel; D2 magnets require approximately 1,068 tons. Each magnet type will include one first-article inspection unit and multiple production units across a base term and two option years. D1/D3 magnets weigh approximately 5,635 lbs each and operate at maximum pole tip field of 0.291 Tesla and coil current of 556 Amps. D2 magnets weigh approximately 4,500 lbs each with maximum pole tip field of 0.375 Tesla and the same coil current. Both types require water cooling (supply 24–35°C, return 39–50°C, maximum pressure 100 psig) and vacuum-impregnated epoxy coil systems using specified Dow Chemical resins.
Respondents must address manufacturing capacity, capability to produce dipole magnets within the past five years, ability to meet design-review and delivery schedules (first article at week 44, production commencing week 104), availability of key engineering staff, scrap yield percentages for government-furnished steel, lead times, proposal pricing validity periods, U.S. manufacturing capability, compliance with statements of work and technical specifications for both magnet types, and any exceptions to BSA's General Terms and Conditions for Noncommercial Items. Suppliers must maintain ISO 9001 certification and comply with BNL-QA-101 supplier quality requirements. Responses should address structural and electromagnetic analysis capability, design review participation, and comprehensive testing and inspection protocols. An addendum issued June 26, 2026 updates six D1/D3 engineering drawings to reflect completed length changes; remaining RFI terms are unchanged. Submit responses electronically to Cindy Blanchard at cblanchar@bnl.gov.

Update #1 ·
To all Potential/Interested Suppliers,
Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), is seeking expressions of interest from firms regarding (542) EIC ESR D1-D3 Dipole Magnets and (195) EIC ESR D2 Dipole Magnets as outlined in the following attachments:
Attachment E- BNL-QA-101 Revision 4/2025
Attachment F- D1-D3 Technical Drawings Available (currently drawings are being approved, will be included in competitive solicitation).
Attachment G- D2 Technical Drawings Available (currently drawings are being approved, will be included in competitive solicitation).
Please note that this is an RFI/Sources Sought notice, not a Request for Proposal, and no solicitation exists at this time.
This RFI is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information received. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources.
The Electron Ion Collider (EIC) is a Nuclear Physics Facility that will create intense beams of relativistic energy electrons and ions in opposing particle storage rings that will be brought into collision in a large experimental detector. This will provide insight into the internal structure of protons and neutrons and the gluelike force that holds them together.
Please provide the following information:
- Does your company have the capabilities and past experience in producing Dipole Magnets as outlined within the past 5 years?
2. Does your company have the capacity to support all magnets (both D1/D3 and D2)?
3.Can your company support our schedule based on the capacity requirements?
4. Does your company have key staff and engineers to provide a detailed design and program plan as outlined in the D1-D3 and D2 Dipole Magnets?
5. Does your company have manufacturing, assembly, testing capabilities and available resources to meet the proposed schedule restraints? How does our future annual requirements compare to your past throughput the last ~3-5 years?
6.Pertaining to the GFE production steel, provide an estimated scrap yield percentage?
7. What is the minimum order quantity?
8. What are the lead times?
9. What is the period validity of your proposal? Is there a concern with holding pricing because
of the time between the procurement of the D1/D3 and D2 magnets ?
10. Would a change in quantities drive significant pricing and lead time changes?
11. Does your company have manufacturing capabilities in the US?
We are open to all information you can and care to provide at this point. Please provide responses to BSA no later than June 29, 2026.
BSA prefers electronic submissions of submittals. Electronic submissions will be accepted by the following method:
