About this opportunity
The Department of the Air Force Space Command seeks demolition of Buildings 13140 and 13143 (Thor Dormitories) at Vandenberg Space Force Base, California, with quotes due July 17, 2026 at 2:00 PM PDT. This is a 100% Small Business Set-Aside with a $19.0 million size standard.
Place of performance is Vandenberg SFB, Lompoc, California. The contract period runs June 25, 2026 through February 20, 2027, with actual structural demolition restricted to the non-nesting bird season (August 15 through February 15), totaling 184 calendar days within the 240-day overall performance window. The NAICS code is 238910 (Site Preparation Contractors); PSC is P400 (Salvage—Demolition of Buildings).
The contractor must furnish all labor, materials, equipment, transportation, and supervision to demolish Building 13140 completely—including slabs, foundations, sidewalks, interior and exterior components, roof, doors, windows, and all mechanical, electrical, and communications systems—and remove all equipment supporting Building 13140 from Building 13143. The scope includes identification and removal of all Asbestos Containing Materials (ACM) and lead-based paint (LBP) from both buildings in compliance with NESHAP, Cal-OSHA, and Santa Barbara County Air Pollution Control District regulations, conducted by independent certified third-party surveyors. The contractor must cut and cap all utilities (electrical, water, sewer, gas, communications), coordinate sewer and water disconnects with American Water under a Connection Charge Agreement, remove underground lines to 18 inches below grade, restore the site to 90% soil compaction with hydroseeding, and maintain the site for one year with monthly visits. The contract is governed by the Service Contract Act with prevailing wage rates per Wage Determination 2015-5647 Revision 27 for Santa Barbara County, effective March 30, 2026. No bonding is required.
Offerors must submit a detailed line-item cost estimate in RS Means format identifying quantity, unit of measure, material costs, and labor costs for each line item (lump sum pricing prohibited except with two competitive quotes or market evidence), a completed Technical Questionnaire with CAGE Code, and a detailed Gantt Schedule. The Government will evaluate proposals sequentially: Phase 1 ranks by lowest total evaluated price; Phase 2 evaluates technical capability (Acceptable/Unacceptable) on PWS requirements starting with lowest-priced proposals; Phase 3 assesses past performance on up to five similar multi-story demolition projects with integrated HAZMAT abatement on active military or secure federal installations completed within five years, resulting in a performance confidence rating. Past Performance and Price are weighted as approximately equal. The Government reserves the right to award to a lower-priced, technically acceptable offeror with satisfactory past performance without evaluating remaining higher-priced proposals. All quotes must remain valid for a minimum of 120 calendar days from submission. Funds are not presently available; no award will be made until funds are available and the Contracting Officer provides written notice. A mandatory site visit was held June 1, 2026 at 9:00 AM PDT; RFI responses and ACM/LBP surveys have been added as attachments. Contact Chase French (chase.french@spaceforce.mil) or Rick Porter (rick.porter.1@spaceforce.mil).
