| # | Date | Comment/Question | DTRA Response |
| 1 | 24-Aug-12 | RFP Reference: L.1.3.5.1 Page Size |
“Pages shall be 8.5 x 11 inches, not including foldouts. Format the pages in two columns (except for the Offeror’s submission of Attachments L-5, L-6, and L-7)…”
| The stated requirement for two columns appears to apply to all volumes. Was this intended to be limited to the Volume II narrative (except for Attachments L-5, L-6, and L-7)? | The two column formatting requirement applies to all volumes. | |||
| 2 | 24-Aug-12 | Are offerors to reformat the administrative documents (i.e. teaming agreements, Small Business Subcontracting Plan, OCI Mitigation Plan, etc.) for Volume I as two-columns for proposal submission? | The two column formatting requirement applies to all volumes; however, teaming agreements, OCI Mitigation Plan and the Subcontracting Plan are hereby exempted from this requirement. Section L.1.3.5.1 will be revised. | |
| 3 | 24-Aug-12 | Attachment L-1 Past Performance Information Form is requested for the Past Performance volume. It is provided as a three page, single column document. Are offerors to convert to a two-column format and include as part of the five page narrative? | No. Offerors are to submit this form as is, no reformatting is necessary. Section L.1.3.5.1 will be revised. | |
| 4 | 24-Aug-12 | May Volume IV – Cost be formatted as single column? | The cost narrative shall follow the two column format. | |
| 5 | 24-Aug-12 | Attachment L-1 is a single-column, three-page form with formatting not compliant with the stated proposal requirements. Is the intention for Attachment L-1 to provide the framework structure for the past performance responses with additional narrative? | No. Offerors are to submit this form as is, no reformatting is necessary. Section L.1.3.5.1 will be revised. | |
| 6 | 24-Aug-12 | May offerors reformat the form to provide the requested content while minimizing repeated administrative text? | No, offerors must fill out the form in the provided format. | |
| 7 | 24-Aug-12 | For Bidding Purposes Only: What Period of Performance Start Date should bidders utilize to ensure we are pricing consistently with other bidders? | For the purposes of pricing proposals, Offerors should use April 15, 2013 as the IDIQ contract and Sample Task 1 award date. | |
| 8 | 24-Aug-12 | L.5.4: “The cost proposal shall delineate labor categories, labor hours…” Does the government intend to provide labor categories and descriptions to standardize them among the offerors or should each company use its own? | Each offeror should use its own labor categories and specify the company's standard hours worked per year. | |
| 9 | 24-Aug-12 | In the SOO dated 4 AUG 2012, paragraph 5.3.6 “…accommodates current DTRA IT systems and applications.” Can you clarify what are the DTRA IT systems and applications that are in use now? | DTRA currently uses Windows 7 operating system and Microsoft Office 2010 applications. Also refer to the answer to question #15 on the Q&A released on August 1, 2012. | |
| 10 | 30-Aug-12 | Will the Government change the language in this passage to read "achievement of all applicable performance objectives. . . " since neither sample task addresses ALL performance objectives of the IDIQ SOO? | No. | |
| 11 | 30-Aug-12 | Is it the Governments intent for the offeror to provide its detailed approach to fulfilling the requirements of the SOO within the PWS? Would the government accept the offerors PWS written in accordance with Attachments L-5 andL-6 and the guidance in FAR 37.6 and a separate write-up detailing the offeror’s “Approach to Sample Task 1” and “Approach to Sample Task 2”? This would prevent the offerors proprietary work processes and capabilities from being incorporated into the contract as the PWS and disclosed at a later date. | ||
| As stated in paragraph L.3.3.2, "Section 1: Sub-factor A: APPROACH TO SAMPLE TASKS", Offerors shall submit three documents: a PWS for Sample Task 1, a PWS for Sample Task 2, and a QASP for Sample Task 1. The negotiated PWS and QASP shall be incorporated into the Sample Task 1 award. | ||||
| 12 | 30-Aug-12 | If DTRA confirms that the approach and processes of the offeror be recorded together with the offeror's PWS and QASP in the respective sample tasks, recommend that the page count for Section 1, Subfactor A, be increased by 10 pages. |
With the requirement to detail the offeror's Enterprise Management System, recommend that the page count for Section 2, Subfactor B, be increased by 5 pages. DTRA will not change the requirements of Volume 1, Section 1, and the page count will not be altered.
The page count for Volume 1, Section 2, will not be altered.
| 13 | 30-Aug-12 | May tables, charts and graphics be one-column wide (from margin to margin)? | Yes. |
| 14 | 30-Aug-12 | May PPI (Att L-1) form be exempted from 2-column text format? | The PPI (Attachment L-1) is exempted from the 2 column text format. Section L.1.3.5.1 will be revised. |
| 15 | 30-Aug-12 | Does DTRA intend that pricing be for FY 2013-2014 instead of FY 2014-2015? Will you please clarify? |
Further, does DTRA intend to have all pricing for those fiscal years be in April or spread out through the [designated] calendar [or fiscal] year?
| Recognizing from the shipping process charts in the Bidder's Library that shipments cannot be initiated and completed in a single month, recommend that the requirement to price in the designated month of April of the fiscal year be removed. | Offerors shall base their pricing on a April 15, 2013 IDIQ and Sample Task 1 award date. | |||
| 16 | 30-Aug-12 | There is no separate CLIN for the Sample Task 1 Transition Period. Where shall the cost for Transition Period be priced? | It is not feasible for the government to establish a separate CLIN for transition costs. Transition costs shall be identified in the Offeror's proposal for Sample Task 1. | |
| 17 | 30-Aug-12 | Will DTRA establish a separate cost reimbursable travel CLIN? | It is not feasible for the government to establish a separate CLIN for travel costs. | |
| 18 | 30-Aug-12 | Section L.5.2 (page 104 of 113) provides the Cost Volume (Volume IV) outline. Within each Sample Task section a Cost Narrative is required, which the solicitation details must include a summary of our systems and any deviations from our Estimating System for either of the Sample Tasks or the IDIQ. We recommend an additional Cost Volume section is added (between the current Sections c & d) to address these internal systems and overall IDIQ assumptions and that these requirements be removed from each of the Sample Task sections. | Section L.5.2 VOLUME ORGANIZATION shall be revised as follows: a. Table of Contents b. Glossary c. Attachment L-8 Completed SF 1408 Pre-award Survey of Prospective Contractor Accounting System Checklist IAW L.3.5.4.3 d. Cost Narrative e. Sample Task 1 Cost of Pricing information and supporting data, to include estimating methodology f. Sample Task 2 Cost of Pricing information and supporting data, to include estimating methodology g. Roll up cost data for Sample Task 1 and 2 | |
| 19 | 30-Aug-12 | Will the level of effort clause be applicable to all CLINs proposed by the offeror? Is the offeror responsible for proposing to which CLINs the clause is applicable or will the Government identify separately to which CLINs the clause will be applicable? | The CLIN structure has been established by the government and the ILOE clause will be applicable to all CLINs. | |
| 20 | 30-Aug-12 | SOO 5.2.2 requires Offerors to purchase intercontinental and intra-continental tickets. Att L-3 (Sample task 1 Estimating Assumptions) specifies origin of travel and travel destination but does not require the Offerors to quote the fares which could be a substantial cost. Will DTRA provide a plug number for ticket cost or shall the Offerors provide the estimates based on the travel origins and destinations and the number of travellers as identified in Att L-3? | "In-country" support refers to DTRA or DTRA sponsored delegations traveling to the country in question. The destination column of the table is not relevant to these lines as the support to be provided is only within the country specified. In these cases, the USG will purchase the airfare upfront, and there is no need for the offeror to incur airfare costs. |
"Out of Country" refers to sending partner country personnel from the origin country to the country of destination. In these cases, the offeror will price the airfare as the awardee would be responsible for incurring these costs. The government will not provide plug numbers for these costs. As required by the instructions for Volume 3, the offeror should provide a basis of estimate for the costs.
| 21 | 30-Aug-12 | May the offeror submit a letter of adequacy of its accounting system in lieu of the pre-award survey? | The Offeror's completion of the pre-award survey is mandatory. The offeror may submit a letter of adequacy of its accounting system in addition to the pre-award survey. |
| 22 | 30-Aug-12 | This CDRL references Section J, Attachment 2. This attachment is currently the CPAR. Did the USG mean to reference a document that specifies marking and packaging requirements? | This CDRL was incorrectly included in the solicitation and will be removed from the CDRL list. Note that the contractor will be required to follow all laws and regulations as applicable relating to shipment documentation. |
| 23 | 30-Aug-12 | “DTRA will use the Central Contractor Registration (CCR) and Online Representations and Certification Application (ORCA) website data to verify proposed small business entities meet the assigned RFP NAICS (541614) small business size standard ($14 million annual revenue).” May the Offeror propose small businesses that are not in NAICS code 541614 but still with annual revenue less than $14 million which would count toward the small business subcontracting goals for Sample Task 1? | Yes. |
| 24 | 30-Aug-12 | RFP section M.2.2, Past performance evaluation, states that referenced past performance efforts will be evaluated against SOO Section 2 Scope requirements. Section 2 of the SOO contains general requirements that differ from the detailed requirements of SOO Section 5. In addition Att L-1 PPI para 6 refers to SOO Section 5 Does DTRA wish to revise RFP section M.2.2 so that evaluation will be against the more detailed SOO Section 5 Performance Objectives requirements? | The reference to section 2 of the SOO is incorrect. The applicable documents will be amended to refer to section 5 of the SOO. |
| 25 | 30-Aug-12 | It appears there are mathematical errors in Attachment L-3: |
- Page 2. Global Supply Chain Management. FY14 it is 235 should be 236. FY15 it is 248 should be 249.
- Page 2. CBEP. FY14. It is 201, should be 202. FY15. It is 213, should be 214.
- Page 2. CBEP Kazakhstan Support. FY15 it is 29, should be 30.
- Page 3. WMD-PP. FY14. It is 29, should be 30. FY15. It is 30, should be 31.
- Page 3. WMD-PPP Azerbaijan Support. It is 9, should be 10.
- Page 4. WMD-PPP Ukraine Support. FY15. It is 18, should be 19.
- Page 6. Personnel Logistics Services. FY14. It is 457, should be 456.
- Page 6. CBEP. FY15. It is 366, should be 365.
- Page 6. CBEP Azerbaijan Support. FY14. It is 55, should be 56.
- Page 7. CBEP Russia Support. FY14. It is 40, should be 39.
- Page 7. CBEP Ukraine Support. FY14. It is 14, should be 15.
- Page 7. SOAE. FY14. It is 40, should be 39.
| - Page 7 GNS. FY15. It is 20, should be 21 Will DTRA confirm the numbers Offerors shall use in this attachment? | DTRA confirms that there were mathematical errors in attachment L-3, estimating assumptions for sample task 1, and the figures as noted in this question are correct. The numbers have been corrected in the revised L-3. | ||
| 26 | 30-Aug-12 | Sample Task 1, page 5, Personnel Logistics Services specifies the number of travelling personnel in both in-country and out of country support. |
The note to the table on page 6 indicates the # of travellers that differs from that on page 5.
"** Number indicated is the number of travelers."
It appears that the table is actually intended to indicate the number of events not the number of travellers.
| Will DTRA confirm that the Table is intended to indicate the number of events and not the number of travellers? | The assumption is correct. The reference table reflects number of events, not the number of travelers. The number of travelers is established by the assumptions for each type of event (for example, out-of-country support is for 4 travelers). The note has been corrected in the revised L-3. | |||
| 27 | 30-Aug-12 | RFP section L.1.3.5.1 states, "format the pages in two columns (except for the Offeror's submission of Attachments L-5, L-6, and L-7)." Does this instruction apply to Attachment L-1, i.e., should offerors use the two-column format for the written sections of that form or may we stay with one column? | See response to #14. | |
| 28 | 30-Aug-12 | Section L.1.3 (proposal format) says that pages shall be 8.5 x 11 inches, not including foldouts. Section L.1.3.7 says that the offeror many include not more than four foldouts in Volume II. Are there any limitation to the size of pages and the number of foldouts used in the Cost Volume IV? (We suggest that by permitting offerors to use 11 x 17 pages and foldouts as needed in Volume IV -- primarily for spreadsheet data -- it will assist evaluators in reviewing proposals). | Foldouts are permitted in Volume IV Cost and are not restricted in number. Section L.5.1 will be revised. | |
| 29 | 30-Aug-12 | As page limitations for Volume II (Technical/Risk) are given by subsection, it appears that the DTRA page allocations do not allow for an executive summary. May we provide a separate two-page executive summary? | The inclusion of an executive summary within the page count of a particular document is within the discretion of the offeror. | |
| 30 | 30-Aug-12 | Reference sections SOO 5.3.1 and 5.3.6. These appear to contradict each other. Please clarify. | The subject SOO references do not conflict. See response to question #9. Although there will be no direct interfaces between the contractor's system and DTRA, as required by SOO 5.3.1, DTRA must be able to access the contractor's "web-based system". | |
| 31 | 30-Aug-12 | What are the services to be priced by bidders (what INCOTERMS) in the Sample Tasks? Are they up to arrival at Port/Airport or final delivery to site? Is the delivery to site to be included under the local delivery. If so, why are the quantities of local delivery not equal to the total of sample shipments? | Shipments are to be priced for delivery to the final end user. "Local deliveries" are shipments distinct from the other types of shipments. Local Delivery are short haul shipments within the borders of the same partner country. This definition, along with estimating assumptions for local deliveries will be added to the Estimating Assumptions, attachment L-3. | |
| 32 | 30-Aug-12 | The government has included for certain destinations in Sample Task 1 shipments with a quantity of zero. For those with a quantity of zero, should bidders assume no costs should be shown/priced in the proposal? | Yes. | |
| 33 | 30-Aug-12 | It would appear the transition period from the incumbent is limited to six months, because of due dates for deliverables. Is this a correct assumption? | The Offeror shall propose its approach for transition. The government will modify CDRL submission dates to be consistent with the successful Offeror's proposal. | |
| 34 | 30-Aug-12 | Based on Attachment L-3 Sample Task 1 Estimating Assumptions, bidders are to price 9 shipments to Baku, Azerbaijan for FY14 and 10 for FY15, for the WMDPPP project. However, the "Document 0001 - CTR Current Update Summary" .pdf file (posted to FedBizOpps as part of Reference Library 5.6 on 20 August) shows no shipments projected to Azerbaijan for WMDPPP. Other programs' shipping estimates also differ between the two files (see for example GNS). Will DTRA update the Sample Task 1 estimating assumptions to match the "Current Update Summary" file, or should bidders disregard the "Current Update Summary" file information and price only from the final solicitation documents? | See response to question #33 of the "Responses to Draft RFP Questions" posted to FBO on 1 August 2012. The Offeror shall provide their cost and technical approach to the solicitation as released by the government. | |
| 35 | 30-Aug-12 | Base Contract PMO, Given the CLIN structure shown in Section L.5.4, it appears PMO costs can only be shown as part of the pricing for each Sample Task. Does DTRA intend to fund a small stand-alone PMO under the base contract? If so, where would DTRA like bidders to show these costs in the proposal? | No, DTRA does not intend to fund a stand-alone PMO. PMO costs shall be captured in the applicable CLIN of each task order. | |
| 36 | 30-Aug-12 | Section F, FAR Clause 52.247-57 and 52.247-60 require contractor input. Are offerors to complete this information with their proposals or after award? If these completed clauses are to be submitted with the proposal, where in the proposal should offerors include this information? | Offerors shall complete the fill in portion of clauses 52.247-57 and 52.247-60 upon award. |
| 37 | 30-Aug-12 | Section L.1.3.5.3 states “Each page shall be counted except the following: ……Organizational Structure chart (11 x 17 inches).” L.1.3.7 states that “The offeror may include not more than four foldouts in Volume II to show legible tables, charts, graphs, diagrams, schematics, and figures wherever practical to depict organizations, systems and layout, implementation schedules, design drawings, plans, etc. The foldouts will count against the page limitations. “ Which applies? | The Organizational Structure Chart is NOT counted as one of the four allowable foldouts identified in Section L.1.3.7. |
| 38 | 30-Aug-12 | For Sample Task 1, 1) will the contractor be responsible for processing and paying travel expenses incurred by U.S. government and foreign government personnel and invoicing these costs as travel expenses under the contract; or 2) will by U.S. government and foreign government personnel submit travel expense reimbursement requests to their respective government employers? If #1 is correct is the estimated cost for these travel expenses included in the Government Base-line Travel Amounts? Also if #1 is correct will the Contractor or any subcontractor not be permitted to apply any profit or fee to these travel expenses per DTRA Clause 252.216-9005? | The contractor will not be responsible for processing and paying lodging costs, airfare, and per diem for USG travelers and USG contractor travelers (in-country support). The contractor will be responsible for making and securing hotel reservations for such travelers, but the travelers will settle the lodging cost on personal, government, or corporate credit cards. |
For out-of-country support and training support, the contractor will process and pay these costs for foreign national personnel. These costs may be fee bearing.
Travel performed by prime or subcontractor personnel associated with program management functions; i.e. travel performed for a kickoff meeting, program management reviews, contract administration/negotiations, etc. are subject to DTRA clause 252.216-9005 and are NOT fee bearing.
| 39 | 30-Aug-12 | Several sections of the cost narrative may be identical for Sample Task 1 and 2 (e.g. contractor systems). Can offerors 1) prepare consolidated cost volume sections of the narrative that are applicable to both Sample Tasks and while including separate responses in the cost narrative that are unique to Sample Task 1 and 2 (e.g. assumptions); or 2) should offerors prepare stand-alone proposal cost narratives for Sample Tasks 1 and 2 despite that much of the language between the two cost narratives may be identical? | See DTRA response to Question 18. |
| 40 | 30-Aug-12 | Is it correct to assume that the contract contemplates possible task orders on a cost plus incentive fee basis by the inclusion of CLINs X003, CPIF Logistics Services even though these CLINs are not included in the Sample Tasks? | Yes. |
| 41 | 30-Aug-12 | Regarding the instruction to price effort for estimated April shipping date, can offerors assume that actual shipment may occur at any time during the task order period of performance outside of the offeror’s proposed transition period? If so, for materials/ equipment Lists 1 and 2 should offerors propose times to ship based on lead times? Should offerors assume that each list of materials/ equipment is to be consolidated into one shipment or are partial shipments permitted? | Yes, offerors can assume that actual shipment may occur at any time during the task order period of performance. |
Offerors should assume that each shipment must be processed immediately, and there are no opportunities for consolidation.
| 42 | 30-Aug-12 | Under the requirements for SOO 5.1.2.2, CLS contractor is required to “prepare, submit and maintain all shipment documentation including required customs clearance documents and Automated Export System (AES) records”. This infers that the CLS contractor will be the US Principal Party of Interest (PPI) for US Export. However, this conflicts with the information displayed on the Logistics Workflow (Reference Library 2.1). Request clarification on who will be the US PPI for US Export. | This is incorrect. The CLS contractor will NOT be the PPI for US export. DTRA will be the PPI. The contractor will submit and retain AES records on DTRA's behalf. DTRA will be the PPI and shipper of record. | |
| 43 | 30-Aug-12 | To accomplish the Global Supply Chain Management of the Statement of Objectives, will you accept an alternate workflow to the Logistics Workflow depicted in Reference Library 2.1? | Yes. The workflow depicted in Reference Library 2.1 shows the current workflow process. Offerors are encouraged to propose their best technical approach to effectively meet contract requirements. | |
| 44 | 30-Aug-12 | Is it the intent of the government to have the offeror fill out Section 3 of the Past Performance Questionnaire and send it with the proposal so the government can forward the questionnaire to the past performance citation or is the intent for the offeror to send the questionnaire to the cited past performance and request that the questionnaire be sent back to the government? | The offeror shall send the questionnaire to the cited reference and request that the reference send the completed questionnaire to the government. | |
| 45 | 30-Aug-12 | There is no information with regards to estimated dimensions and weight for the local delivery in the estimating assumptions. To provide an accurate price for Sample task 1, we request estimated weight and dimensional figures from the customer as this could impact mode of transport. | Attachment L-3 Sample Task 1 - CLS Core Services Estimating Assumptions is revised. | |
| 46 | 30-Aug-12 | Under Box 1 of the DD254, the Facility Clearance Required is defined as “Secret” with a Level of Safeguarding Required stated for “none”. However, under 13b, it states that the “Secret clearance based on favorably adjudicated National Agency Check and Law and Credit Check (NACLC) or a Top Secret clearance based on Single Scope Background Investigations favorably adjudicated by the Defense Security Service”. Request confirmation whether any of the personnel will require a Top Secret Clearance. It is our understanding that if there is Top Secret personnel required for the program, then Box 1 must reflect a Top Secret Facility Clearance. Request clarification | There is no current requirement for the contractor to provide personnel with Top Secret clearances. As required by SOO 5.3.7.4, upon request by DTRA, the contractor must provide the government access to a contractor employee with at least a Secret clearance. If necessary, the cleared employee would view classified information (up to Secret) at the DTRA building on Fort Belvoir. There is no requirement for the contractor to receive, generate, handle, or store classified information. | |
| 47 | 30-Aug-12 | Reference Attachment 1, Statement of Objectives, Paragraph 5.1.6, p. 3: Referenced performance objective cites the “CTR Transfer of Equipment and Material (TOEM) process.” There is no information on this process in the Reference Library. Can the government provide reference information for the CTR TOEM process? | The subject process varies significantly among partner countries and CTR programs. The awardee will have minimal involvement with these processes. | ` |
| 48 | 30-Aug-12 | Reference Attachment 1, Statement of Objectives, Paragraph 5.2.6, p. 3: Referenced performance objective cites “personnel movement” for Foreign Nationals. What is the offeror’s responsibility for personal and country evacuation of Foreign Nationals? | The contractor will only be responsible for evacuation (if necessary) of the contractor's personnel. The contractor will not be responsible for evacuation of any USG or partner country personnel, to include U.S. citizens and foreign nationals. | |
| 49 | 30-Aug-12 | Reference Attachment 1, Statement of Objectives, Paragraph 5.3, p. 3, and Paragraph 5.3.7, p. 4: Referenced performance objectives cite information security requirements. What is the plan for continued operations of the current enterprise management system in parallel with the offeror’s enterprise management system so as to accommodate DoD and DTRA approval of the offeror’s enterprise management system during the transition period and the initial stages of contract start-up? | The incumbent system will continue to operate throughout the incumbent period of performance. | |
| 50 | 30-Aug-12 | Reference Solicitation, Paragraph L.4.3, Past Performance References, p. 103: Are offerors allowed to submit classified past performance references? If so , what are the procedures for submission of classified references? | No. All submitted past performance references must be unclassified. | |
| 51 | 30-Aug-12 | Reference Attachment L-3, Sample Task 1 – CLS Core Services Estimating Assumptions, pp. 5-6: Out-of-Country Support and Training Support definitions include Paid hotel lodging and Meals, Expenses, and Incidentals per diem. Did you intend for this to be meals and incidental expenses (M&IE) according to the JTR? If no, what is the definition of expenses? | Yes. | |
| 52 | 30-Aug-12 | Is there an expectation to allocate personnel under this contract to maintain the system requested in Section 5.3 or is expectation to train government personnel as part of our solution? | The contractor must provide all necessary personnel to perform the required functions of SOO 5.3. | |
| 53 | 30-Aug-12 | How is the contractors system expected to interface with the CT internal travel system described in Document_0002_ | As stated in SOO 5.3.1, there will be no direct interface between the contractor's system and any DTRA IT system. The contractor's system must be able to receive electronic requests for support (such as email) from DTRA. | |
| 54 | 30-Aug-12 | Attachment L-3 - Sample Task 1 Estimating Assumptions Definitions for Personnel Logistics Services In-Country Support…6 personnel will be traveling Out-of-Country Support…4 personnel will be traveling The text in the definitions implies a specific number of people will be travelling for whom logistics services must be provided, however those number seem in conflict with “Personnel Logistics Services Volumes” provided. For example, under CBEP Azerbaijan Support, there are 17 travelers (FY14) needing In-Country Support, while the definition states 6 personnel will be travelling. Please clarify on which number of personnel we are proposing logistics services? | See response to #26. | |
| 55 | 30-Aug-12 | L.1.3.7 Foldouts The offeror may include not more than four foldouts in Volume II… and shall not exceed 11 x 17 inches in size. Section L.1.3.7 limits the use of 11 x 17 foldouts in Volume II. May we assume that we are Section L.1.3.7 limits the use of 11 x 17 foldouts in Volume II. May we assume that we are allowed to use 11x17 sheets in the cost volume? | Yes. Foldouts are allowed in Volume IV Cost. | |
| 56 | 30-Aug-12 | L.1.3.5.1 Page Size All lettering, including that within tables, charts, graphs, and figures shall be no smaller than 10 point, Times New Roman Font. When printing Excel spreadsheets for COST volumes, it is often challenging to present the worksheet material without scaling the font. In the interest of keeping the material to one-page width, may we scale the font on our cost spreadsheets as needed? | No - the font size shall be no smaller than 10 point. Foldouts are available for use in Volume IV Cost. | |
| 57 | 30-Aug-12 | L.5.4 Cost or Pricing Information and Supporting Documentation The Offeror shall include plug numbers for corporate travel costs proposed under Sample Task 1 only. In the context provided, is “corporate travel” intended for use under the program management function? | Yes and these costs shall not be fee bearing. | |
| 58 | 30-Aug-12 | Attachment L-3 - Sample Task 1 Estimating Assumptions Global Supply Chain Management Volumes and Personnel Logistics Services Volumes table The subtotals/totals in the tables do not equate to the sum of numbers listed. Please clarify how we are to handle this discrepancy or please revise the table so that the number do total correctly. | See response to question #25. | |
| 59 | 30-Aug-12 | Attachment L-4 - Sample Task 2 Estimating Assumptions 2-Receive inbound freight from various vendors, inventory, document, store and ship the following materials/equipment: Does this statement mean that we are receiving them FOB origin from the vendors listed (we pick up from the vendor facility) or FOB destination to the Contractor (us) selected and provided warehouse near the vendor origin location? | Offerors will assume that the vendors will make the cargo available at the vendor location, and the offeror must arrange pick up and shipment from the vendor's location. | |
| 60 | 30-Aug-12 | Reference, Attachment L-3, Sample Task 1 – CLS Core Services Estimating Assumptions, p. 2: Regarding “Local Delivery”, clarification is needed on the relative meaning of “local” with respect to the destination. Sample task order identifies number of shipments to each destination country for each of the four types identified by the sample task order (air general, air perishable, surface containers and breakbulk). “Local delivery” identifies shipments that require overland delivery to final destination. Are the “local delivery” shipments: (1) separate shipments from the four types (air general, air perishable, surface containers and breakbulk) meaning that these (local delivery) shipments will originate from the offeror’s US based warehouse or (2): are they a portion of the four types that require the additional overland delivery once they arrive in the destination country? If the answer is (1), what is the type, dims and weight of freight? If the answer is (2), which of the four types of shipments should be used to calculate shipping prices? | See response to question #45. | |
| 61 | 30-Aug-12 | Reference, Attachment L-3, Sample Task 1 – CLS Core Services Estimating Assumptions, p. 5: Regarding In-Country Support, clarification is needed on the location within the country where support will be provided. The definition for In-Country Support states that personnel will be traveling into the origin country specified but the services will be rendered in the location specified in the destination column. Can you confirm that the services will be provided in the destination country? | Services for in-country support will be provided in the city listed in the origin column. This has been clarified in L-3. | |
| 62 | 30-Aug-12 | Reference, Attachment L-3, Sample Task 1 – CLS Core Services Estimating Assumptions, p. 5: Regarding Out-of-Country Support, clarification is needed on the number of Foreign Nationals requiring visas. Definition parameters state “pay for Foreign National Visas”, can you confirm if all travelers departing the origin country are citizens of the origin country? | Confirmed that all departing travelers for "out of country support" are citizens of the origin country. | |
| 63 | 30-Aug-12 | Reference, Attachment L-3, Sample Task 1 – CLS Core Services Estimating Assumptions, p. 7: Regarding the Personnel Logistics Services Volume table, there are no destinations listing following Moscow, Russia for the WMD-PPP, SOAE, GNS, and CWE . The definition of In-Country Support states “the services are to be rendered in the location specified in the destination column”, however, for the following programs there are no destination countries listed; WMD-PPP, SOAE, GNS, CWE, OA. All of these programs list In-Country support required; can we assume that the services rendered for these programs will be in the Origin country listed? | Services for in-country support will be provided in the city listed in the origin column. This has been clarified in L-3. | |
| 64 | 30-Aug-12 | Final RFP, pg. 22, 252.216-9005 Profit or Fee on Travel Costs. “Travel shall not be a profit or fee bearing cost element.” Final RFP, pg. 106, “The Offeror shall include plug numbers for corporate travel costs proposed under Sample Task 1 only… Offerors are reminded that Section G, clause 252.216-9005, establishes travel as a non-fee bearing cost element. No fee shall be applied to travel amounts.” Under this contract, there will be at least two classes of travel expenses: (1) Those incurred for corporate travel costs of the contractor itself and (2) Those incurred (charged as services) under the Personnel Logistics Performance Work Statement for travel of DTRA personnel and Foreign Nationals participating in the CTR program. Based on similar programs, the second class of travel costs could comprise a majority of the costs for Personnel Logistics (with contractor labor as a small minority). We assume that the second class will be treated as fee bearing costs. Is this correct? Otherwise, the opportunity to earn fee on the Personnel Logistics effort will be very limited. | The costs associated with the provision of travel services are fee bearing. The travel costs associated with performance of the program management function are non-fee bearing. | |
| 65 | 30-Aug-12 | Attachment 1, Statement of Objectives (SOO), paragraphs 5.1.8 and 5.2.11 address translation requirements. What is the anticipated volume of translations by SOO area and by language pair? | Translation requirements for Sample Task 1 are included in the Training support requirements. Offerors should assume the translation will be from English into the official language of the partner country. |
Detailed estimates for translation volumes and language required are not available at this time. Offerors should reference the applicable reference library documents which show current and projected countries in which CTR is likely to operate.
| 66 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions. The definitions describe trip/training events as the unit of organization with services for a specified number of travelers per event. However, the estimating matrix provides traveler volumes, and these are not multiples of the traveler numbers specified in the definitions. To bridge this gap, the specified travelers per event could be divided into the volume of travelers in the matrix. For example: The Training Support definition assumes services for 50 personnel; and the FY14 CBEP Azerbaijan Support Program Training gives 35 travelers. This is equal to 0.7 training event (35 ÷ 50). Is this cost estimating approach acceptable? | See response to question #26. |
| 67 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, In-Country Support: “Supporting personnel traveling in to the origin country… The services are to be rendered in the location specified in the destination column.” a. We understand that services are to be priced taking place in the destination country (not in the origin country that the supporting personnel travel in to). Is this correct? b. The matrix does not list destination countries for WMD PPP In-Country Support. Should we assume that travel occurs in country, and price services rendered in the location specified in the origin column? That is, in this case, origin = destination. | See responses to question #20 and #26. |
| 68 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, In-Country Support, “Ground transportation…” Should we price 1 day of ground transportation or 4 days of ground transportation consistent with the hotel stay? | See response to question #70. |
| 69 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, In-Country Support, “10 hours of interpretation…” Should we price one 10-hour day of interpretation, or four 10-hour days, or 10 hours spread over 4 days? | See response to question #84. |
| 70 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, Training Support, “Ground transportation to-and-from the venue…” Should we price 1 day of ground transportation or 4 days of ground transportation consistent with the hotel stay? | The requirement to provide ground transportation has been clarified in L-3. |
| 71 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, Training Support, “8 hours of interpretation for the training event.” Should we price one 8-hour day of interpretation, or four 8-hour days consistent with the hotel stay, or 8 hours spread over 4 days? | The volume of interpretation services has been clarified in L-3. |
| 72 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, Training Support, “Secure a venue that can support 50 personnel.” a. Should we price only labor to secure the venue and coordinate with the conference support contractor? b. Or will the cost of the venue/conference support contractor also be funded under this contract requiring us to price rental of the venue in our estimate? c. If venue pricing is required, should we price 4 days of venue rental consistent with the hotel stay? d. If venue pricing is required, what is the standard venue specification? (e.g., audiovisual setup, refreshments, etc.) | a. No, the offeror will price out the cost of the venue. |
'b. The reference to the conference support contractor has been removed from the estimating assumptions.
'c. Yes, the offeror shall price the venue for the same number of days as the hotel stay. The venue must be able to accommodate services normally expected at international conferences.
| 73 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, Training Support, “Ground transportation to-and-from the airport.” Should we assume that all participants arrive at the same time so that they can be transported in a single vehicle? If not, how many passengers per vehicle run should we assume? | The requirement to provide ground transportation to-and-from the airport has been removed from the Training Support definition, as all participants are assumed to provide their own transportation to the city in which the training is to take place. The offeror must still provide transportation from the hotel to the training venue. |
| 74 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics, Definitions, Training Support, “100 page printed training booklets to be used.” Should we price black-and-white, single-sided printing and the binders assuming 50 100-pg binders (one per traveler)? | This requirement has been revised in the L-3 to read "100 page binder, black-and-white, single-sided printing training booklets to be provided to each trainee". |
| 75 | 30-Aug-12 | Attachment L-3, Sample Task 1 – Estimating Assumptions, Personnel Logistics: a. Are any special security features required in some locations? (e.g., special building security or guards at training venues, armored vehicles for ground transportation) b. If yes, what are the required security features or security guidance documents? Which locations will require special security features? | The government will not direct specific security requirements. Offerors shall address this in the technical approach as necessary. The requirement to provide out of country services within Afghanistan has been removed from the Sample Task 1 estimating assumptions. Note that the geographic scope of the ID/IQ remains worldwide. |
| 76 | 30-Aug-12 | Section 5.1 – Global Supply Chain Management of the SOO cites that contractor will provide “end-to-end shipping…” Does that mean that the contractor will be the exporter of record for all shipments under the resulting contract? | See response to question #42. |
| 77 | 30-Aug-12 | Request clarification on the Personnel Logistics data provided in ATTACHMENT L-3 TASK 1 (pages 5-8) in terms of the number of personnel requiring support. In-country, out of country and training support “definitions” (pages 5 and 6) all provide a description of the services required. Are the numbers contained in those definition sections listed as examples and, if not, how do they relate to the numbers in the Personnel Logistics Services Volumes on pages 6-8? Examples: In-country Support - 6 personnel will be traveling; Out-of-Country Support - 4 personnel will be traveling Training Support – provide paid lodging for 50 personnel | See response to question #26. |
| 78 | 30-Aug-12 | In some cases, the personnel totals in the Personnel Logistics Services tables do not correspond to the numbers cited for out-of-country, in-country, and training support – thus impacting the roll-up totals at the top of the table. Will amended PLS volumes be forthcoming? Examples: CBEP Russia Support FY14 CBEP Ukraine Support FY14 SOAE Support FY14 GNS Support FY15 | See response to question #25. |
| 79 | 30-Aug-12 | Will translation services be needed over the entire period of travel at the Destination and over the entire period of the training at the Origin, i.e., 10 hours and 8 hours respectively, where each constitutes 1 day of interpretation support that is required? | The volume of interpretation services has been clarified in L-3 |
| 80 | 30-Aug-12 | In Attachment L-3, page 7 and 8, why are some of the destination columns blank for in-country support since the definition of in-country services calls for services to be provided at the destination | See response to question #63. |
| 81 | 30-Aug-12 | There appears to be an inconsistency with Attachment L-5 – PWS Framework Sample Task 1, Attachment L-6 – PWS Framework Sample Task 2 and Exhibit B – CDRLs. a. CDRL A002: Block 2, lists the Title of Data Item as “Contract Performance Report (CPR)”, however, Attachment L-5 – PWS Framework Sample Task 1 and Attachment L-6 – PWS Framework Sample Task 2 lists the Title as “Cost and Funding Report”. Will the Government please clarify? b. CDRL A002: Block 12, lists the Date of First Submission as 60 days after Contract Award, however Attachment L-5 – PWS Framework Sample Task 1 and Attachment L-6 – PWS Framework Sample Task 2 states the Date of First Submission as 120 days after contract. Will the Government please clarify? c. CDRL A101: Block 12, lists the Date of First Submission as 60 days after Contract Award, however Attachment L-5 – PWS Framework Sample Task 1 and Attachment L-6 – PWS Framework Sample Task 2 states the Date of First Submission as 120 days after contract. Will the Government please clarify? | a. The correct title of CDRL A002 is "Cost Performance Report". The CDRL will be corrected. |
'b. The correct date of first submission for A002 is 120 days after contract award. The CDRL will be corrected.
'c. The correct date of first submission for A101 is 120 days after contract award. The CDRL will be corrected.

The offeror will describe the approach to translation in Volume II. |
| 86 | 30-Aug-12 | (SOO, Section 5.1.8 & 5.2.11) Are there any citizenship or security / security clearance requirements for sub-contractor translators/interpreters supporting this contract? | No. |
| 87 | 30-Aug-12 | (Attachment L-3, Sample Task 1 Estimating Instructions, page 6) Will the “100 page printed training booklets to be used” need to be translated into (or from) the local language, and should the cost for both translation (and printing, if required by the Government) be factored into offerors’ pricing? If so, would this work also involve graphic design/desktop publishing (DTP), in addition to the translation of the content itself? | The translation services will be from English into the local language. The cost for both translation and printing shall be factored into offerors' pricing. No graphic design or desktop publishing services are required, see response to question #74. |
| 88 | 30-Aug-12 | (Attachment L-3, Sample Task 1 Estimating Instructions, page 6) If overseas task orders require interpreters with security clearances (thereby disallowing the use of local interpreters), and cleared interpreters would therefore be required to be sent overseas for the event, how will cost reimbursement be handled for the time they are not spent actually interpreting for the event? | There is no requirement for cleared interpreters on this contract. |
