COOPERATIVE THREAT REDUCTION
LOGISTICS SUPPORT (CLS)
HDTRA1-12-R-0011
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
FOR SAMPLE TASK 1
(Notice to Offerors: The Government reserves the right to negotiate the QASP upon Task
Order Award)
1. PURPOSE. The purpose of this contract is to facilitate mission support for DTRA’s J-3C
Operations/Exercise & Readiness, CTR Program Integration, Program Support (CTIS) through a worldwide logistics program.
2. SCOPE/MISSION: The primary mission of CTIS is to plan, program, manage, and execute flexible, efficient, and effective global supply chain management, outside of the continental
United States (OCONUS) personnel logistics support, and other logistics support services for world-wide operations that are seamlessly integrated across all programs, throughout all areas of responsibility (AoR), and in all operational and physical environments.
3. PERFORMANCE OBJECTIVES. The objective of this contract is to provide efficient and effective logistics support to all program areas under the CTR Program, throughout all areas of responsibility (AORs) and in all operational and physical environments. This includes the seamless integration of other USG partner’s efforts; other contractor, collaborator and stakeholder requirements; and recipient state efforts. To accomplish this effort, the contractor shall provide the following:
3.1 Global Supply Chain Management
3.1.1 The Offeror shall provide end-to-end shipping, clearing items as technical aid to achieve duty and tax free clearance, preparing all documentation, while providing economic pass-through warehousing solutions.
3.2 Personnel Logistics Services
3.2.1 The Offeror shall provide complete, safe and timely travel support services to move and support CTR personnel in worldwide locations.
3.3 Enterprise Management System
3.3.1 Provide a seamless, efficient system for accomplishing all Global Supply Chain
Management and Personnel Logistics Services that complies with required security requirements.

4. Review Responsibilities: A Contracting Officer’s Representative (COR) will be designated from the DTRA/J-3 CTI Office (COR) for this contract. The COR is responsible for interfacing with the contractor in the performance of duties such as those set forth below.
The Performance Assessment Report (PAR) and Customer Complaint Reports provided in
Attachments 2 and 3 of the solicitation, along with reports provided by the Offeror will be used by the COR in monitoring this contract.
5. Performance Areas: The contracting officer will notify the contractor of acceptance or required modifications to the QASP before the contract start date.
