About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a Design-Build contractor to demolish Building 195, a 26,400 square foot industrial structure constructed in 1920, at Norfolk Naval Shipyard in Portsmouth, Virginia. This solicitation is restricted to existing Multiple Award Construction Contract (MACC) holders under contract numbers N4008524D0030-38 and 0069 for Design-Build or Design-Bid-Build projects in the Hampton Roads, Virginia area. Key contract requirements include complete removal of the building structure and foundations to specified depths, demolition of adjacent above and underground storage tanks, comprehensive management of hazardous materials including asbestos, lead, PCBs, and contaminated soil and groundwater, protection of an adjacent active steam line and Building 1512, and restoration of the site to an asphalt-paved area. The contractor must develop and submit detailed environmental protection plans, quality control procedures, construction schedules, and preconstruction surveys, with submission timelines extended to 45 calendar days after contract award and facilitated partnering extended to 120 calendar days. The proposal deadline is January 23, 2026, at 2:00 PM local time, and proposals must include a signed price proposal form acknowledging all twelve amendments, representations and certifications, and a bid bond of at least 20 percent of the proposed price not exceeding $3 million.
This solicitation includes no set-aside designations. The project involves three line items: a base price for complete demolition work, a dewatering operations subtotal, and two optional line items for unforeseen buried debris removal (estimated at 3,000 tons) and removal of unsatisfactory excavation spoils (estimated at 10,000 tons). The contract uses a prevailing wage determination requiring a minimum of $17.75 per hour for covered workers under Executive Order 14026, with multiple trade classifications specified for Portsmouth, Virginia construction work. A mandatory site visit was conducted on July 30, 2025, with 51 representatives from various construction firms attending to assess project conditions. The work will be performed at Norfolk Naval Shipyard in Portsmouth, Virginia, with the Naval Facilities Engineering Command Mid-Atlantic Contracting Core administering the contract under the direction of Contracting Officer Jator de Leon.
