About this opportunity

The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center at Picatinny Arsenal seeks research and development proposals for emerging weapons, munitions systems, and soldier lethality technologies across 30 technology areas, with the BAA continuously open through March 4, 2031.

This is a full and open competitive Broad Agency Announcement issued under FAR 6.102(d)(2). Place of performance is the United States. Proposals and white papers must be for scientific study and experimentation directed toward advancing the state of the art or increasing knowledge within the Armaments Center's technical community. The government prioritizes research addressing long-range precision fires, soldier lethality, next-generation combat vehicles, contested logistics, and emerging technologies including artificial intelligence, robotics and autonomy, modeling and simulation, digital engineering, DevSecOps, and cybersecurity applications to armaments systems.

Technology areas span advanced materials, electronics and sensors, manufacturing technology, power and energy systems, energetics innovation, fuze technology, autonomy and guidance systems, advanced fire control, logistics technologies, environmental remediation, artificial intelligence assurance, digital engineering, uncrewed systems, counter-unmanned systems, biometric systems, containerized software applications, cloud-based software factories, advanced warhead concepts, and testing methodologies leveraging virtual and augmented reality.

Prospective offerors must be registered in SAM prior to award. White papers (maximum five pages) receive evaluation within three weeks and receive one of three ratings: Promising, Acceptable, or Not of Interest at this time. Favorable white paper submissions are invited to submit full technical and cost proposals. The government prefers proposals covering up to three years of performance with 12-month incremental funding. Awards may be issued as research and development contracts, Other Transactions for Research (with potential 50/50 cost-share requirement), or Other Transactions for Prototype Projects. Evaluation prioritizes scientific and technical merit, contribution to Army mission, offeror capabilities and experience, key personnel qualifications, past performance relevancy, and cost realism. White paper and proposal preparation costs are not allowable as direct charges to awards but may constitute allowable indirect bid and proposal expenses. The government reserves the right to select all, some, or none of the proposals received. Contact Jessica M. Gondela (jessica.m.gondela.civ@army.mil) for technical inquiries and Kelly A. Lynch or Gloria Thoguluva for administrative matters.
