| Workbook Purpose and Proposer Obligations: |
| The design and format in the attached worksheets assists Government personnel in the expedited review and evaluation of cost proposals concurrently submitted by multiple proposers. Proposers are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the proposer must also bear the burden of proof in establishing reasonableness of proposed costs; therefore, it is in the proposer’s best interest to submit a fully supportable and well-prepared cost proposal. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate. Further, for procurement contracts, FAR 15.403-4 sets forth those circumstances in which proposers are required to submit certified cost or pricing data. This spreadsheet should be used for all cost proposals, regardless of award instrument: cooperative agreement, contract, or other transaction. |
| Completion of this cost proposal workbook per above with the Cost Narrative document enables a rapid cost/price analysis and, if your proposal is selected for award, expedited negotiation and award execution. |
| The contract base and options (or severable major milestones) are referred throughout this document per the Contract Structure/Project Phasing Table in the top right corner of this tab. Successive Options are represented by 'O-I, O-II, O-III, O-IV, O-V). If a Proposer needs more than 6 Phases, use another workbook to address the remaining needs. |
Options: Unpriced Options will not be accepted. Any Option that is not fully priced, will not be included in any resulting award.
Before proceeding to completing other tabs, read the 'General Instructions' tab contents for an overview on the use of each tab and workbook tab color-coding legend. If a row, column, or worksheet in this workbook is not needed for your proposal, either ignore it or hide it; do not delete it.

General Instructions Overview TRMC T&E/S&T BAA Standardized Cost Proposal Workbook
| Revision Number | |
| 1.00.00 | Overview Instructions and Notes |
| Tab Colors | |
| INTRODUCTION / INITIALIZATION | Fill out data cells associated with submitter's and PRIME information (if PRIME is not the submtter). |
| Enter data associated with the applicable BAA #, Opportunity Notice #, TTA acronym, and each phase's period of performance in months. |
| Identify the proposal ID # (typically specified in the request for proposal/solutions letter from the Contracting Officer). |
| Enter type organization using drop-down menu. If small business, include additional info when cell is activated. |
| Read and follow explanatory information about workbook completion process. |
| Note that the grey cells for Summary of Proposed Cost tables self-complete on this tab (via links from the Project Cost Summary tab). |
| General Instructions | The PRIME and all subcontractors (per stipulations within) shall complete this workbook to develop the complete cost/pricing elements breakouts of the cost proposal. |
| These instructions describe how to use this standardized Cost Proposal workbook to prepare an organization's cost proposal. These instructions do not replace or supersede cost proposal instructions given in the solicitation or announcement. |
| In addition to the instructions provided below, each tab may have additional guidance and instructions on it either at the top or bottom of the tab (or both). |
| DO NOT DELETE tabs, rows, or columns that exist in this template. This will damage the structure of the workbook. If you don't want to see a tab, row, or column, use the Hide function. |
| Input your data in the YELLOW highlighted cells only. Existing data in yellow cells, if any, are provided as illustrative examples or instructions. Delete sample data before submission and populate YELLOW cells as needed. |
| Tab Color-coding Legend: Orange - Introductory/Informational // Green - Requisite set-up information for cost tables // Purple - Cost Tables (requiring proposer input Light purple - 'Flex' Cost tables for use only when directed - and normally hidden) // Sky Blue - Non-labor build-up worksheets for Subcontactors, Consultants, Materials, Equipment, ODCs (each a separate tab) requiring futher input into cost tables // Olive - other Cost/Projected Expenditure tabs (e.g. Project Cost Summary - no data entry required), Project Spend Plan, Cost by Task (used only when directed - and normally hidden)). // Black - Any tabs created by the Proposer for amplification, calculations, or other uses. |
| Before entering any detailed proposal data, complete the yellow fields on the 'INTRODUCTION / INITILIALIZATION", 'Proposer Acct. Data, Project Direct Labor Description', 'Labor Rates', and 'Indirect Rates' tabs. On these green-colored tabs, the data sets are a prequisite for completion of other tabs. |
| Data entered into YELLOW highlighted cells will automatically populate other relevant cells within that worksheet and other tabs. |
| Grey cells have pre-formatted formulas in them to auto-populate data from other tabs and within the same tab. These formulas should not be changed unless there is specific reason to align with the Proposer's business practices. If any changes are made to grey cell formulas or new formulas are created, create a red outline for the cell as shown in cell B2 on this tab. Either use a comments field for the cell to explain the changes, or enter comments in a 'Formula Update Ledger' at the bottom of the same tab. A Proposer must contact the Contracting Officer to obtain a copy of the workbook if any of these cells need to be unlocked. |
| If you need to add tabs to create datasets to populate in other tabs or for other explanatory purposes, use BLACK for the tab color and include the following below the data sets: tab purpose statement, notes that provide specific explanations of data cells (as used in exising tabs), and/or any other relavent commentary. |
| The Proposer is encouraged to create checksum tables where Proposer-created data sets must be transferred for entry into Base (Ph1), O-I (Ph2), O-II (Ph3), O-III (Ph4), O-IV (Ph5), O-V (Ph6), tabs (and Flex tabs, if used). Note that Flex tabs are normally hidden due to estimated infrequent use. |
| DO NOT add rows to worksheets without first understanding guidance in the 'Workbook Change Instructions' tab. Many workbooks need to be selected together when changes are made to keep formulas and links intact across the workbook. |
| Build-up (Sky Blue) workbooks typically do NOT have automatic data population into the phase cost tables. Recommend creating/using a check-sum table in each build-up tab for the respective data populated in the applicable phase cost tables. |
| | Workbook Change | |
| Instructions | This tab provides guidance if you need to modify the workbook by adding rows on any tab, | | |
| | | This tab will discuss conventions that should be used throughout the workbook. Some may be specified for specified worksheets. |
| Proposer Accounting Data | The information collected in this tab is used throughout the workbook. After entering type business, the Proposer enters their corporate accounting fiscal year (FY) timeframe and designates the preferred name for six consecutive corparate fiscal years. All labor and other cost information is entered in relation to a specific corporate FY per the submitted project schedule. This is done to ensure indirect charges that apply over a specific corporate FY period are correctly applied to the time-phased costs. |
| The Proposer's Preferred Label for each fiscal year period will appear on the Labor Rates, Indirect Rates, and all Cost Detail tabs. |
| This workbook provides six proposer fiscal years, which is typically sufficient for TRMC efforts. If you need more fiscal years (or accounting periods), use a second workbook to add the remaining needs -- do not attempt to add fiscal year periods to this workbook. |
| Indirect Rates | List each indirect category required to complete the cost proposal. Add rows if additional indirect categories are required. |
| For each proposer fiscal year/accounting period, list each indirect rate your organization uses in this proposal. |
| You may choose to create links for the Fringe and Overhead rates entered on this tab to the appropriate cells in the 'Labor Rates' tab. There is no pre-set relationship between these tabs. |
| Note the requirements for justifying proposed rates and what costs they are applied against for verification. |
| Direct Labor Categories | Note that Column C of this tab is where labor categories are identified and then used heavily throughout the remainder of the workbook. First list each labor category required for the entire project in this workbook to allow other tabs to properly populate. |
| This tab is also used to provide a basis for the requirement for the use of the labor categories per amplified information discussed below. |
| Provide narrative description of related qualifications, duties, and responsibilities that each labor category will perform. Also include concrete tasks that relate to overall phase objectives identified in the Technical Proposal and SOW. |
| Also note that for each project phase, the labor hours are reflected (in formula cells) from the 'Project Cost Summary' tab. This provides an opportunity for technical review of responsibilities and activities proposed with respect to the calculated Level of Effort (LOE) in the phase cost tables. |
Phase Cost Tables:
Base, O-I, O-II,
| O-III, O-IV, O-V | Each phase tab provides for inputs over six corporate accounting time periods to allow for rate changes for direct labor charges and changes in indirect rates over time. For instance, an 18-month phase may be timed in execution such that the Contractor’s labor rates may change over three Contractor fiscal years. This allows for labor escalation to be shown plus any planned adjustments to indirect rates over the intended Phase Period of Performance. | |
| | Other than the Direct Labor section, the names or labels that appear in column C of the Base, Options, and Project Cost Summary tabs (after row 54) all come from Proposer entrries in Column C of the Base (Ph I) tab. Enter/change ALL names/labels on the Base tab, even if that particular row is not used for the Base phase. All Phase Cost Table tabs (and the Project Cost Summary tab should have the exact same rows. For example, if you have a particular consultant that will only be involved in Option II, enter that consultant’s name on the Base tab but only enter that consultant’s costs on the Option II tab. |
| | Enter the proposed cost detail for the Base and each Option period (as needed) on the tabs entitled, "Base (Ph1)", "O-I (Ph2)", "O-II - (Ph3)", O-III (Ph4)", "O-IV (Ph5)", and "O-V (Ph6)". The tab entitled, "Project Cost Summary" will automatically populate from the Base and Option tabs. Note that the term 'Phase' will be used throughout this document to represent the correlated programmatic execution of Base and Options. |
| | Input labor hours for each labor category (or further named individual) apportioned across the Proposer FY periods. Input costs for other categories. |
| | Ensure rows exist for all non-labor cost elements (based on content created in the Sky Blue tabs) by adding rows if necessary under the correct category, naming the source and entering the costs in the appropriate cells. Ensure all indirect costs are associated with and are entered in the correct cells in the respective Proposer FY period. Follow procedures in 'Workbook Change Instructions' tab if required to add rows for Phase Cost Tables tabs (and other data linked tabs). |
| | Note that FEE INPUT is performed at the phase summary level. Total Fixed Fee is input as a dollar amount and the fee percentage of costs are calculated from that. Note that Fee-bearing costs do NOT include travel costs. Fee percentage is based upon the fee bearing costs. |
| | Reminder: Do not change labor categories or names in the Direct Labor section in these Cost Detail tabs. All changes to labor categories and names must be done on previously discussed tabs. |
Project Cost Summary Workbook data is rolled up for summary costs in this tab. No data should be directly entered on this tab. Note required tab updates instructions under the 'INITIALIZATION' tab.
Subcontractors, Consultants, Material, Equipment, Travel, ODC Details
| (separate tabs for each) | Provide cost quotes or estimates with justifications as directed for subcontractors, consultants, material, equipment, travel, and ODCs for the entire project. Each of these categories has its own tab. Tab specific instructions amplifies specific submission and data requiements. | |
| | Costs must also be apportioned across the respective Proposer FY period as labor is performed above. Each of these tabs has tables to orvide details about the details of the respective items, but also includes another table to track how the data on the tab is represented in the Phase Cost Tables tabs as a cross check for information continuity. Instructions on the tabs provide more information. |
| | Subcontractor Section: Provide requested information regarding each contractor. Note the second table on the tab for cost allocation and Phase Cost Table data validation. |
| | Consultants Section: Ths enables data input for consultant cost requirements correlated to scope. |
| | Material Section: For each material item listed, furnish substantiating cost verification information. THIS IS MANDATORY. Sufficient detail must be provided for each material itemized for the Government to ascertain its use during the proposed effort described in the Technical Proposal and SOW. Cost reasonableness should be addressed with appropriate explanations for cost assertions. Competitive pricing information is preferred for demonstrating cost reasonableness. See further guidance in the Materials/Supples tab. |
| | Equipment Section: This is similar to the Materials section, but also requires justification for use of equipment as it is defined per the FAR on the tab. |
| | Travel Section: For all travel, attach all sources for cost verification and explain purpose for travel cost provided. Cost basis for trips may include use of travel web sites, airlines. See Joint Travel Regulations (JTR), OMB Circular A-21, and Joint Federal Travel Regulations (JFTR) for guidance as applicable. More specific guidance is in the tab. |
| | ODC Section: List all ODCs and provide their supporting rationale/justification based on technical proposal and separately attached documentation for cost verification. Complete subcontractor and consultant proposals must be forwarded to the referenced Contract Specialist for rate verification. See above discussion regarding cost reasonableness. |
| Project Spend Plan | Phases must correlate to TRL level advancements. No phase may exceed 24 months. |
| Input the planned monthly expenditures (rounded to whole dollar amount) for each proposed phase as displayed in the tab. |
| Check that the comment boxes below each Phase 'Total Plan $' row are green after all data is entered. If red, address the discrepancy. |
| Cost By Task | This is used only if directed to do so or Proposer obtain permission to to so. This tab inputs all costs associated with eah sub-task that comprise a task. |
| Color-coding enables associating Proposer FYs with the sub-tasks to facilate ease of summing of tasks to Proposer FYs within each proposed phase. |
| A data validation table is availble for entering phase cost entries to demonstrate costs are properly allocated within the entire document. |
| Proposer Use | The Proposer may find value in creating a separate worksheet for explantions, amplificaion, calculations, or other purposes to improve compliance with the Cost Volume submission requirements. If so, create the needed tabs with a unique name for each and an explanation/purpose at the top of the tab. |
| Add a brief comment about each added tab in this section using this color font to draw attention to the Proposer's added content on this tab. |
Workbook Change Instructions
| Workbook Change Instructions |
| • The instructions that follow apply to the tabs/worksheets that are colored green, purple, sky blue, and olive because these tabs are linked together using references and formulas. The sky blue tabs, such as Subcontractor, Consultants, Travel, etc., provide space for cost proposal details, as required. These tabs also contain tables to assimilate costs per the phase an Proposer FY period and a means to track data integrity between the sky blue data and the costs that mus be represented in the Phase Cost Tables tabs. |
| Phase Cost Tables Tabs (These include project Phases as identified by Base, Options, an Flex tabs) | |
| • Ensure rows exist for all non-labor cost elements (based on content created in the Sky Blue tabs) by adding rows if necessary under the correct category, naming the source and entering the costs in the appropriate cells. Ensure all indirect costs are associated with and are entered in the correct cells in the respective Proposer FY period. Follow procedures below tab if required to add rows for Phase Cost Tables tabs (and other data linked tabs). |
| • Proposers may add additional specific cost categories (Subcontractors, ODC types, etc.) as needed, but must ensure those new cost categories also track to the Project Cost Summary tabs. Follow the instructions below to add more rows. |
| Adding Rows | |
| • This workbook is designed to handle the addition of rows. It cannot handle the addition or removal of columns. As you use the workbook, feel free to use the Excel 'Hide' function to hide rows or columns that seem excessive. |
| • When you add rows to the spreadsheet, it must be done consistently for all related (and linked) worksheets. The instructions below describe how to add rows for the Labor Rates and Cost Detail tabs. |
| Add Rows to obtain MORE Labor Categories | |
| • Whenever an additional labor category row is needed (in addition to the 40 provided rows), a row must be added to all related worksheets. The worksheets involved are: Direct labor Categories, Labor Rates, Project Cost Summary, and the Base, O-I, O-II, O-III, O-IV, O-V, and Flex worksheets. |
| Step # | |
| 1 | First, select any one of the involved worksheets above, EXCEPT the Direct Labor Categories tab. |
| 2 | Holding down the Ctrl key, multi-select all of the other related worksheets tabs. These tabs will remain selected as you execute steps 3 and 4. |
| 3 | Highlight one or more rows in the Direct Labor section of the active worksheet. Right click on a highlighted row number and choose the Insert function. This will insert one or more rows in all selected worksheets. |
| 4 | Select the formula-populated row above the newly inserted blank rows. Using your mouse, grab the dark square in the lower left corner of the column A cell. Drag this down to cover all of the just-created blank rows. This will copy all relevant formulas and formats down into the new rows in all selected worksheets. |
| 5 | DE-SELECT the involved worksheets by clicking any other (not currently selected) worksheet tab. |
| 6 | The Direct Labor Categories worksheet can have rows copied from the last row below it for the number needed. Follow step 4 above for this tab to ensure all formulas are updated. |
| 7 | Update both the Direct Labor Categories and Labor Rates tabs with requisite entries. |
| Add Rows to provide for MORE Other Cost Category elements | |
| • Whenever an additional cost category row is needed (in addition to the several provided rows), a row must be added to all related worksheets. The worksheets involved are: Project Cost Summary, and the Base, O-I, O-II, O-III, O-IV, O-V, and Flex worksheets. No direct labor-focused tabs are involved. |
| • All common row labels, such as Subcontractor names, Consultant names, and Indirect Rates, are pulled from the labels of the Base worksheet. This means that when you want to add a row for one Option, you need to add rows to all related worksheets. For example, if you want a particular subcontractor to be involved only with Option 1, you need to name that subcontractor on the Base worksheet and leave all dollar amounts as zero for the Base period. |
| Step # | |
| 1 | First, select any one of the involved worksheets. |
| 2 | Holding down the Ctrl key, multi-select all of the other related worksheets tabs. These tabs will remain selected as you execute steps 3 and 4. |
| 3 | Highlight one or more data rows in the relevant section of the active worksheet. Do not highlight a Title row or a Total row. Right click on a highlighted row number and select the Insert function. |
| 6 | Go to the BASE tab and enter labels in column C for the newly inserted cost category rows. Changing the description on the Base worksheet also updates the description on the other worksheets. |

Insert additional Indirect Rates above this line Note 1
Instructions: • If the rates have been approved/negotiated by a Government agency, provide a copy of the memorandum/agreement.
• If the rates have not been approved/negotiated, provide sufficient detail to enable a determination of allowability, allocability and reasonableness of the allocation bases and how the rates are calculated. This information can be provided in your cost volume or add another worksheet tab in this spreadsheet to show calculations.
• If composite rates are used, provide the calculations used in deriving the composite rates in your cost volume or add another worksheet tab in this spreadsheet to show calculations.
| • Rates are shown to six decimal places to support Cost of Money rate assessments. |
| Hint: | • To expedite workflow, consider linking these rates to the applicable cells in the phase cost build-up tabs for the Base and Options. |
| Note 1: | Add additional indirect rate category rows, if needed. |
| Note 2: | If the proposer does not have a Forward Pricing Rate Agreement (FPRA), Forward Pricing Rate Recommendation (FPRR), or provisional billing rates; in order to assist the Government in evaluating the reasonableness of your proposed indirect rates, please provide the following information: | |
| | 1. Proforma data used to develop your proposed indirect rates. This consists of breakout of cost pool and cost base that demonstrate how the indirect rate(s) was derived. This information can be provided in your cost volume or add another worksheet tab in this spreadsheet to show calculations |
| | 2. Information regarding your projections for out years, including your assumptions and method for developing these estimates. |
Identify each Indirect Rate category that applies to this proposal, then list the rates used within each of the accounting periods below (that correspond to the Proposer Acct. Data tab entries). Also complete remaining columns per amplification in further instructions below.
