About this opportunity
The Air Force Installation Contracting Agency anticipates procuring progressive design-build services to renovate and expand military working dog facilities at Vandenberg Space Force Base, California, with Phase 1 submissions due November 17, 2026. The project will execute under Other Transaction Agreement authority and is structured across two lines of effort: LOE 1 (design and planning) and LOE 2 (physical construction).
The scope encompasses renovating two existing buildings—a 2,065 square-foot kennel facility and a 982 square-foot administrative building—and constructing a 1,100 square-foot administrative office addition with specialized spaces including an exam room with isolation kennel, food storage, secured tack room, and additional bathroom facilities. Current facilities fail quarterly inspections and contain critical safety hazards. All work must comply with Seismic Design Category D requirements and coordinate with utilities including American Water.
The not-to-exceed cost ceiling is $4 million. Respondents must be U.S.-based general contractors or design-build joint ventures with demonstrated experience on comparable-scale projects exceeding $4 million within the past ten years, using non-traditional construction methods such as Fabric Engineered Tensile Facilities, Industrialized Construction, or 3D-printed techniques. The contractor will employ industrialized construction integration using prefabrication and modularization to compress timelines by approximately thirty percent.
All personnel require rapid unescorted installation access at Vandenberg Space Force Base. Key personnel potentially require active Secret clearances. Phase 1 submissions consist of a five-page Solution Brief addressing technical approach, design methodology, GMP and schedule strategy, company credentials, and relevant project examples, submitted to 772ESS.PKA.MACH1@us.af.mil. Clarification questions are due by October 27, 2026. Planning targets FY 2028 execution.
Notice text
This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.
The 772nd Enterprise Sourcing Squadron (772 ESS) is is executing a Progressive Design-Build (PDB) project to renovate existing military working dog (MWD) facilities and construct a new addition at Vandenberg Space Force Base (SFB), California. Under this agreement, the selected contractor will execute both the progressive design and physical construction to deliver a fully functional, code-compliant compound (Project Number: XUMU171121C). The current MWD kennel and admin facilities (Buildings 6444 and 6447) at Vandenberg SFB fail quarterly inspections and contain critical safety hazards that endanger military personnel and canine assets. Transitioning to a Progressive Design-Build (PDB) model is critical to eliminate traditional design-bid-build delays, rapidly deliver compliant spaces, and preserve the security mission of the 30th Space Wing. There are (2) two distinct lines of effort (LOEs) for this requirement: LOE 1 - Design & Planning (Design) and LOE 2 - Physical Construction.
