COOPERATIVE THREAT REDUCTION

LOGISITICS SUPPORT (CLS)

STATEMENT OF OBJECTIVES

1. BACKGROUND. With the passage of the Soviet Nuclear Threat Reduction Act of 1991, Senators Sam Nunn and Richard Lugar enabled a far reaching program that responds to the threat of proliferation of nuclear, chemical and biological Weapons of Mass Destruction (WMD) and related expertise and knowledge. Since 1992, the Cooperative Threat Reduction (CTR) Program within the Defense Threat Reduction Agency (DTRA) has been the Department of Defense’s (DoD) chief agent in carrying out that program. Originally, CTR’s focus was geographically limited to the former Soviet Union, but the 2008 National Defense Authorization Act permitted CTR to broaden that focus worldwide. Recently, increased National emphasis has been placed on addressing the global threat from WMD. On April 5, 2009, the President announced an effort to secure all vulnerable nuclear material within 4 years. The CTR Program is participating in the planning for this effort and requested funds to support the effort in 2011-2015. On November 23, 2009, the President signed the “National Strategy for Countering Biological Threats,” which mandates actions to reduce risks of biological weapons proliferation and terrorism and for the long-term management of risks posed by the misuse of the life sciences. Recognizing the potential biological threat, the CTR Program has been working with willing partners in Former Soviet Union (FSU) states, developing unique capabilities to address this threat. DTRA/CTR has requested funds to expand this effort to projects and activities outside the FSU and has already begun engagement with countries in the Middle East, Southwest Asia, Southeast Asia, and Africa.

As the CTR program matures and expands its scope of preventing the proliferation of chemical, biological, radiological, nuclear, and high-yield explosive WMD (CBRNE), its support requirements are increasing. While still conducting operations in the FSU, the emphasis has shifted to infrastructure and other support services beyond the FSU. The primary mission of CTR’s Program Integration Support (CTIS) organization is to plan, program, manage, and execute an effective logistics program in support of all CTR projects.

2. CONTRACT OBJECTIVES. The objective of this contract is to provide efficient and effective logistics support to all program areas of the CTR Program, throughout all areas of responsibility (AORs) in all operational and physical environments. To accomplish this effort, the contractor shall offer the following:

2.1 Global Supply Chain Management

2.1.1 Obtain and maintain all industry recognized certifications in order to ship, handle, store and procure hazardous and potentially dangerous materials to support CTR program initiatives.

2.1.2 Door-to-door technical aid shipping including all modes of transport via surface and air for hazardous materials (HAZMAT), temperature sensitive, International Traffic in Arms Regulations (ITAR) controlled items, and short shelf-life items.

2.1.2.1 Maintain positive control, and near real time tracking of all items.

2.1.2.2 Maintain positive control and tracking of all export controlled items exported under an export license or exemption.

2.1.2.3 Prepare, submit, and maintain all shipment documentation including required customs clearance documents and Automated Export System (AES) records.

2.1.2.4 Identify and comply with the requirements of the recipient nations regarding licensing, permitting, site access, and certification in order to ship items under technical aid processing.

2.1.3 Technical aid customs clearance by sustaining the capability to interface with foreign government agencies to execute duty free and Value Added Tax (VAT) exemptions in all CTR program countries.

2.1.4 Secure Continental United States (CONUS) and/or Outside the Continental United States (OCONUS) warehousing and storage for standard cargo, temperature sensitive, perishable, HAZMAT and ITAR controlled items.

2.1.4.1 Maintain international scalable storage alternative for in-transit shipments.

2.1.4.2 Inventory management and tracking.

2.1.4.3 Consolidation of items in order to provide best economic value and timeliness for shipments.

2.1.5 Export packing in accordance with best industry practices for international shipping.

2.1.6 Property management, in accordance with Federal Acquisition Regulation (FAR) 45 and Defense Federal Acquisition Regulation, Supplement (DFARS) 245, and CTR Transfer of Equipment (TOE) process.

2.1.7 Provide insurance on items and shipments as directed by Contracting Officers Representative (COR).

2.1.8 Translation of all documents required to complete the supply chain process.

2.1.9 Materiel for in-country sustainment and maintenance support services, as required.

2.1.10 Web-based, scalable, password-protected, work-flow type record-keeping system for tracking and reporting all CLS shipping activity.

2.1.10.1 Searchable, auditable database of all required CLS documents, customs and export permits, certificates and declarations.

2.1.10.2 Funding input for tracking and report generation.

2.1.10.3 DTRA-approved encryption.

2.1.10.4 Comply with United States Federal and Department of Defense (DoD) information assurance (IA) control requirements.

2.1.10.5 Software licensing obtained in the name of DTRA.

2.1.10.6 All associated software, design documents, operating manuals and configuration database must be transferred to new performer as Government-furnished property upon contract change.

2.2 Personnel Logistics Services

2.2.1 Lodging reservations.

2.2.2 In-country reservations and ticketing for intercontinental and intra-continental personnel movement via rail, air, and auto.

2.2.3 24/7 on-call support services.

2.2.4 Airport transfers.

2.2.5 Door-to-door ground transportation.

2.2.6 Foreign National lodging, stipends, visa acquisition, and personnel movement.

2.2.7 Meeting venue as requested in support of CT program managers.

2.2.8 International cell phones and service.

2.2.9 First aid and emergent care transport.

2.2.10 Evacuation and security plan for all personnel utilizing CLS services, coordinated with appropriate U.S. Embassy and Regional Combatant Commander (COCOM).

2.2.11 Document translation, interpreters, and related equipment

2.2.12 Web-based, scalable, password-protected, work-flow type record-keeping system for requesting, tracking and reporting all CLS personnel movement.

2.2.12.1 Located on DTRA back-end infrastructure (NO FOREIGN NATIONAL ACCESS).

2.2.12.2 Service Level Agreement (SLA) with DTRA for system maintenance and operation.

2.2.12.3 Funding input for tracking and report generation.

2.2.12.4 DTRA-approved encryption.

2.2.12.5 Comply with United States Federal and DoD information assurance (IA) control requirements.

2.2.12.6 Software licensing obtained in the name of DTRA (utilize existing DTRA licenses where applicable).
