The TOC process:
A CTR term designating the transfer of custodial responsibility for USG-owned property from a USG agency or USG contractor to a recipient nation agency for use in operations associated with CTR programs. The TOC expected outcome is to transfer equipment custody not ownership, and document the transaction for historical purposes by completing a inventory spreadsheet with predefined data elements accompanied by a document which is ultimately signed/stamped by both the recipient and the USG representative indicating that the property is now in the custody of the recipient nation agency. A piece of equipment can go through several TOC transactions prior to final disposition or taken out of government property accountability. The TOC process tracks the physical custody USG retains Title of the CTR property.
Take out of Stock:
A local CTR process, established to document property accountability and change of ownership to a collaborating nation’s government once property is no longer needed by the CTR or any other CTR program (including DOE projects operating within CTR boundaries) within the same recipient nation.
TOS procedural steps take property out of the USG stock for the permanent transfer of ownership to a recipient nation agency. The purpose of this process is to ensure that the USG no longer retains management or maintenance responsibility, including financial responsibility.
On some occasions the maintenance, management and financial responsibility are assumed by the partner country prior to the TOS. Currently TOS transfers ownership of U.S. property to a recipient nation government once that property is no longer needed by the CTR project/program. The transfer of ownership may differ from country to country; the property management office will tailor the TOS process to the specific requirements of each country.
Transfer of Ownership (TOO):
A term indicating the local regulatory procedural steps that allow a recipient nation agency to formally accept long-term management and maintenance responsibility (including financial responsibility) for CTR-provided assets. At the conclusion of the TOO process, the recipient nation agency formally includes the assets in the property inventory of the agency, and this may have property tax or other implications.
