Industry Day Update – March 12, 2012
On Tuesday, March 20, 2012, the Defense Threat Reduction Agency’s (DTRA) Contracting activity and Cooperative Threat Reduction (CTR) Directorate will host an Industry Day to discuss the CTR Logistics Support Program. The Industry Day will take place at Booz Allen Hamilton (BAH) CTR Threat Support Center (CTSC), 8209 Terminal Road, Suite 700, Lorton, VA 22079 from 0800 to 1700 EDT. BAH is CTR’s Advisory and Assistance Services contractor.
A tentative Industry Day schedule follows:
March 20, 2012
· 0800-0900 – Check-in
· 0900-1000 – Government requirements briefing
· 1000-1200 – Public Question & Answer Session
· 1200-1300 – Lunch
· 1300-1700 – Break-out sessions (Prospective prime contractors only)
March 21, 2012
· 0900-1700 – Additional Break-out sessions, if required (Prospective prime contractors only)
Prospective prime contractorsmay request one-on-one meetings with the government with the main focus on overall programmatic discussion. These one-on-one sessions will be strictly limited to 15 minutes for each prospective prime contractor and their respective integration teams.
All questions and Government responses during the public Q&A session and the one-on-one sessions will be published on FedBizOpps (FBO). All questions and responses will be anonymous.
A list of attendees and their contact information will be posted to FBO.
Prospective prime contractors should email requests to schedule a one-on-one session by March 16, 2012. One-on-one sessions will be scheduled on a first come, first served basis.

Background:
With the passage of the Soviet Nuclear Threat Reduction Act of 1991, Senators Sam Nunn and Richard Lugar enabled a far reaching program that responds to the threat of proliferation of nuclear, chemical and biological Weapons of Mass Destruction (WMD) and related expertise and knowledge.
The CTR program provides assistance to the Former Soviet Union (FSU) and other partner countries in order to dismantle WMD and to reduce the threat of proliferation of WMD material, technology, and expertise. As the CTR program matures and expands its scope, its support requirements are increasing. While still conducting operations in the Former Soviet Union (FSU), the emphasis has shifted to infrastructure and other support services beyond the FSU. The primary objective of the Operations Enterprise - CTR Program Integration Division (OP-CTI) is to develop and implement a comprehensive logistics program to enable CTR projects to accomplish their mission goals for world-wide operations, across all programs, throughout all areas of responsibility (AOR) in support of CTR missions.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Defense Threat Reduction Agency (DTRA) is seeking statements of capabilities from all commercial sources for its Logistics Program in support of the Cooperative Threat Reduction (CTR) program. DTRA is interested in obtaining near-term information demonstrating the viability of commercial solutions (those that are currently available and that could be made commercially available) for a logistics mission that would provide much better value than a government developed system. Successful commercial participation in the CTR mission could support a DTRA decision to pursue commercial services for its logistics requirements.
This RFI identifies multiple capabilities and interested parties are invited to respond to any or all of the logistics efforts described below.
The Contractor(s) shall accomplish the following tasks, when necessary, in a permissive, semi-permissive, or moderate threat environment:
Shipping/Warehousing and Property Support Services
• World-wide door to door shipping services incorporating a technical aid, duty-free customs clearance process via the most expeditious, economical and efficient mode of service.
• DTRA will maintain status as the exporter of record
• Fulfillment activities for secure warehousing and inventory management sites strategically located to receive, store and distribute equipment while providing the USG the best value
• World-wide property support services to provide projects with equipment/materials, maintenance services, security services, and property management.
• Provide all export documentation
• Transfer of Custody - see Glossary of Terms
Travel Support Services
• World-wide travel support for CTR delegations, training collaborators, CTR-sponsored conference attendees and Congressional Delegations. This support will include, but not be limited to: visa acquisition, stipend payments, hotel reservations, obtaining or reserving meeting facilities, cell phone support, in-country travel support, to include door to door ground transportation, procurement of tickets for other modes of in-country transportation, airport transfers, ability to track travelers, translation/interpretation services and 24/7 emergency on-call services.
Logistics Information System
• An integrated web-based, searchable, information and reporting system housed within DTRA for managing and tracking all aspects of these tasks. System must have a robust recordkeeping and financial reporting capability.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DTRA is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
