1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) FAR 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
2. This solicitation is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 25 June 2026.
3. The applicable NAICS code for this acquisition is 238910, and the applicable PSC is P400.
This acquisition will be made as a 100% Small Business Set-Aside, with a size standard of $19.0M.
4. This RFQ is NOT to be construed as a commitment by the United States Air Force. The
Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.
SECTION 2 – SUPPLIES OR SERVICES AND PRICING
1. See Attachment 1 – Performance Work Statement (PWS) Revised for detailed description of services required.
2. A Technical Questionnaire is incorporated as Attachment 4 - Thor Demolition Technical Questionnaire. Vendors shall submit a separate attachment answering each question in its entirety and return with any other documentation/data as required. If vendor does not complete the Attachment 4 - Thor Demolition Technical Questionnaire in its entirety and include the CAGE Code, offeror shall be excluded and deemed non-responsive.
3. Offerors must provide a Gannt Schedule as a separate attachment to the technical narrative. If vendor does not provide a Gannt Schedule, the offeror shall be excluded and deemed non-responsive.
4. Offerors must provide a detailed line-item estimate—similar in format and detail to RS Means—identifying the quantity, unit of measure, material costs, and labor costs for each individual line item. Lump sum pricing is not an acceptable unit of issue. Exceptions are permitted only for supplier or subcontractor quotes when submitted with either: (a) two additional, independent quotes demonstrating competitive sourcing; or (b) verifiable evidence that the same materials or services are provided to other customers at the proposed rates. If vendor does not provide a detailed line-item estimate, identifying at minimum, the quantity, unit of measure, material costs, and labor costs for each individual line item, or if the offeror submits lump sum pricing that does not meet exception (a) or (b), the offeror shall be excluded and deemed non-responsive.
SECTION 3 – SPECIFIC INFORMATION
1. Inspection and Acceptance. Inspection and acceptance of deliverables will be performed by the Point of Contact (POC) in the contract award.
2. Place and Period of Performance. Performance is required at Vandenberg SFB, CA 93437, with an estimated period of performance from 25 June 2026 to 20 February 2027.
SECTION 4 – RFO 52.212-2 ADDENDUM
Evaluation—Commercial Products and Commercial Services
The Government will award a single contract to the responsible offeror whose proposal conforms to the solicitation and is determined to be the most advantageous to the Government. To maximize efficiency, the Government will utilize a sequential, phased evaluation process.
(a) Evaluation Process
Phase 1: Price Ranking
The Government will first rank all submitted proposals from lowest to highest Total Evaluated Price. Price will be evaluated for reasonableness and completeness. The offeror shall include a detailed line-item estimate identifying the quantity, unit of measure, material costs, and labor costs for each line item. Lump sum pricing is not an acceptable unit of issue except for quotes from suppliers and subcontractors that are submitted with either a) two additional quotes from other suppliers/subcontractors indicating that competition amongst suppliers/subcontractors was achieved, or b) evidence that the same materials/services provided are provided to other customers.
Phase 2: Technical Capability Evaluation (Acceptable / Unacceptable)
Starting with the lowest-priced proposals, the Government will evaluate, Technical Capability, on a simple "Acceptable" or "Unacceptable" basis. The Government may evaluate proposals in batches (e.g., the three lowest-priced proposals).

52.212-2 not listed in SF1449
CLARK, KRISTOFER A CIV USSF SSC 30 CONS/PKB
I’ve added it into CLS and will be reflected in an updated SF1449 prior to solicitation.
An offeror must receive a rating of "Acceptable" to proceed to Phase 3. If the initial batch does not yield a technically acceptable proposal, the Government will evaluate the next lowest-priced batch of proposals, and so on, until technically acceptable proposals are identified.
Evaluation Standard: The offeror’s technical proposal, based on the submitted "Technical Questionnaire," must meet all minimum requirements of the Performance Work Statement
(PWS).
Acceptable: The proposal meets the minimum requirements of the solicitation.
Unacceptable: The proposal fails to meet one or more minimum requirements and is therefore not awardable.
Phase 3: Past Performance Evaluation and Award Decision
For the technically acceptable offeror(s) identified in Phase 2, the Government will then evaluate Past Performance.
• Past Performance: The Government will conduct a performance risk assessment based on the offeror's past performance. Offerors shall identify no more than five (5) recent and relevant projects completed within the last five (5) years. A relevant project is defined as one that is similar in size, scope, and complexity to the requirements described in the attached PWS. The Government will evaluate the quality and relevance of an offeror's past performance to assess the risk associated with their likelihood of success. This evaluation will be based on information gathered from the Past Performance Information Retrieval System (PPIRS/CPARS) and other sources, including any references provided.
The Government’s assessment will result in a single Performance Confidence rating as defined below. More relevant past performance will be a key consideration in this assessment.
Performance Confidence Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available. This rating is neutral and will not be evaluated favorably or unfavorably.
(b) Award Decision Logic. For the proposals evaluated in Phases 2 and 3, Past Performance and Price are approximately equal in importance. The Government reserves the right to make an award to a lower-priced, technically acceptable offeror with a satisfactory Past Performance confidence assessment without evaluating the remaining higher-priced proposals.
(c) Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
