About this file
This document is an Asbestos and Lead-Based Paint Survey Report for Vandenberg AFB Atlas Dorm Building 13140-B in Lompoc, California, conducted on October 19, 2009 by Ambient Environmental Inc. for CAPE Inc.
The survey identified asbestos-containing building materials (ACBMs) and lead-based paint (LBP) throughout the facility. Of 60 bulk asbestos samples analyzed by Forensic Analytical using Polarized Light Microscopy, positive results included: drywall and joint compound with trace chrysotile throughout the interior north side; carpet mastic (2% chrysotile, 46,000 square feet); brown and white vinyl floor tiles with trace to 2% chrysotile (2,600 square feet each); and black vinyl floor tile with trace chrysotile (10 square feet). All positive asbestos samples contained only trace or low-level concentrations (trace to 2% chrysotile). Of 88 XRF lead readings obtained, positive results were confined to white/gold ceramic tile in the restrooms, with readings ranging from 8.1 to 19.0 mg/cm² (exceeding HUD's 1.0 mg/cm² detection limit and California OSHA's 0.7 mg/cm² standard). The survey covered all accessible interior and exterior areas. The professional recommendation stated that while ACBMs and LBP could be managed in place, given the building's scheduled demolition, all ACBMs and lead-containing ceramic tile must be removed prior to demolition by properly trained contractors under supervision of a certified environmental consultant, with all lead waste requiring characterization before disposal.

1.0 EXECUTIVE SUlVIMARY
Ambient Environmental, Inc. was retained by CAPE, Inc. to conduct a comprehensive Asbestos Containing Building Materials (ACBMs) and Lead Based Paint (LBP) survey for the property located at: Vandenberg AFB Atlas Donn building 13140~B in Lompoc, California.
TIle survey was conducted on October 19~ 2009 by Mr. John L. Payne a California Certified Asbestos Consultant and a United States Environmental Protection Agency (USEPA) certified building inspector for ACBM's and Mr. John Lumpkin a Department of Health Services Certified Lead Inspector/Assessor.
The purpose of the asbestos and lead survey was to locate and identify accessible friable and non friable suspect ACBM's and the presence ofLBP. Once a visual inspection was perfoIDled of the interior and exterior building, representative asbestos bulle samples were obtained from each homogenous building material, LBP readings were also collected utilizing an X-Ray Fluorescence (XRF) lead-based paint analyzer.. Tile sample location, material type, friability, condition of material, and quantity were also documented.
Asbestos bulk sampling was obtained in accordance with the USEPA established guidelines document, "Guidance for Controlling Asbestos-Containing Materials in Buildings" (USEPA 560/5-85-024, 1985) and USEPA 40 CFR Part 763 "Asbestos-Containing Materials in Schools, Final Rule" (AHERA). Each bulle sample was analyzed for asbestos content by Polarized Light Microscopy (PLM). Forensic Analytical is the accredited laboratory that performed tile analysis for Asbestos. A total of 60 asbestos bulle samples were obtained during the survey.
LBP readings were collected in accordance with Chapter 7 of tile HUD Guidelines for Evaluation and Control of Lead-Based Paint Hazards in Housing and U.S. Environmental Protection Agency (EPA) 40 CFR part 745 and Title X of the 1992 Housing and Community Development Act. A total of 88 XRF readings were obtained during the survey.
All accessible areas of the buildings interior and exterior were visually inspected. ACBM's and LBP not identified in this report may be present within hidden and/or concealed areas of the building. Locations, amounts, and conditions of each ACBM's and LBP assessed and sampled can be found in the inventory (Tables).
2.0 SURVEY PROCEDURES
Ambient Environmental, Inc. conducted comprehensive asbestos and LBP survey of the property located at: Vandenberg AFB Atlas Dorm building 13140-B in Lompoc, California. All areas of the building interior and exterior were surveyed for asbestos and LBP. ACBMs or LBP not identified in this report may be present within hidden or concealed areas of the building.
ACBMs identification was performed by entering each functional space, assessing all structural/mechanical components and architectural finishes, TIle physical conditions, friability, accessibility, activity and damage of suspect ACBM was also assessed and documented.
LBP was identified by entering each functional space and assessing all structural/mechanical compounds and architectural finishes. The physical conditions, accessibility, activity and damage of suspect LBP was also assessed and documented.
For reporting purposes, space designations were assigned each functional space within the facilities using the pre-existing designation on doors or as indicated on the floor plans. Where neither was available, tile space was labeled by the inspector as indicated in the report. The following procedures were performed:
1. A visual assessment to identify the location, type and quantity of LBP and friable and non-friable ACBMs.
2. Obtain representative bulk samples of from suspect ACBMs.
3. Obtain representative XRF reading from suspected paints and components.
4. Asbestos samples were analyzed by an independent accredited laboratory for tile presence ofAsbestos by PLM.
5. Present all survey results in a written report including recommendation, locations, quantities, and laboratory results.
All findings, recommendations, and analytical data presented in tills report are based on the information (assessment, sampling data and readings) obtained by our inspector during tile survey.
3.0 BULK SAMPLING PROCEDURES FOR ASBESTOS
Each suspect ACBM identified was sampled in accordance with sampling guidelines established by the USEPA. The following summarizes the sampling procedures utilized:
1. Building materials were categorized into homogeneous materials, A homogeneous material is defined as being uniform in texture, color, and date of application.
2. A sampling scheme was developed based upon the location and quantities of tile various homogeneous materials.
3. Bulk samples were collected by extracting a representative section of the selected material, placing it in a sampling container and assigning a unique sample number. TIle samples were placed into a sealed shipping container for delivery to an accredited laboratory for analysis by PLM.
4. The personnel performed proper decontamination procedures to prevent tile spread of secondary contamination.
5. Each bulk sample was recorded on a bulle sample log and possession of the samples was tracked by a chain of custody record ..
TIle reported laboratory results in this report are a visual estimate by area of asbestos concentration. Results for heterogeneous samples examined by component are reported as a composite. The lower limit of reliable detection for this method is 10/0. Samples that contain more than 1% of Asbestos are reported in 50/0 ranges. Samples which contain Asbestos in a concentration lower than tile limit of reliable detection «1 0/0) are considered "Trace."
All bulk samples were analyzed by PLM in accordance Wit11 the "Interim Method for the Determination of Asbestos in Bulk Insulation Samples EPA - 600/M4-82-020 u dated December 1982 and adopted by the National Voluntary Laboratory Accreditation Program (NVLAP) Title 15, part 7 of the Code of Federal Register as affiliated with the National Institute for Standards and Testing (NIST).
Sixty bulk samples were obtained at the subject property and analyzed for asbestos content by Forensic Analytical in Rancho Dominguez, California. Forensic Analytical is accredited by the American Industrial I-Iygiene Association CAlHA), National Voluntary Laboratory Accreditation Program (NVLAP), National Institute of Standards and Testing (NlST), and is a successful participant in the Proficiency Analytical Testing Program (PAT).
4.0 X-RAY FLUORESCENCE SAMPLING PROCEDURES FOR LEAD-BASED PAINT
TIle LBP survey was accomplished by entering each room equivalent. A room equivalent is an identifiable part of a building such as a room, hallway, staircase, foyer and exterior. Sides in a room indicate sample locations; sides are determined in the following order. Side A is always tile wall where the primary entry door is located; once side A has been determined proceed in a clockwise direction for sides B, C and D. Readings were obtained from each building component and paint identified within each room equivalent by tile use of a hand held X-Ray Fluorescence (XRF) lead-based paint analyzer. T11e sample location and condition of tile paint and lor component were documented.
LBP readings were collected in accordance with Chapter 7 of the HUD Guidelines for Evaluation and Control ofLead-Based Paint Hazards in Housing and u.s. EnvironmentalProtection Agency (EPA) 40 CFR part 745 and Title X of the 1992 Housing and Community Development Act. A total of 88 XRF readings were obtained during the survey.
Department ofHealth Services standard for tile definition ofLBP is 1.0 mg/crrr' or 5000 parts per million, however CALOSHA standard for the definition of LBP is .7 mg/crrr' or 600 parts per million and requires that all workers be properly protected when working with materials containing any level of lead in accordance with Title 8 CCR Section 1532.1.
