Part 3 Chapter 3 3.2.3
3.2.3 Stormwater
Because the limits of disturbance exceeds 2,500 square feet, this site is subject to Virginia State Stormwater Regulations.
Water quality is intended to be met with either a manufactured hydrodynamic separator or with the purchase of off site utility credits.
Based on the estimated limits of disturbance, 0.1 pounds of phosphorus credits are estimated to be required.
Typically the property owner purchases the nutrient credits please advise on the cost anticipated for the nutrient credits.
These statements above are contrary to G3030 Stormsewer and G303001 storm sewer piping scope descriptions. Please clarify specifically "Provide connection or positive drainage to the existing storm sewer collection system at the point indicated on the drawings in another part of this RFP. Confirm that the existing outfall has adequate capacity to receive the additional stormwater flow generated by the project."
It is the contractor's responsibility to price the nutrient credits if the contractor decides to purchase credits instead of using a SWM device like a manufactured hydrodynamic separator to meet the required nutrient removal. Contractor will ensure positive drainage is achieved in the post-demolition paved condition to an existing storm drainage inlet with capacity to receive those flows (i.e.
not clogged, undersized, or in any condition not conducive to accepting stormwater flows). If the above conditions cannot be met with pavement grades alone, contractor will introduce storm sewer pipes to promote the aforementioned conditions.

Part 4 Section G10
1.4 and 1.5
Sections 1.4 and 1.5 Please define the scope of any materials intended to be reused or salvaged and turned over to the contracting officer per these sections.
There are several other sections that reference salvaging existing equipment specifically 3.2.16.2 Electrical Devices. 1.
What are the materials and equipment? 2.
What condition do they need to be in upon turnover, is contamination expected, if so what type and how are these materials to be cleaned? 3. Where specifically are the materials or equipment to be transported, building number, and proximity to the site?
Part 4 are the performance specifications and they are included to provide guidance for the Design Build team during design. Part Three - Project Program provides project specific information.
Items for salvage and recycle are identified in Part 3. No items have been identified for salvage and return to the government.
B-720 thru B-724
Advise on the extent of the removal of GPR anomalies shown on within the RFP documents. Are we to assume these anomalies if encountered in the new cross section of site paved area are to be removed under Bid Option 0002 on Attachment D?
GPR anomalies are not required to be removed unless they are found to impact the demolition of site items identified to be demolished and located within the limit of disturbance as shown on CD100 or if they encounter the new cross section of site paved area. Contractor should provide cost to remove subsurface debris under Line Item 0002 Bid Option No 1 of the Price Proposal Form.
