About this opportunity
The Department of the Army Materiel Command Contracting Command Orlando (ACC Orlando) issued a Broad Agency Announcement (BAA W900KK-22-R-0012) on March 15, 2022, seeking research, development, test, and evaluation proposals for advanced test technologies supporting the Test & Evaluation/Science & Technology Program through March 14, 2037.
The BAA targets Technology Readiness Levels 3–6 only and explicitly excludes basic, fundamental, and applied research. The program prioritizes innovations that improve Department of Defense test and evaluation quality, cost-effectiveness, and timeliness across developmental test and evaluation, operational test and evaluation, and live-fire test and evaluation. The Program accepts high technical risk and will consider novel, unproven solutions deemed too risky for current DoD test and evaluation approaches.
Eligible offerors include domestic private industry, accredited colleges and universities, domestic non-profit organizations, and non-traditional defense contractors. All Principal Investigators, Program Managers, or Team Leads must hold U.S. citizenship; TRMC and ACC Orlando approval is required for non-U.S. citizen participation. Submissions addressing nine Test Technology Areas—Autonomy and Artificial Intelligence Test, Advanced Instrumentation Systems Technology, Command/Control/Communications/Computers/Intelligence/Software Intensive Systems Test, Cyberspace Test Technology, Directed Energy Test, Electronic Warfare Test, High Speed Systems Test, Space Systems Test, and Spectrum Efficient Technology—are accepted on a rolling basis under Out-of-Cycle processes or within specific In-Cycle Opportunity Notice windows.
White papers submitted in Step 1 are evaluated for technical merit and potential program benefit; favorable submissions proceed to Step 2 full proposal submission. All submissions must be unclassified unless prior approval is obtained; controlled unclassified information may be transmitted via DoD SAFE. Awards will take the form of FAR-based contracts, Other Transactions, or interagency agreements, with multiple awards anticipated. Project durations historically span 36–52 months. Prospective offerors must direct all communications to usarmy.orlando.peo-stri.list.trmc-te-st-baa@army.mil.
