About this file
This is a Facility Assessment Report documenting an asbestos identification survey conducted at Vandenberg Air Force Base, Building 13140 (Atlas Dormitory), a 51,807 square foot three-story dormitory constructed in 1976. Pacific Environmental Services, Inc. (PES) performed the survey on November 5, 1992, collecting 40 samples of suspect asbestos-containing building materials (ACBM).
The survey identified two assessment areas: the building exterior (Area A) with no suspect materials detected, and the living quarters (Area B) where asbestos was identified. Specific findings in Area B include 12" x 12" tan floor tile containing 3% chrysotile asbestos and tan floor tile mastic containing 5% chrysotile asbestos, both nonfriable and in good condition at the time of survey. Additional floor tile types sampled (brown, yellow, and red) and related mastics, carpet mastic, acoustic tile, trowled-on wall plaster, and leveling compound showed no asbestos detection. The report includes detailed laboratory analysis results, field sample data with location information, and an associated engineering drawing (ASB-0623) showing sampling locations. The identified ACBM in the living quarters was recommended for inclusion in an Operations and Maintenance (O&M) Program with periodic surveillance, and removal is required prior to renovation or demolition in accordance with current EPA NESHAP regulations.
