About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a design-build demolition project at Norfolk Naval Shipyard in Portsmouth, Virginia. Amendment 0007 incorporates three key changes: 1) updates to the Bid Price Schedule regarding excavation spoils disposal, including requirements for non-hazardous PFAS impacted contaminated soil media, 2) responses to multiple pre-proposal inquiries covering topics such as monthly exposure reports, medical examinations, railroad track safety, project scheduling, and field office requirements, and 3) a separately attached Revised Price Proposal Form. The amendment is issued by NAVFAC Mid-Atlantic Contracting Core, with an effective date of 08/28/2025, and provides clarifications and guidance for potential contractors bidding on the building demolition project.

The pre-proposal inquiry responses provide specific details about project requirements, including confirmation that: medical examinations are required only for abatement contractors, the adjacent track is active but will be under an outage, a temporary field trailer is required, QC and field offices do not need to be separate, and excavation spoils must be disposed of at an off-site permitted facility accepting PFAS impacted contaminated soil media. The contract point of contact is Jator de Leon, and the solicitation number is N4008525R2674.

2 Part 3 3.2.4 Please verify if the covered walkway that is above the waste water treatment plant will need to be removed. If so, please provide the as-builts along with the limits of the demolition as this appears to run into multiple different buildings that are to remain.

We are unaware of a covered walkway. Please provide additional information or specify.

Bid Price Schedule item 0003 Option Item No. 2 states “Unit price shall include removal and disposal at an off-site permitted RCRA D facility.” Bid Price Schedule Line Item 0001A states in the “For Line Item 0001A that all dewatering effluent “shall include removal and disposal at an off-site permitted RCRA C facility. A RCRA C facility is associated with hazardous waste. The materials that are described in Bid Price Schedule item 0003 Option Item No. 2 may have been exposed to the contaminated groundwater.

If the materials described in Bid Price Schedule item 0003 Option Item No. 2 have been exposed to groundwater wouldn’t they also need to be managed as hazardous waste and disposed of at a RCRA C facility?

Please see Attachment O – Revised Price Proposal Form: "All excavation spoils classified as Unsatisfactory Material must be anticipated to be non-hazardous PFAS impacted contaminated soil media and must be disposed of at an off-site permitted facility that accepts PFAS impacted contaminated soil media."
