Draft RFP No. HDTRA1-12-R-0011 Questions and Answers

Can the Shipping System reside on contractor managed hardware/infrastructure?

Yes.

The Personnel Movement application explicitly states it must reside on DTRA hardware, but that requirement isn’t mentioned for the Shipping System. If yes, will a Certification and Accreditation process be required?

Where can we reference the Federal and DoD Information

Assurance control requirements?

The DoD Information Assurance instruction (DODI 8500.1) and the NISPOM.

Will there be a formal Certification and Accreditation (C&A) process in order for the contractor developed applications to be approved to run on DTRA infrastructure? If so, what is it?

There will be no interfaces. See updated SOO dated 20 May (see section 5.3.7)

Will NIST 800-53 be required for C&A or will there be other guidelines?

See updated SOO dated 20 May (see section 5.3.7)

Will DTRA be providing guidelines/standards for the development of software, design documents and operating manuals? Does the content need to be approved?

DTRA will not be providing guidelines/standards. The Offeror's proposal should clearly demonstrate its approach to meet the requirements of the solicitation.

Elaborate on No Foreign Access. Does this pertain to the back-end infrastructure in a privilege account capacity, the front-end application, both or something else?

It pertains to both.

If the applications are hosted on DTRA infrastructure will the application developers, system administrators and database administrators have the appropriate access privileges to troubleshoot/resolve issues should they arise? If they do not how will this affect the Service Level Agreements (SLAs ?

Do the SLAs only pertain to the Personnel Movement system as they aren’t mentioned against the Shipping System?

14 What penalties will be imposed if an SLA is missed? The government does not understand this question and requires clarification before answering.

Are there any software development or technology requirements/standards for the front-end applications or the back-end databases (i.e. .Net, Java, SQL Server, etc.)

While we do have some java and cold fusion, our preference is for .Net; We have enterprise license agreements that cover both the latest SQL Server and

Oracle, and both are in use.

To keep our internal systems in-synch with DTRA hosted systems will there be any issue if we develop interfaces?

Yes. The nature and extent of the issues will depend on the interfaces, the locations and security of the interfacing systems, and the to be data exchanged.

Who is responsible for systems backups, database backups, restores and patch management for the contractor developed applications hosted on DTRA hardware?

The Offeror is responsible for all of these items. No contractor applications will be hosted on DTRA hardware.

To encourage offerors to bid on the subject opportunity, with respect to potential organizational conflict of interests, does

DTRA consider existing CTRIC or BTRIC Prime Contractor by definition have an OCI that would prevent them from bidding or serving as a Prime Contractor on this solicitation #HDTRA1-

12-R-0011? If not, should award be made to an existing DTRA

CTRIC or BTRIC Prime Contractor, does DTRA consider that the new #HDTRA1-12-R-0011 awardee/Prime Contractor may then subsequently be prevented from bidding on individual CTRIC or BTRIC Task Orders due to potential future OCI?

The Government promotes and encourages all interested and capable Offerors to participate in this full and open competition for the CLS contract. However, the Contracting Officer has determined this contract may give rise to potential conflicts of interest due in part to Prime contractors and Subcontractors currently providing support to CTR, who may have access to information that could potentially provide an unfair competitive advantage. It is the offeror's responsibility to provide a certification it does not have an OCI or, conversely, provide its OCI Mitigation Plan in Volume I Proposal Documentation for evaluation by the Government.

The draft RFP states that all personnel working on the contract must be US citizens and that they have security clearances.

This requirement significantly impairs OCONUS performance and increases overall cost. Will DTRA consider revising this requirement?

There is not a requirement for all contractor personnel to be US citizens or have security clearances. The DD 254 will be amended.

The small business size standard is $14M. Given the low probability that a $14M company can sustain operations in all the countries cited in the draft RFP, will you consider increasing the size standard to $50M?

The SBA establishes small business size standards on an industry-by-industry basis. DTRA is not authorized to change the limit.

What tracking system do you currently use and are there any shortcomings in that tracking system?

The incumbent's system utilizes Maximo software, however, the incumbent system will not be retained for the future contract. The government will not dictate specific software solutions.

What tracking system enhancement of capabilities are you interested in?

See section 5.3 of Statement of Objectives dated 20 May 2012.

How will DTRA determine whether the PWS written and submitted by the contractor meets the criteria required to perform the work? Is DTRA considering specifying the PWS for the contractor to price? (Ref: Special Clause H2; L.3.3.2 Section

1: Subfactor A: Approach to Sample Tasks)

The Government will consider all potential offerors’ proposed solutions and evaluate each based upon the criteria and relative importance as specified in the solicitation. Each offeror’s approach specified in its PWS and QASP will be considered by the Government for consistency with its cost proposals.

How will the costs for Sample Task 2 be evaluated by DTRA in the cost proposal while not affecting the decision to award the contract? (Ref: M.1.2 Award; M.2.3 Factor 3 – Cost; M.3.4

Number of Contracts to be Awarded)

Separate cost proposals for Sample Tasks 1 and 2 and a summary rollup of both sample tasks that are consistent with the technical approach in Volume II

Technical/Risk will serve as the basis for the cost evaluation. Therefore, the cost proposal for Sample Task 2 will affect the decision for contract award based upon the criteria and relative importance as specified in the solicitation.

Does DTRA intend the list that the contractor is required to provide under FAR 52.247-62 to be different from the list of shipments provided in Sample Task 1? (Ref: FAR 52.247-62

Specific Quantities Unknown)

Yes. The list of quantities provided in Sample Task 1 are based on both historical experience and projected efforts the Offeror will be required to complete under this solicitation. The government cannot predict the exact quantity of every shipment expected over the specified Period of Performance.

What is the contractor required to do to provide first aid and emergency care transport, and the evacuation and security plan? (Ref: SOO 5.2.9 and 5.2.10)

The Offeror shall be familiar with DoD and USG evacuation, and have the ability to provide basic first aid supplies to DTRA travelers when needed. Evacuation for DTRA travelers is a USG responsibility.

Attachment L-3, the definition for In-country support specifies that services will be rendered in the destination country.

Should this say that services will be rendered in the origin country? (Ref: Attachment L-3, Sample Task 1, Definitions, Personnel Logistics Services, “In-Country Support”)

No. Personnel will be traveling from the Origin Country to the Destination

Country. Services are required in the destination country: i.e. CBEP Pakistan support - personnel travel FROM Pakistan to Moscow and the services defined are required in Moscow, the destination country.

Is the assumption that access to the information system for personnel movement, shipping, or both will be designed as a

NIPRnet environment?

Yes the system will be a NIPR system, but must be in accordance with guidance stated in Section 5.3 of the SOO dated 20 May 2012

Regarding embassy interface and sharing of info with DTRO offices, will there be a need for a Network trusted zone between DoS and DoD Networks, or will the DoD systems be isolated from DoS network environment in locations where

DoD personnel will need to interface with DoS?

There is no requirement to propose an interface between DoD and DoS systems, and such an interface does not currently exist. The Offeror shall propose the best technical approach to fulfill the requirements per Section 5.3 of the SOO dated 20 May 2012.

Reference Attachment 1.

i. 5.1.7- “Assume full replacement cost liability for high value cargo...” What entity takes responsibility for non-high value cargo liability?

ii. 5.1.9 “Material and equipment for in-country sustainment support…” Will DTRA further expand on the requirements for in-country sustainment support?

i. The Offeror shall assume responsibility for high value cargo only upon direction from the COR as stated in a new Section H clause below. In the absence of such direction, the U.S. Government has liability for replacement cost by virtue of being self-insured. The following language shall be added to the solicitation at Section H.3: The contractor shall notify the Government if the value of a shipment exceeds $500,000 and request guidance on purchasing

"all risk" cargo insurance. If the government approves, the contractor shall assume full responsibility for loss or damage to the Government's property in the shipment by purchasing "all risk" cargo insurance to cover the carrier's assumed responsibility, which cost shall be part of the shipping cost. Only cargo with a value exceeding USD $500,000 will be considered for insurance and proposed rates and deductibles will be submitted to the government for review and approval. Except in cases of the Contractor's gross negligence, the cost of the deductible will be reimbursable to the

Contractor. The Government will pay all deductibles as part of the shipping cost.

The coverage will be subject to carrier's "all risk" cargo insurance policy issued to carrier. A copy of such policy's insuring terms, conditions, and exclusions will be provided to the

Government upon request. Liability for loss will be limited to direct property damage or theft or loss of the insured Shipment, and the carrier's responsibility for loss or damage will not exceed the amount paid by the insurance. Loss will be valued at the actual cash value of the insured property, plus freight costs to destination.

Carrier will not be responsible for third party bodily injury or property damage resulting from the insured property in transit.

ii. Due to the dynamic nature of the CTR mission, the government cannot provide specific requirements at this time. Sample Task 2 is an example of in-country sustainment support.

Reference Attachment L-3. Is it DTRA’s intent for offerors to provide a total cost per type of shipment (5 types), per program/support destination, and multiply by the number of that type of shipment?

Each offeror shall determine its own approach for pricing shipments.

Reference Attachment L-4, Procure and Ship requirements.

a. Who (which entity – offeror, DTRA, or other contractor using the service) is responsible for determining if materials being shipped are HAZMAT, and for obtaining MSDS sheets?

b. May offerors assume that the contractor using the service (the end-user 3rd party contractor whose items are being shipped by the successful offeror) will provide estimated weights and dimensions and any required special handling requirements (cold chain storage, etc.) for reagents, or does

DTRA intend for the offeror to obtain this information?

a. The Offeror shall identify their HAZMAT handling processes and shipping workflows in their approach to the sample tasks.

b. The Offeror shall also identify their shipping and handling processes as well as shipping workflows in their approach to the sample tasks.

The Offeror is responsible for ensuring appropriate, auditable documentation is included for the proper and safe shipping, export, importation, handling, storage, and warehousing and packing of all materials..

Reference Attachment L3, Sample Task 1 (Page 3). In the reference, DTRA provides a shipping scenario for offerors to price for WMDPPP Azerbaijan. However, it is our understanding that the WMDPPP Azerbaijan project has ended, and so shipments are likely no longer needed. Please confirm that DTRA still intends to have offerors price the

WMDPPP shipments in their proposals.

The Offeror shall provide their cost and technical approach to the solicitation as released by the government.

Regarding Statement of Objectives (SOO), Section 5.3, Enterprise Management: Are there any existing systems that need to be integrated or databases that need to be migrated to support the enterprise management requirements? If so, can the government provide detailed specifications of system and database architecture, design, and implementation?

No.

Please confirm that foreign-bound shipments originating in the

US will be subject export control, possible ITAR, or licensing before leaving the US.

Yes.

# Comment/Question DTRA Response

With regard to air service, the contents/size of the shipment will dictate whether the cargo can be routed on passenger aircraft or cargo aircraft. Please confirm that we are not restricted from using passenger aircraft for air cargo.

The Offeror shall submit their best technical approach to be evaluated by the government. There are no restrictions to using passenger aircraft for air cargo as appropriate and/or necessary.

b

Frozen Shipments - It is stated that the item has a shelf life of

120 days.

a. When does “shelf life” begin?

b. How much “shelf life” should be remaining upon arrival at destination?

c. Will the goods be trucked right to final destination, or do we need to obtain refrigerated warehouse storage for any amount of time upon arrival?

a. The shelf life is set by the manufacturer and varies by product. The shelf life given in the Sample Task is the shelf life remaining when it arrives to the Offeror for processing.

b. At least 30 days of shelf life must remain after final delivery, and this has been noted in the estimating assumptions. The Offeror shall identify how factors such as shelf life will be mitigated in their technical approach.

c. The Offeror shall identify this in their technical approach.

Vehicle Shipment

a. What type of vehicle is it?

b. Has any type of customization been done to the vehicle that would make it armored, or has any specific electronic equipment been installed into it?

c. Does the customization (if any) make the vehicle subject to

ITAR compliance?

a/b. The government will analyze the description and update in the final RFP.

C. The vehicle is not ITAR controlled.

Local Delivery

a. Do we need to provide offload services at destination in addition to local delivery?

b. Will the destination be able to provide any type of forklift

(offloading equipment) that may be needed?

c. Once the goods have arrived at a foreign location, do we need to provide local storage before transporting ~100km? If yes, how long shall we assume the goods need to be stored?

a. The Offeror shall deliver all items to the final destination.

b. The Offeror shall identify and account for mitigating all factors affecting shipments.

c. The Offeror shall deliver the items in the most expeditious manner. If the

Offeror identifies in their technical approach that local storage is required, the

Offeror shall account for this as required.

SAMPLE TASK 2 – ON-DEMAND LOGISTICS SERVICES

ESTIMATING ASSUMPTIONS -

a. Example #2 requires the contractor to “receive inbound freight from various vendors, inventory, document, store and ship the following materials/equipment.” The table lists origin and destination. Please clarify what is meant by origin and destination (e.g., “receive in ORIGIN inbound freight from various vendors, inventory, document, store and ship the following materials/equipment to DESTINATION.”)

b. How long should we assume for storage and at what location?

c. The client wants shipment in the most cost-effective manner. Does this mean the length of the timeline is not a factor, or should there be a balance between the timeline and the cost, or is this purely the lowest cost?

a. The ORIGIN will be the receiving facility identified by the Offeror in their approach to the sample tasks.

b. The Offeror shall identify the duration and location for storage in their approach to the sample tasks.

c. The Offeror shall consider cost and timelines in its approach for shipping. The government seeks the most expeditious and cost effective shipping of materials as identified in the sample tasks.

To what extent will the new incumbent need to assume control, possession, accountability, etc., of materiel and information/data within the current incumbent's purview?

All government property, materiel, and information held by the current contractor that the Government deems necessary for performance will be provided by the Government.

With regards to Draft RFP clause 252.225-9075, to what extent will the costs associated with preparing personnel for deployments (e.g., medical services, training, etc) be borne by the new incumbent where the clause does not specifically refer to Government-provided equipment and training?

The Offeror shall ensure all personnel are medically cleared and trained to perform their duties overseas.

What extent of security clearances was necessary to satisfy

DTRA requirements, such as circumstances that have historically required clearances, levels, and by whom? DD254 refers broadly to Secret and Top Secret clearance requirements yet also states contractors will not handle classified information or materiel.

Classified material will not be handled as part of this contract. Personally

Identifiable Information will be handled. The DD254 will be revised.

Does or will DTRA require the supply chain management "tool" and other contractor applications to reside on USG networks

(e.g., NIPRNET, etc.) vice private sector networks? (Industry

Day Question #17 inquired about access to the DTRA system, wherein the government stated, “There will be no access to the DTRA system.)

The Offeror shall provide Enterprise Management System services in accordance with Section 5.3 of the SOO dated 20 May 2012.

What is the end date for the current PoP? From the 20Mar12

Industry Day, answer to Question 41 refers to November 2013, and answer to Question 54 states the "start date" will be the beginning of next fiscal year, FY13 presumably.

The current PoP with options ends 13 November 2013.

If the current PoP does in fact end November 2013, can the government acknowledge a bridge contract will ensure continuation of services from 1 August 2012 until 13

November 2013

The Government confirms a bridge contract was awarded to Raytheon

Technical Services Corporation to ensure the continuation of services from 1

August 2012 through 13 November 2013.

What expectations does DTRA envision for the management and accountability of logistics transactions incomplete at the time of incumbent turn-over, such as materiel in transit?

The government will release the Government accepted Transition Plan of the current contractor in the reference library. The offeror shall propose its own approach to transition.

Will DTRA validate turn-over inventories between incumbents?

How does DTRA anticipate addressing inventory discrepancies such that the new incumbent is not liable?

A DD1149 will be utilized for the transfer of inventories from the incumbent to the Government. The government will transfer appropriate inventories to the awardee and address any discrepancies on a case-by-case basis.

To ensure adequate pricing/consideration, can the government provide a description of all facilities and their locations under the control of Raytheon or the government involved in the execution of the existing contract? Also, can additional information be provided that provide detail about those facilities to include storage size, manning levels, facilities clearance level, security requirements (perimeter, guards, etc.)

and specialized storage considerations (HAZMAT, Refrigeration, etc.)?

The Offeror should propose its best approach to the RFP. The government will not specify warehousing requirements.

DTRA's current logistics contract supports two warehouses; one in the US and one in Europe. The US warehouse has 10,000 square feet of space dedicated to DTRA. There is a cooler that is able to provide frozen and refrigerated storage. The facility has material handling equipment such as jacks and forklifts. The European warehouse is a large facility, and the DTRA footprint is scalable, and varies with the volume of shipments. The

European warehouse has all necessary material handling equipment.

Can the government provide a list of sub-contractors currently providing services?

No.

DD254 Item 10 specifies that the contractor does not require access to restricted technical data or classified information.

However, Item 13b specifies that employees shall have been granted security clearance, based on the need for access to specific classified information. Please identify which tasks require access to specific classified information (specifying the clearance type required by task, if possible), thus excluding their assignment to contractor’s local national personnel or local national subcontractors and suppliers who are not cleared US citizens? This information is required to develop cost-effective labor rates and to price the Task Orders.

a. Please elaborate on the types of materials and equipment that may be required and whether these items may be obtained from local sources or must be shipped from the

United States.

b. Please provide information on quantities and frequency of required items by country. This information is required to develop effective staffing plans.

Statement of Objectives, Items 5.2.9 “First aid and emergent care transport” and 5.2.10 “Evacuation and security plan…” Is the contractor required to secure or provide these services?

Or have the Government and its contractors already contracted with emergency service providers, necessitating that the CLS contractor just coordinate and track the services?

Please clarify these requirements.

Are there any geographic restrictions or preferences for the location of a proposed Program Management Office?

No.

What system does DTRA currently have in place today to collect and manage information exchange amongst CONUS and OCONUS endpoints? Does DTRA currently have an IT infrastructure preference?

How does DTRA manage the intricacies of State [Nation] and

Cross-Domain specific requirements for partnering, information exchange, operations, event monitoring & tracking, reporting, validating certifications and shipments etc?

Is there currently a central repository that carries all required information? Are all States [Nations] able to view real-time status information? How does DTRA currently have and provide end-to-end visibility?

DTRA currently maintains end to end visibility on shipments through an automated workflow system on the incumbent contractor's IT system. DTRA does not currently grant partner countries access to this system, nor is there a requirement to grant such access in the future. For additional information on the incumbent system, see the reference information posted with the RFP.

How does DTRA currently manage roles and entitlements for instance about who is allowed to move, transfer or ship what to whom, how and when? Does DTRA currently have a series of policies and standardized methods of managing entitlements? How does DTRA manage removals and updates to entitlements?

How does DTRA currently manage policies and rules about what can be moved in combination with other things and how to move these things? Are there any constraints on locations, combining materials between locations etc?
