About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a design-build demolition project at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia. Amendment 0008 provides responses to pre-proposal inquiries and includes a revised price proposal form. Key environmental and safety details include:
The project involves demolition of Building 195 at a site with Land Use Controls (LUCs) regulated by EPA and Virginia DEQ. Contractors must prepare a soil management plan for EPA and VDEQ review, with 60-day review and response periods. A HAZWOPER certification is required for workers due to potential contaminated groundwater and soil exposure. The private qualified person (PQP) must be on-site during hazardous material removal and perform independent inspections. No significant radiation risks were identified, though limited radiation safety training may be necessary for the subcontractor performing radiological surveys.

It’s our understanding the Building 195 site is regulated by an EPA Record of Decision (ROD) that describes the environmental remedy as Land Use Controls (LUCs). Can the Government describe the coordination that will be required with the EPA, Virginia DEQ and or NNSY to demolish Building 195?
Yes, the area around Building 195 (IR Site 17) has LUCs in place.
Coordination will be required with EPA and VDEQ in order to maintain compliance with the LUCs that are in place, specifically preventing unrestricted exposure to contaminated soils. EPA and VDEQ have requested a soil management plan to be created and reviewed by both organizations.
This soil management plan must explain how the project intends to comply with this LUC and prevent the spread of contaminated soils. Per the shipyard’s Federal Facilities Agreement (FFA) the regulatory agencies have 60 days for review followed by an RTC period of 60 days. To be clear, this is specific to contaminated soils and would not prevent work from occurring inside of the building, unless that work exposes contaminated soils.
Sites 10 and 17 LUC:
prevent residential or childcare use until site conditions allow for unlimited use and unrestricted exposure to surface and subsurface soil.
Site 17 LUC: prohibit unrestricted exposure to contaminated soil.
Will the Contractor be required to prepare any specific remediation documents requiring approval by the EPA, Virginia DEQ and or NNSY? Is so, can the Government provide a description of the anticipated documents.
Please see PPI number 91.
Yes, a soil management plan has been requested by the EPA and VDEQ.
Is Building 195 included in or managed by any other environmental restoration programs? If so, can the Government please provide all Environmental Investigations, Remedial Investigation reports, Risk Assessments, Records of Decision (RODs), etc. associated with the site?
No, the Navy’s ERN program is the only environmental restoration program associated with this site. However, the Navy does have all publicly available documents posted on the shipyard’s ERN website and administrative record, see links below.

N/A N/A N/A Please advise if "Hazwhoper" certifications are required for this project due to the exposure risk to contaminated groundwater and soils. The RFP currently does not required this certification. If the certification is required please advise on the level, # of hours, of Hazwhoper certification is required and who is required to carry the certification, everyone with exposure risk, or competent person only.
OSHA 1910.120(a)(1)(i) states the following:
Clean-up operations required by a governmental body, whether Federal, state, local or other involving hazardous substances that are conducted at uncontrolled hazardous waste sites (including, but not limited to, the EPA's National Priority Site List (NPL), state priority site lists, sites recommended for the EPA NPL, and initial investigations of government identified sites which are conducted before the presence or absence of hazardous substances has been ascertained)
Therefore, yes, a HAZWOPER certification is required to work within the site. The CP only needs the Hazwhoper cert.
CP manages those with exposure.
