About this file

This is a Bid Price Schedule for the NNSY Building 195 Demolition project. The document outlines three primary line items: a base price for the entire demolition work (Line Item 0001), a subtotal for dewatering operations (Line Item 0001A), and two optional line items for additional work. Line Item 0002 covers demolition and removal of unforeseen buried debris, structures, pipes, and concrete, with an estimated quantity of 3,000 tons. Line Item 0003 involves removal and disposal of unsatisfactory excavation spoils, with an estimated quantity of 10,000 tons, to be replaced with imported structural fill or crushed stone.

The bid includes specific provisions for pricing and potential contract adjustments. The Government reserves the right to award Line Items 0002-0003 within 120 calendar days after contract award, with pricing based on unit rates. The evaluation of options will involve adding the prices of optional line items to the base bid for award purposes. Contractors must provide unit prices for all line items, and failure to do so will result in proposal rejection. The document emphasizes that any work under the optional line items requires prior written approval from the Contracting Officer, and measurements will be based on certified truck scale documentation.

Grand Total Line Items 0001 - 0003 $____________

c. The Government reserves the unilateral right to award Line Items 0002- 0003 to the Contractor at the proposed price within 120 calendar days after the contract award, and in accordance with all bid notes. A firm fixed proposed price is required for Line Item 0001- 0003. No provision is made for economic price adjustment. If Line Item 0002 or 0003 is exercised, the contract completion date will not be extended beyond award of the contract.

d. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s), Line Items 0002 - 0003 to the total price for the Base Bid, Line Item 0001.

Evaluation of options will not obligate the Government to exercise the Option(s). (FAR 52.217-5).

e. In accordance with FAR 52.217-7; Option for Increased Quantity-Separately Priced Line Item (Mar 1989), the Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. Note: this is only applicable to bid options with unit priced quantities and is not applicable for unit priced quantities within the Base Bid.

f. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

g. Failure to enter a price for any Line Item will result in a proposal being rejected.

h. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

i. If Line Items 0002- 0003 are exercised, additional bonding and consent of surety is required.

Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.
