The purpose of this briefing is to provide an introduction to and overview of the Defense Threat Reduction Agency and United States Strategic Command’s Center for Combating WMD, which are co-located and work together as a team to reduce threats posed by Weapons of Mass Destruction (WMD).

Note to briefer: There remains some uncertainty regarding the use of the terms “C-WMD” (Countering WMD) and CWMD (Combating WMD). In some cases, such as the name of the SCC-WMD, the term remains CWMD. However, the Administration has been using C-WMD in reference to what was previously the CWMD mission. When briefing: use “Countering WMD” (C-WMD) in all cases, except there “Combating WMD” (CWMD) is the official name of an organization (as in SCC-WMD) or a strategy.

Defense Threat Reduction Agency DTRA is the U.S. Department of Defense’s official Combat Support Agency for countering weapons of mass destruction

DTRA/CTR is located in the complex known as the Andrew T. McNamara Headquarters Complex (HQC) at Ft. Belvoir, VA

DTRA personnel are Subject Matter Experts on WMD, and address the entire spectrum of chemical, biological, radiological, nuclear and high yield explosive threats. DTRA’s programs include basic science research and development, operational support to U.S. war fighters on the front line, and an in-house WMD think tank that aims to anticipate and mitigate future threats long before they have a chance to harm the United States and our allies.

Cooperative Threat Reduction Program Originally sponsored by Sen. Richard Lugar and former Sen. Sam Nunn The CTR Program reduces nuclear proliferation threats by helping former Soviet republics meet arms control treaty requirements.

CTR Program Areas include:

Strategic Offensive Arms Elimination (SOAE) Global Nuclear Security (GNS) Chemical Weapons Elimination (CWE) WMD Proliferation Prevention Program (WMDPPP) Cooperative Biological Engagement Program (CBEP)

While the initial focus of the CTR program was on the most pressing nuclear proliferation threats, program funding was also directed toward improving the physical protection, safety and security of facilities that housed dangerous bio-agents under the cooperative Biological Threat Reduction program.

The CTR program has accomplished much since its creation. The program has deactivated nuclear warheads, neutralized chemical weapons, safeguarded fissile materials, converted weapons facilities for peaceful use, mitigated bio-threats, and redirected the work of former weapons scientists and engineers, among other efforts.

Nunn-Lugar Cooperative Threat Reduction Projects in the Former Soviet Union, Afghanistan, Albania, China, Iraq, India, Kenya, Pakistan, Uganda,….

Major objectives:

Dismantle threat WMD and associated infrastructure Consolidate and secure WMD and related technology and materials at the source and in transit Build partner capacity to counter WMD Synchronize CTR activities with related USG and allied programs Increase transparency and encourage higher standards of conduct Support security cooperation with objective of reducing WMD threats

***National Defense Authorization Act (NDAA) allocates funding by individual programs and requires detailed annual reporting on how that money is used***

The Nunn-Lugar Cooperative Threat Reduction (CTR) program has been a tremendous success by any standard of measure, providing increased security in a highly innovative way and at relatively low cost.

Over the years, CTR program objectives and priorities have evolved to:

Assisting other nations in meeting their arms control treaty obligations Dismantling WMD and related infrastructure that potentially threatens the US and our allies and friends Consolidating and securing threat WMD, related technology, and materials to minimize their vulnerability to unauthorized use or terrorist seizure Increasing transparency and building trust and confidence Building foreign partnerships and collaboration essential to global WMD threat reduction

Caspian Sea Surveillance – CTR has assisted radar surveillance of the Caspian Sea to improve WMD proliferation prevention capabilities.

Strategic Delivery System Elimination – SS-N-20 submarine launched ballistic missile (SLBM) disassembly at Zlataoust Machine Building Plant, Russia. CTR program has eliminated more than 650 SLBMs.

Russian Chemical Weapons Storage Security – completed construction of Russian Chemical Weapons elimination facility.

Nuclear Weapons Storage Security – Far East Training Center transferred to Russia in August 2009 to conduct training of Russian MOD personnel on the operation and maintenance of physical security equipment at Russian nuclear weapons storage sites.

Cooperative Biological Research – conducted as part of the Nunn-Lugar Biological Threat Reduction Program.

Monitoring, Consolidating, and Securing Extremely Dangerous Pathogens – also conducted as part of the Nunn-Lugar Biological Threat Reduction Program.

CTR Program Integration Support The primary mission of the CTIS organization is to plan, program, manage, and execute an effective logistics program in support of all CTR projects.

CTR Logistics Support The objective of this contract is to provide efficient and effective logistics support to all program areas of the CTR Program, throughout all areas of responsibility (AORs), in all operational and physical environments.

Primary Elements Global Supply Chain Management (GSCM) Personnel Logistics Services (PLS)

CLS Requirements Global Supply Chain Management Obtain and maintain all industry recognized certifications in order to ship, handle, store and procure hazardous and potentially dangerous materials to support CTR program initiatives Door-to-door technical aid shipping, including all modes of transport via surface and air for hazardous materials (HAZMAT), temperature sensitive, controlled items, and short shelf-life items Maintain positive control and near real-time tracking of all items Maintain positive control and tracking of all export-controlled items exported under an export license or exemption Prepare, submit, and maintain all shipment documents and Automated Export System (AES) records Identify and comply with the requirements of the recipient nations regarding licensing, permitting, site access, and certification in order to ship items under technical aid processing

CLS Requirements (cont’d) Global Supply Chain Management (cont’d) Technical aid customs clearance by sustaining the capability to interface with foreign government agencies to execute duty free and Value Added Tax (VAT) exemptions in all CTR partner countries Secure Continental United States (CONUS) and/or Outside the Continental United States (OCONUS) warehousing and storage for standard cargo, temperature sensitive, perishable, HAZMAT, and controlled items Maintain international scalable storage alternative for in-transit shipments Inventory management and tracking Consolidation of items in order to provide best economic value and timeliness for shipments Export packing in accordance with best industry practices for international shipping Insurance on items and shipments as directed by Contracting Officer’s Representative (COR)
