The re-routing of industrial waste piping must be ready for operation as approved by Contracting Officer before work is started on demolition of 1485 PL tanks which would interfere with normal operation. 1. Provide extent of re-route, length of piping, to connection of the existing Chrome line underground at building 1512? 2. What duration of outage that can be assumed based on existing connections to this system?

1) The length is approximately 100 feet.

2) The outage cannot exceed 72 hours.

11 H-001

Note: Standing Liquid within dip tanks and sumps should be evacuated into the ASTs associated with the waste handling for these systems and conveyed to the IWTP for treatment and disposal. For bidding purposes provide quantities of types of hazardous liquids required to be pumped, stored, and treated by IWTP.

1) There is no accurate way to determine quantities of liquids in the dip tanks and sumps as the inflow is to the building is based on rain events.

2) The expected waste streams are Hexavalent Chrome contaminated water and Cyanide contaminated wastewater.

12 H-103

Holding Tanks Advise on the last time the holding tanks were pumped and treated by IWTP. Provide an initial quantity and type of hazardous liquid that will need to be pumped, stored, and treated by IWTP prior to demolition.

1) The tanks are and will be in operation until the contractor installs the chrome piping from Bldg- 1512 and blanks off the cyanide piping. The IWTP operators will pump the tanks down to maximum extent possible prior to turning over to the contractor.

2) There is no accurate way to determine quantities of liquids in the dip tanks and sumps as the inflow is to the building is based on rain events.

3) The expected waste streams are Hexavalent Chrome contaminated water and Cyanide contaminated wastewater.

Attachment A, Vol 2, page 29 of 1234 and 1204 pg.

In Volume 2 of the RFP in Part Six Attachments sheet CD100 shows a label with leaders pointing to both a storm structure ST63 and an unlabeled manhole and states to “remove existing storm manhole and piping. Plug at existing D11 inlet (ST63)”. The unlabeled MH appears to have 3 sanitary sewer lines coming from it that are shaded and labeled for removal. However on the topo survey sheet V-102, the Sanitary sewer line shown on CD100 is not shown and the second MH is labeled as a storm structure with a single storm line entering the structure. Please confirm intent of the labeled section on CD100 and whether the CD100 sheet or the V- 102 is showing sanitary sewer lines correctly.

Bid per civil sheet CD100, civil drawings supplemented with government-provided as-builts.

Is blowback of piping required prior to demolition to capture any hazardous materials prior to demolition?

The 4 tanks will be pumped down to maximum point possible.

The contractor will be responsible to flush the piping to the IWTP. The flush will only be from the discharge point of the transfer pumps to the IWTP. All other piping will be the responsibility of the contractor.

Coordinating with the IWTP is required prior to staring the flush.

1 Part 3 1

Please provide a list of chemicals that have been stored in the above ground chemical storage tanks that are to be removed as some chemicals need to be cleaned off the tanks for safe removal.

Hexavalent Chrome contaminated water and Cyanide contaminated wastewater.

70 2 Part 3 3.2.4

Please verify that the tanks are currently empty. If not, please provide the estimated quantities and material that currently is inside all tanks that are to be removed. This includes but is not limited to the chemical storage tanks and the waste water treatment plant tanks.

79 1 Part 3 Chapter 6 D50

Please verify that the contractor will not need to include electrical demolition for the waste water treatment plant. If electrical demolition will need to occur, please provide a scope of work, for bidding purposes.

REVISED: Confirmed.

Water treatment plant is not demolished as a part of this project.

Contractor will need to ensure power supply to the Cyanide and Chrome transfer pumps inside the containment berm is properly terminated and disconnected from bldg.

1842 prior to demolition.

Hazardous Material

Please specific where all of the water waste on-site, from the removal of the hazardous materials inside the tanks, throughout the building etc. will be disposed of.

The IWTP will pump the tanks down to the lowest point possible. The IWTP will not accept any wastewater once the tanks have been turned over to the contractor, the contractor will be responsible for disposal of all wastewater after this point.

Reference Amendment 4 Question 9 Response: “Contractor will ensure positive drainage is achieved in the post-demolition paved condition to an existing storm drainage inlet with capacity to receive those flows (i.e. not clogged, undersized, or in any condition not conducive to accepting storm water flows)." In order to provide an accurate bid and design path please provide the existing storm
