THE DEFENSE THREAT REDUCTION AGENCY
COOPERATIVE THREAT REDUCTION
LOGISTICS SUPPORT (CLS)

PERFORMANCE WORK STATEMENT (PWS)
SAMPLE TASK 1
1. PURPOSE. The purpose of this contract is to facilitate mission support for Defense Threat
Reduction Agency’s (DTRA) J-3C Operations/Exercise & Readiness, CTR Program
Integration, Program Support (CTIS) through a worldwide logistics program.
2. SCOPE/MISSION: The primary mission of the Cooperative Threat Reduction Logistics
Support (CLS) program is to manage and execute flexible, efficient, and effective core logistics services including global supply chain management and personnel logistics support throughout all areas of responsibility (AOR), and in all operational and physical environments. From time to time, other on-demand logistics support services (emerging requirements) may be required for worldwide operations that are seamlessly integrated across all programs.
3. PERIOD AND PLACE OF PERFORMANCE: The period of performance of this task order is two years from date of award and will include a transition period (to be determined by the offeror). The place of performance is worldwide.
4. BACKGROUND: With the passage of the Soviet Nuclear Threat Reduction Act of 1991, Senators Sam Nunn and Richard Lugar enabled a far reaching program that responds to the threat of proliferation of WMD and related expertise and knowledge. Since 1992, the CTR
Program has focused its efforts on reducing the risks associated with WMD. Originally, that focus was geographically limited to the states of the former Soviet Union (FSU). The FY
2008 National Defense Authorization Act removed this limitation and authorized the CTR
Program, contingent upon a determination by the Secretary of Defense and in coordination with the Secretary of State, to conduct projects and activities with partners outside the FSU.
The CTR Program directly supports broader U.S. national security objectives and initiatives by:
dismantling strategic weapons delivery systems and infrastructure;
enhancing security and safety of WMD and fissile material, during transportation and storage, through physical upgrades and training;
consolidating and secures dangerous pathogens at risk for theft, diversion, accidental release, or use by terrorists;
enhancing partner states’ capacity to detect, diagnose, and report bio-terror attacks and potential pandemics, in compliance with international health reporting requirements;
facilitating biological research partnerships;
helping prevent proliferation of WMD and related materials, through the establishment of land and maritime surveillance systems; and supporting security cooperation, with the objective of reducing WMD threats
As the CTR program matures and expands its scope of preventing the proliferation of WMD, its logistics support requirements are increasing. While still conducting operations in the
FSU, the emphasis has shifted to infrastructure and other support services beyond the FSU.
5. PERFORMANCE OBJECTIVES. The objective of this contract is to provide efficient and effective logistics support to all program areas under the CTR Program, throughout all AORs and in all operational and physical environments. This includes the seamless integration of other USG partners’ efforts; other contractor, collaborator and stakeholder requirements; and recipient state efforts.
5.1 Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform CLS as defined in this Performance
Work Statement except for those items specified as government furnished property and services. The contracting officer will notify the contractor of acceptance or required modifications to the PWS before the contract start date. The contractor shall perform to the standards in this contract. To accomplish this effort, the contractor shall provide the following:
5.1.1 Global Supply Chain Management
5.1.1.1 The Offeror shall provide end-to-end shipping, clearing items as technical aid to achieve duty and tax free clearance, preparing all documentation, while providing economic pass-through warehousing solutions, and materiel for in-country sustainment and maintenance support services, as required.
5.1.2 Personnel Logistics Services
5.1.2.1 The Offeror shall provide complete, safe and timely travel support services to move and support CTR personnel in worldwide locations.
5.1.3 Enterprise Management System
5.1.3.1 Provide a seamless, efficient system for accomplishing all Global Supply
Chain Management and Personnel Logistics Services that complies with
Department of Defense (DoD) and DTRA security requirements.
5.2 Performance Requirements/Tasks
OFFEROR SHALL IDENTIFY SPECIFIC WORK TASKS
5.3 Quality Assurance Surveillance
5.3.1 The contractor shall establish and maintain a complete Quality Assurance
Surveillance Plan (QASP) to ensure services are performed in accordance with this PWS. The contractor’s QASP is the means by which the contractor ensures that the work complies with the requirements of the contract.
5.3.2 The contracting officer will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
5.3.3 Contracting Officer Representatives (CORs): The government will periodically evaluate the Contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the Contractor’s performance through inspections and the completion of a
Performance Assessment Report. The government may inspect quarterly or increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during quality assurance inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if merited by performance. The government will also complete a Customer Complaint Report and investigate complaints received from various customers in the CTR program.
5.3.4 The COR will inform the contractor’s representative when discrepancies occur and shall request corrective action through a Customer Complaint Report. The COR will make a notation of the discrepancy on their Customer Complaint Report with the date and time the discrepancy was noted and shall request the contractor’s representative to initial the entry on the report.
5.3.5 The services to be performed by the Contractor during the period of this contract shall at all times and place be subject to review by the Contracting Officer (CO) or authorized representative.
5.4 Contractor Key Personnel

5.5 Security Requirements
5.5.1 Contractor personnel performing work under this contract must have the required security clearance at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.
5.6 Government Furnished Property/Information/Equipment
5.6.1 The contractor should not require specialized equipment in performance of this contract. Therefore the Government does not intend to furnish equipment in support of this contract.
5.6.2 The Government will provide information required to fulfill the tasks this contract requires to include such items as: Traveler’s name, starting point, destination, items to be shipped, shipping requirements, etc. This information shall be controlled in accordance with security requirements.
5.7 Data Rights
5.7.1 The Government has unlimited rights to all documents/material produced under this contract. All documents, data files, and materials, to include software source code, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the
Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
5.8 Transition Period
5.8.1 To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the [The Offeror shall identify the length of transition period.] transition period. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.

5.10 Performance Evaluation Meetings
5.10.1 The COR may require the Contractor Key Personnel and others to meet with the
CO, Contract Specialist, COR, and other Government personnel as deemed necessary. The contractor may request a meeting with the CO as necessary. Any requests for meetings shall include as a minimum the issue to be discussed.
Written minutes of any such meetings must be recorded and signed by the contract manager and the CO or contract administrator.
