THE DEFENSE THREAT REDUCTION AGENCY
COOPERATIVE THREAT REDUCTION
LOGISTICS SUPPORT (CLS)
STATEMENT OF OBJECTIVES (SOO)
dated 20 May 2012
The Defense Threat Reduction Agency (DTRA) is the U.S. Department of Defense’s
(DoD) official Combat Support Agency for countering weapons of mass destruction
(WMD). The mission of DTRA is to safeguard the United States and its allies from
WMD including chemical, biological, radiological, nuclear, and high-yield explosives
(CBRNE) by providing capabilities to reduce, eliminate, and counter the WMD threat and mitigate its effects. DTRA’s Cooperative Threat Reduction (CTR) Program is a critical component of the U.S. Government’s (USG) approach to threat reduction, which promotes collaboration with international and non-governmental partners in order to advance regional engagement and multilateral cooperation while developing locally appropriate, sustainable programs.
1. PURPOSE. The purpose of this contract is to facilitate mission support for DTRA’s J-3C
Operations/Exercise & Readiness, CTR Program Integration, Program Support (CTIS) through a worldwide logistics program.
2. SCOPE/MISSION: The primary mission of CTIS is to plan, program, manage, and execute flexible, efficient, and effective core logistics services including global supply chain management and personnel logistics support throughout all areas of responsibility (AoR), and in all operational and physical environments. From time to time, other on-demand logistics support services (emerging requirements) may be required for world-wide operations that are seamlessly integrated across all programs.
3. PERIOD AND PLACE OF PERFORMANCE: The Indefinite Delivery/Indefinite
Quantity (IDIQ) ordering period of this contract will be three (3) years with two (2) one-year option periods. This contract will allow the Task Order period of performance to extend one year beyond the ordering period. The place of performance of this contract is worldwide.
4. BACKGROUND: With the passage of the Soviet Nuclear Threat Reduction Act of 1991, Senators Sam Nunn and Richard Lugar enabled a far reaching program that responds to the threat of proliferation of WMD and related expertise and knowledge. Since 1992, the CTR
Program has focused its efforts on reducing the risks associated with WMD. Originally, that focus was geographically limited to the states of the former Soviet Union (FSU). The FY
2008 National Defense Authorization Act removed this limitation and authorized the CTR
Program, contingent upon a determination by the Secretary of Defense and in coordination with the Secretary of State, to conduct projects and activities with partners outside the FSU.
The CTR Program directly supports broader U.S. national security objectives and initiatives by:
dismantling strategic weapons delivery systems and infrastructure;
enhancing security and safety of WMD and fissile material, during transportation and storage, through physical upgrades and training;
consolidating and secures dangerous pathogens at risk for theft, diversion, accidental release, or use by terrorists;
enhancing partner states’ capacity to detect, diagnose, and report bio-terror attacks and potential pandemics, in compliance with international health reporting requirements;
facilitating biological research partnerships;
helping prevent proliferation of WMD and related materials, through the establishment of land and maritime surveillance systems; and supporting security cooperation, with the objective of reducing WMD threats
As the CTR program matures and expands its scope of preventing the proliferation of WMD, its logistics support requirements are increasing. While still conducting operations in the
FSU, the emphasis has shifted to infrastructure and other support services beyond the FSU.
5. PERFORMANCE OBJECTIVES. The objective of this contract is to provide efficient and effective logistics support to all program areas under the CTR Program, throughout all areas of responsibility (AORs) and in all operational and physical environments. This includes the seamless integration of other USG partner’s efforts; other contractor, collaborator and stakeholder requirements; and recipient state efforts. To accomplish this effort, the contractor shall provide the following:
5.1 Global Supply Chain Management. Provide end-to-end shipping, clearing items as technical aid to achieve duty and tax free clearance, while providing economic warehousing solutions.
5.1.1 Obtain and maintain all industry recognized certifications in order to ship, handle, store and procure hazardous and potentially dangerous materials to support CTR program initiatives.
5.1.2 Door-to-door technical aid shipping including all modes of transport via surface and air for hazardous materials (HAZMAT), temperature sensitive, export controlled items (including International Traffic in Arms Regulations (ITAR) controlled), and short shelf-life items.
5.1.2.1 Maintain positive control, and near real time tracking of all items.
5.1.2.2 Prepare, submit, and maintain all shipment documentation including required customs clearance documents and Automated Export System (AES) records.
5.1.2.3 Identify and comply with the requirements of the recipient nations regarding licensing, permitting, site access, and certification in order to ship items under technical aid processing.
5.1.3 Technical aid customs clearance by sustaining the capability to interface with foreign government agencies to execute duty free and Value Added Tax (VAT) exemptions in all CTR program countries.
5.1.4 Secure Continental United States (CONUS) and/or Outside the Continental
United States (OCONUS) warehousing and storage for standard cargo, temperature sensitive, perishable, HAZMAT and ITAR controlled items.
5.1.4.1 Maintain international scalable storage alternative for in-transit shipments.
5.1.4.2 Inventory management and tracking.
5.1.4.3 Consolidation of items in order to provide best economic value and timeliness for shipments.
5.1.5 Export packing in accordance with best industry practices for international shipping.
5.1.6 Property management, in accordance with Federal Acquisition Regulation (FAR)
45 and Defense Federal Acquisition Regulation, Supplement (DFARS) 245, and
CTR Transfer of Equipment and Materiel (TOEM) process.
5.1.7 Assume full replacement cost liability for high value cargo upon direction from the Contracting Officer’s Representative (COR).
5.1.8 Translation of all documents required to complete the supply chain process.
5.1.9 Material and equipment for in-country sustainment and maintenance support services, as required.
5.2 Personnel Logistics Services. Provide complete travel support services to move and support CTR personnel in worldwide locations.
5.2.1 Lodging reservations.
5.2.2 In-country reservations and ticketing for intercontinental and intra-continental personnel movement via rail, air, and auto.
5.2.3 24/7 on-call support services.
5.2.4 Airport transfers.
5.2.5 Door-to-door ground transportation.
5.2.6 Foreign National lodging, stipends, visa acquisition, and personnel movement.
5.2.7 Meeting venue as requested in support of CT program managers.
5.2.8 International cell phones and service.
5.2.9 First aid and emergent care transport.
5.2.10 Evacuation and security plan for all personnel utilizing CLS services, coordinated with appropriate U.S. Embassy and Regional Combatant
Commander (COCOM).
5.2.11 Document translation, interpreters, and related equipment
5.3 Enterprise Management. Provide a seamless, efficient record keeping tool for accomplishing all Global Supply Chain Management and Personnel Logistics Services that complies with required security requirements
5.3.1 Web-based, scalable, password-protected, work-flow type record-keeping system for tracking and reporting all CLS shipping activity and personnel movement.
5.3.2 Searchable, auditable database of all required CLS documents, customs and export permits, certificates and declarations. Capable of accepting user-defined queries and producing reports based on those queries.
5.3.3 Cost and funding tracking and report generation.
5.3.4 Software licensing obtained in the name of DTRA.
5.3.5 All data transferred and/or contained within the system is Government property.
All associated license and maintenance agreements/documents, software, design documents, operating manuals and configuration database is Government property.
5.3.6 Service Level Agreement (SLA) with DTRA for system maintenance and operation.
5.3.7 Compliance with the DoD cyber standards as described in the NISPOM (DoD
5220_22m2)
6. OPERATING CONSTRAINTS: The provision of logistics services for the CTR requirements are unique in that the services support and are funded by several CTR programs and require significant coordination among the programs, the CTR contractors, the State
Department, host countries, Defense Threat Reduction Office (DTRO) and embassy personnel. Further, the logistics services are separately tracked for congressional reporting and funded by each CTR program.
