About this file
This document is a Request for Information (RFI) Response for Thor Dormitory Demolition, Solicitation FA461026Q1314, issued by the Department of the Air Force, United States Space Force, Space Launch Delta 30 on June 11, 2026.
The project involves the demolition of Building 13140 (Building 13140A), a three-story dormitory with approximately 9,375 square feet on the first floor, 9,235 square feet on the second floor, and 8,907 square feet on the third floor. Building 13143 and adjacent concrete/asphalt surfaces must remain intact; only equipment supporting Building 13140, including the boiler and water heater, will be removed along with required abatement. The contractor is responsible for confirming square footage dimensions. All concrete materials must be removed from the site and disposed of at a recycling facility; no crushed concrete may be used as backfill. Two base borrow pits are available within 10 miles for importing material (one for shale, one for topsoil), and contractors must coordinate with 30 CES/CEOHP. All wood debris must go to an offsite disposal/recycling facility. The contractor is responsible for removing overhead communications lines and coordinating with the service provider; however, underground service to Building 13143 and Building 13135 must be maintained. Sewer and water line disconnects are owned by American Water and must be coordinated and contracted by the offeror.
The contract will be governed by the Service Contract Act rather than Davis-Bacon. No bonding requirements apply. Offerors must submit a detailed line-item cost estimate in a format similar to RS Means, identifying quantity, unit of measure, material costs, and labor costs for each line item; no specific RS Means/E4Clicks report, City Cost Index, or coefficient is required. Teaming member experience may fulfill the qualification requirement of up to five similar projects if the teaming member has an active participant on the project. The Superintendent may serve as the Site Safety and Health Officer if qualified for both roles. Additional structural drawings are available upon request from Chase French at chase.french@spaceforce.mil. Three existing asbestos and lead-based paint surveys are provided; however, the contractor remains responsible for conducting new surveys to confirm findings and identify additional abatement items. No Universal Waste Survey is available, but the contractor must ensure proper management and disposal of all universal waste.

1. Please provide the sign-in sheet from the site visit conducted on June 1st.
Answer: The sign-in sheet will not be made public.
Scope Clarification – Buildings 13140 & 13143
1. Can you confirm whether Building #13143 will be abated and have its supporting utilities removed ONLY (i.e., the building itself is to be saved and not demolished)?
ANSWER: Contractor will be required to remove all equipment supporting B13140 along with any required abatement, including but not limited to the boiler and water heater along with all supporting. Any equipment supporting other facilities shall remain.
Bldg 13143, as well as any adjacent, supporting concrete/asphalt surfaces are to remain.
See Performance Work Statement for more detail.
2. Please provide/confirm the estimated square footage or footprint dimensions of Building #13140.
ANSWER: Per available drawings, the building square footages per floor are approximately as follows: first floor, 9,375 sf; second floor, 9,235 sf; third floor, 8,907 sf;
roof 9,375 sf. Square footages provided are approximate and contractor is responsible for confirming the provided numbers.
Drawings & Existing Site Information
1. Can you provide any available structural drawings, utility drawings, and/or as-built drawings for the existing facilities and site (to better understand existing concrete/masonry structures, underground utilities, and site improvements to ensure a safe removal approach and prepare a fair and accurate bid)?
ANSWER: Original construction drawings for the three dorms in the area are attached.
B13135 is the building to remain. B13140B was demolished in ~2011-2012 and 13140A mailto:chase.french@spaceforce.mil is the building to be demolished under this effort. Demolition record drawings for the demolition of B13140B are included as well (XUMU111041A).
**IMPORTANT** Vendors interested in receiving additional structural drawings must reach out to Chase French at chase.french@spaceforce.mil to receive a link to access the drawings. The drawings are too large of a file to upload to SAM.gov.
Hazardous Materials Surveys (Asbestos, Lead, Universal Waste)
1. Can you include the asbestos and lead-based paint survey sheets in the RFI response?
(They are referenced in the attachment list at the end of the PWS but the actual survey sheets were not provided.)
ANSWER: Three existing known surveys are attached. The contractor will still be responsible to provide new surveys confirming the attached as well as identifying any additional items needing abatement.
2. During the site visit it was noted that multiple rooms have acoustic-sprayed ceilings — were those materials tested by the Hygienist?
ANSWER: Review attached surveys for test results. The contractor will still be responsible to provide new surveys confirming the attached as well as identifying any additional items needing abatement.
3. Is a Universal Waste (UW) Survey available for this project? If so, please provide a copy for review. The UW survey should include PCB ballasts, fluorescent bulbs, mercury signage/thermostats, etc.
ANSWER: Available surveys have been provided. No Universal Waste Surveys are known/available. Ensure all universal waste is properly managed and disposed of. The contractor will still be responsible to provide new surveys confirming the attached as well as identifying any additional items needing regulated disposal.
Demolition Scope & Site Work
1. Can the crushed concrete be used as backfill material, or will material need to be imported or sourced from the borrow pit?
ANSWER: No, all concrete materials need to be removed from site and disposed of at a recycling facility. Material may be imported to the job site as needed. There are two borrow pits on base available for use within 10 miles of the job site. One borrow pit is for shale and the other borrow pit is for topsoil. Contractors shall coordinate use with 30 CES/CEOHP, 805-606-4456. Contractor shall be responsible for generating their own mailto:chase.french@spaceforce.mil borrow pit material and shall leave the borrow pit(s) in good condition (good drainage, accessibility), acceptable to 30 CES/CEOHP.
2. Will the wood debris go to the base recycling center or to an offsite disposal facility?
ANSWER: No, all wood debris will go to an offsite disposal/recycling facility.
3. Will the sewer and water lines be cut and capped, or will they need to be removed back to the mainlines?
ANSWER: Please review the specifications. The sewer/water lines are privatized, owned by American Water (AW) and AW must execute the necessary disconnects. The contractor is responsible for contracting the work and coordinating the effort with AW.
4. Will the overhead comm line be removed before the project starts?
ANSWER: Overhead revmoval is to be the responsibility of the contractor. Contractor shall coordinate with service provider before overhead removal. underground service to, through and out of B13143 to B13135 shall be maintained/protected as it is still an active line.
Bonding Requirements
1. Will the Government require a Bid Bond, Performance Bond, and/or Payment Bond for this solicitation?
ANSWER: Bonds are not required.
2. If bonding is required, what are the applicable percentages and any additional bonding instructions or clauses associated with the requirement?
ANSWER: N/A.
Labor Standards
1. Will this contract be governed by the Service Contract Act (SCA) rather than Davis- Bacon (as is typical for demolition jobs)?
ANSWER: This contract will be governed by the Service Contract Act.
Cost Estimating Requirements
1. RFP Section 2.4 requires an RS Means Detailed Estimate:
• a. Which RS Means/E4Clicks report will be required?
ANSWER: The solicitation does NOT require a specific RS Means or E4Clicks report.
Instead, offerors must submit a detailed line-item estimate in a format and level of detail SIMILAR to RS Means or other cost-estimating programs. The contractor’s estimate must identify (at a minimum), for each line item: quantity, unit of measure, material costs, and labor costs. See RFP Section 2.4 for further information.
• b. Is the Contractor held to the proposed coefficient for any subsequent contract modifications?
ANSWER: No coefficient will be required. Refer to Cost Estimating Requirements 1a.
• c. Are offerors to apply the City Cost Index for Vandenberg SFB?
ANSWER: Not required.
Offeror Qualifications & Personnel
1. RFQ Section 4, Phase 3 requires the offeror to have up to 5 similar projects in scope
— will the Government allow the experience of the offeror's Teaming Member to fulfill this requirement?
ANSWER: Yes, as long as the teaming member has an active participant on the project.
2. Can the Superintendent dual-hat as the SSHO (Site Safety and Health Officer)?
ANSWER: Yes, as long as the candidate meets all requirements for the superintendent and the SSHO.
