2. Provide Attachment L – NNSY Steam

3. Provide Attachment M – NNSY Parking Map – Lot 43 and BLDG 19

1. Provide Responses to Pre-Proposal Inquiries

PPI Reference Question Response Page Section Paragraph

10 1 Part 3 Chapter3 6 D30

The existing 2” steam and steam condensate branch piping serving Bldg. 195 (branched off the 16” steam and 6” condensate mains), shall be cut and capped. Coordinate required downtime of the main steam and condensate with the government. Are there isolation valves for Building 195 branches from the main steam and condensate? Are they operational?

Have they been successfully exercised by Facilities ensuring that the work can be conducted during normal work hours?

1. The steam isolation valve on branch line has failed. Steam is still active up to the PRV station.

The isolation valve is on top of the 16” line. A shutdown of the overhead line will be required to properly cut/cap this service branch line and condensate line. A lift will be required to complete this job. This section of overhead piping will have to be secured at B174 and B172.

2. Steam service is still active to this point with an active leak inside the building. It will need to be secured inside the stevens street tunnel. In order to properly cut/cap this service line a steam outage of the tunnel steam system (and other hazardous energy systems) will be required.

These branch lines need to be cut/capped upstream of the valve and not just secured at the valve. This will ensure no valve leaks/failures occur in the future. Two separate outages will be needed to minimize service disruption.

Please see the Attachment L – NNSY Steam provided with Amendment 0005.

1.8.1.4 1.8.1.4 Provide the location of lot 43 the Parking at Burtons Point Road and it proximity to the site. Is this lot on base within walking distance to the site, less than 1/2 mile? Can a map be provided? Do we need to shuttle workers to the site?

The lot is further than a 1/2 mile. Please see Attachment M NNSY Parking Map – Lot 43 and BLDG 195 provided with Amendment 0005.

Scope in Part 3 Ch1 page 2 last paragraph indicates full demo of foundation but Part 3 Ch 2 page 2 last paragraph says to demo just to bottom of pile caps. Then Part 3 Ch 6 ESR F20 page 4 in F201001.2 first paragraph indicates removal of structures to a depth of 30’ below grade. Please clarify extents of demo below grade.

Part 3 Chapter 1 page 2 indicates the demolition of above and below ground elements as described in the DB RFP; therefore, further description within the other sections and drawings describe the extent of demolition for each structural and foundational element. S- 101 and S-301 describes the specific requirements for demolition. It is not the intent for the building structure to be removed completely down to 30' below grade. The deepest known structural element is the deep well plating tank. Please see historical drawing 4002735 in Attachment B for DWPT depth provided with the

RFP.

Then Part 3 Ch 6 ESR F20 page 4 in F201001.2 first paragraph indicates removal of structures to a depth of 30’ below grade. Please confirm that no timber or concrete piles are to be removed.

Refer to sheets S-101 and S-301 for demolition extent of piles, pile caps, grade beams, and pits. The intent is not to fully remove the piles, but to cut them off to the extent shown in the drawings.

Note that the extent of demolition is dependent on

AD101

In Volume 2 of the RFP in Part Six Attachment A page 33 of 1234 the demolition is shown as phased. We did not see phased demo described in the written narrative. Is the demo to be phased as shown on sheet AD101?

Per Part 3 Chapter6 /ESR F20 - Page 1. “The RFP drawings in Part 6 indicate potential demolition phases based on the different areas of the facility. The DB contractor is responsible for developing a comprehensive design schedule, demolition schedule, and phasing plan in accordance with the criteria and requirements stated throughout this RFP." The contractor is not required to demolish the building in the sequence as shown in the architectural drawings.

The DB contractor is responsible for developing the demolition phasing plan.

3.2.4 Figure 1 The sketch provided to show proposed

wastewater line to Building 1512 has a label and leader stating, "Demo existing wastewater treatment plant".

This leader appears to point to the 4 holding tanks to be demolished. Please confirm there is no demo of a WWTP in the scope.

Confirmed, there is no WWTP demo in this scope. Proceed per civil sheet CD100 which shows demo of holding tanks.

Can 21B be used to stabilize the site once demolition is completed prior to new construction activities?

VDOT 21A subbase material is required for the full depth of the subbase material specified in the proposed asphalt pavement buildup on civil page CS100. Contractor must install dense binder course per civil sheet CS100 prior to starting new construction activities and repair sense binder course as required.

2 Bid Form Please refer to the bid form CLIN 0002. Please provide the approximate depth of the undercut required for this CLIN will not exceed 20' in depth. If the contractor is to remove soils beyond 20' deep, an engineered system will need to be provided, which will not be included in the standard unit price.

Depth of excavation for structural elements is identified on drawings S- 101 and S-301 in Attachment A and throughout the RFP. Soil removal is required only to the extent required for removal of building & structural elements to the extent prescribed in the RFP. It is not the intent for the contractor to remove soils or other structural elements below the identified depths. The deep well plating tanks is the deepest known structure. S-101 and S- 301 identify the depth of the tank. The contractor must determine if an engineered system is required. Line Item 0002 should include for any unforeseen demolition, removal, and disposal of debris, structures, etc. if it impacts the removal of B195 as identified or will impact the final paved site.

2 Bid Form Please refer to the bid form CLIN 0003. Please provide the approximate depth of the undercut required for this CLIN will not exceed 20' in depth. If the contractor is to remove soils beyond 20' deep, an engineered system will need to be provided, which will

Please verify that if the contractor encounters old creosote treated timber in the form of wood piles, the contractor may cut the pile in lieu of removing the entire pile. If the contractor is to remove the entire wood pile, please provide the approximate depths of the wood piles that are to be removed.

Piles are to be removed to the depth as identified on drawings S-101 and S-301 and to the elevations described in the RFP.

Unforeseen timber piles not identified for demolition are not required to be removed in their entirety, but should follow the guidance of like conditions and criteria as defined in the RFP.

1 Bid Form Please provide the levels and type of ground water contamination as the contractor will be required to provide different testing and hauling methods depending on the level and type of contamination.
