About this file

This Broad Agency Announcement (BAA) solicits proposals to support the Test & Evaluation/Science & Technology (T&E/S&T) Program. The T&E/S&T Program seeks to develop test technologies that enable the evaluation of future warfighting capabilities and addresses needs across developmental, operational, and live-fire testing. Projects must fall within Technology Readiness Levels 3-6 and not constitute basic or applied research. The Program will accept high-risk, innovative concepts and considers solutions deemed too risky for current approaches.

The BAA is open through March 2027. Eligible domestic offerors include private industry, universities, non-profits, and commercial/non-traditional defense contractors. Proposals will be evaluated based on scientific and technical merit, potential benefit to the T&E/S&T Program mission, and cost realism. Multiple awards are anticipated. The Army Contracting Command in Orlando will administer contracts or other transactions resulting from this BAA solicitation for test technology development supporting the Test Resource Management Center.

ANNOUNCEMENT DESCRIPTION

Introduction The Office of the Secretary of Defense Test Resource Management Center’s (TRMC) Test and Evaluation / Science and Technology (T&E/S&T) Program is chartered to advance technology development by performing technical risk reduction for next generation test capabilities and enabling technology insertion to modernize Department of Defense (DoD) test ranges and laboratories in pace with weapon system advancements.

The U.S. Army Contracting Command – Orlando, on behalf of the Program Executive Office Simulation, Training and Instrumentation (PEO STRI) under a Memorandum of Agreement with TRMC, supports the T&E/S&T Program by issuing this Broad Agency Announcement (BAA) to seek offers for desired technology development, then awarding and administering contracts or other transactions as a result.

This BAA’s purpose is to enable the T&E/S&T Program to focus on Research, Development, Test and Evaluation (RDT&E), Advanced Technology Development for technologies required to test and evaluate future warfighting capabilities. The T&E/S&T Program addresses test technology needs across the full spectrum of DoD Acquisition, including Developmental Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), and Live-Fire Test and Evaluation (LFT&E). The T&E/S&T Program sponsors projects with Technology Readiness Levels (TRLs) 3-6 and does not sponsor basic/fundamental or applied research. The T&E/S&T Program seeks technology that will result in DoD T&E being higher quality (better), more cost effective (cheaper), and more-timely (faster). The T&E/S&T Program will accept a high degree of technical risk to fund innovations that could result in high-payoff technological advancements. The T&E/S&T Program will consider novel, unproven solutions that are deemed too risky to be adopted in current DoD T&E approaches.

BAA Process Overview Offerors are encouraged to propose a phased approach (using the guidelines set forth in this BAA, as applicable) from concept exploration and feasibility analysis through prototype development and demonstration with transition to a DoD test range end user. Follow-on engineering development work (beyond TRL 6) is funded by other DoD programs. This BAA is issued under the provisions of the Federal Acquisition Regulation (FAR) paragraphs 6.102(d)(2) and 35.016 which provide for the competitive selection of Research and Development (R&D) efforts not related to the development of a specific system or hardware procurement. Contract awards based on responses to this BAA are considered the result of full and open competition and in full compliance with FAR 6.102 – Use of Competitive Procedures.

This is a Two-Step Open BAA using initial white paper submissions (Step 1) and follow-on requests for proposals (Step 2) or solutions issued under the provisions of FAR 6.102(d)(2), which provides for the competitive selection of research proposals. Awards resulting from this announcement may take the form of contracts, Other Transaction, or intra-governmental agreement. Multiple awards are possible. The total awards under this BAA will depend on the quality (technical merit and alignment with program pursuits) of the proposals received and the availability of funds. White papers and proposals are not reviewed, compared, or evaluated against each other since they are not submitted in response to a common Statement of Work (SOW). No portion of this BAA is exclusively set aside for Government entities, educational institutions or set aside for small businesses as described in FAR 19.301. Notwithstanding, all interested, and otherwise eligible entities are encouraged to submit white papers in response to this announcement.

During its lifespan this BAA issues topic releases via Opportunity Notices, which are discussed in Enclosure 1 – Research Opportunity Guidance. An Opportunity Notice will issued under one of two processes:

In-cycle Process. The in-cycle process requires an offeror to adhere to two specific deadlines. The first deadline is for the white paper submission. The second deadline, identified in the request for proposal (RFP) or request for solution (RFS), is for the proposal submission. White papers are not accepted after the initial Opportunity Notice deadline. An In-Cycle Opportunity Notice provides a method for offerors to compete for ‘fenced’ new award funding.

Out-of-cycle Process. An Opportunity Notice within an Out-of-Cycle condition may identify a closing date or it may remain open until a revision identifies a closing date to accept white papers. Two key distinctions between In-Cycle and Out-of-Cycle Opportunity Notices are:

1) A closing date is NOT a submission deadline. During an active Out-of-Cycle period offerors can submit white papers -for consideration for award. Out-of-Cycle Opportunity Notices funding availabilities are not as certain as those for a released In-Cycle Opportunity Notice. Out-of-Cycle notices may include released topics or it may allow for an “Other Test Technologies” category, further explained in Enclosure 1 – Research Opportunity Guidance.

2) Because of variable funding availability and the possibility of submissions for technology development to unreleased needs, the offeror must first contact the respective Test Technology Area’s Executing Agent (EA) via ACC-Orlando to communicate the technical concept, thus enabling the EA to assess funding availability, and potential level of interest in the technology prior to an offeror’s submission of a white paper. This is performed through the submission of an abstract as discussed in Enclosure 1 – Research Opportunity Guidance. An out-of-cycle white paper will not be accepted at the contracting office unless the EA has received an abstract and provided an offeror response via the contracting office. Abstracts are not treated as a submission for source selection sensitive evaluation. It is considered as a pre-‘Step One’ effort to assist an offeror’s understanding of Government interest and likelihood of funding availability prior to preparing a white paper for evaluation.

ELIGIBLE OFFERORS/APPLICANTS.

All qualified offerors who meet the requirements of this BAA are eligible to submit a white paper. Eligible organizations include:

· Domestic Private industry (large and small businesses)

· Domestic accredited colleges, universities or institutions of higher learning registered by the U.S. Department of Education

· Domestic Non-profit organizations; and

· Domestic Commercial and/or nontraditional defense contractors

Government Entities (e.g. Government/National laboratories, militarily educational institutions, etc.) interested in this announcement are directed to email the ACC Orlando Contracting Officer for further information.

Federally Funded Research Development Centers (FFRDCs) are not prohibited from responding to this announcement. However, the FFRDC’s sponsoring agency must first make a determination that the effort being proposed falls within the purpose, mission, general scope of effort, or special competency of the FFRDC, and that determination must be included in the FFRDC’s response. In addition, the non-sponsoring agency must make a determination that the work proposed would not place the FFRDC in direct competition with domestic private industry. Only after these determinations are made would a decision be made concerning the FFRDC’s eligibility to receive an award should they be selected to proceed to Step-Two.

All interested parties, including FFRDC’s, should pay particular attention to the Organizational Conflict of Interest (OCI) definition, requirements and restrictions described in Enclosure 5 and Attachment 5, both addressing Administrative and National Policy Requirements.

All research areas require the Principal Investigator (PI), Program Manager (PM) or Team Lead to hold U.S. citizenship. Additionally, TRMC and ACC Orlando (or other performing contracting activity) approval is required for any non-U.S. citizens to perform on any efforts proposed under this announcement.

RESEARCH OPPORTUNITIES

1. Program Overview Test Technology Areas (TTA) Teams The T&E/S&T Program is charged to enable development of technologies required to test and evaluate future warfighting capabilities. To do this the Program uses multiple TTAs, where each either focuses on emerging warfighting capabilities within a specified technology genre (such as, directed energy weapons/sensors or autonomous systems) that present T&E challenges, or on a broader infrastructure challenge (such as, significantly improving range instrumentation or transforming test range data communications). Each TTA is executed by a team led by an Executing Agent (EA), who is a Government employee that typically works at a Service T&E field organization. While the EA works for a particular Service, the TTA addresses test technology needs spanning DoD-wide, across the Services (e.g. Army, Navy, and Air Force) as well as other DoD organizations (such as the Missile Defense Agency). A prime responsibility of the EA is to lead a multi-Service, subject matter expert working group, consisting of members of the DoD S&T and T&E communities, to formulate and/or validate the topics of interest for the BAA issued for the TTA. Each TTA manages a portfolio of technology development projects. Details about each TTA’s charter and test technology shortfall focus areas are listed in the Annex - TTA Descriptions document. The participating TTAs include:

· Autonomy and Artificial Intelligence Test (AAIT)

· Advanced Instrumentation Systems Technology (AIST)

· Command, Control, Communications, Computers, Intelligence, and Software Intensive Systems Test (C4T)

· Cyberspace Test Technology (CTT)

· Directed Energy Test (DET)

· Electronic Warfare Test (EWT)

· High Speed Systems Test (HSST)

· Space Systems Test (SST)

· Spectrum Efficient Technology (SET) Transition Partners Technology developments sponsored by the T&E/S&T Program are intended to transition into test capabilities that support the acquisition of DoD warfighting capabilities. Transition partners for T&E/S&T developments are generally DoD T&E organizations, such as Major Range and Test Facility Base (MRTFB) activities, DoD laboratories, or test capability development projects that use mature technologies (beyond TRL 6) to improve DoD T&E, such as projects sponsored by the TRMC Central Test and Evaluation Investment Program (CTEIP). Early on in the technology development, the EA will work with the PI to identify transition partner(s) who can accept and use the end product(s). Transition partners can help clarify the ultimate benefit a technology can provide, particularly when demonstrating and characterizing its performance in a relevant environment.

1. Research Areas Enclosure 1 – Research Opportunity Guidance provides information regarding TTA participation, open topics, and submission dates and deadlines.

GENERAL INFORMATION

1. Anticipated Awards Offerors are advised that this BAA will be managed through a two (2) step process for offer evaluations. If a white paper receives a favorable technical review, the offeror may be solicited via a formal solicitation (e.g. Request for Proposal (RFP) or Request for Solution (RFS)), by ACC Orlando, for a full proposal submission consisting of four volumes to include: a proposed Technical and Management Approach, draft Statement of Work, Cost/Pricing Data, and responses to Administrative and National Policy requirements. All full proposal submissions are subjected to a full technical and cost/price evaluation and negotiations. Clarifications and/or exchanges between the Offeror and the Government to clarify certain aspects of the white paper submission and/or proposal may be conducted. Multiple awards are anticipated under this BAA. However, TRMC is under no obligation to make any awards in response to the proposal submitted. TRMC also reserves the right to award all, some or none of a particular proposal. In order to be considered for award, the Offeror must receive a favorable Contractor Responsibility Determination (reference FAR 9.104-1) made by the Contracting Officer.

1. Funding Availability Due to Government budget uncertainties, TRMC does not have a specific amount of funding available for this BAA. Funding may become available throughout the open period of this BAA to pursue promising innovative concepts of interest with any and all qualified sources. Offerors should be aware that funding availability might change with little or no notice.

1. Period of Performance (POP) Offers shall use Enclosure 2 - Project Structure Guidelines as a preferred methodology to develop project phases and milestones that reflect base award and potential options using exit criteria. Period of Performance (POP) should represent the best cost-effective progress toward project completion. Historically, projects durations have usually been completed between 36 and 52 months. All options must be fully priced to receive consideration.

Enclosure 2 - Project Structure Guidelines discusses reasons why the process of invention may extend FAR-based contract project durations or may require a follow-on award in support of extending development activities toward the topic’s goal. Due to the inherent nature of intellectual capital created through invention, a project extended duration or follow-on award beyond a five-year project period of performance may be necessary if in the interest of the Government to do so.

1. Communications All communication regarding this announcement should be UNCLASSIFIED and submitted to the following email usarmy.orlando.peo-stri.list.trmc-te-st-baa@army.mil. The subject line of the email should read “BAA#XXXXXXX (appropriate TTA Abbreviation) - White Paper (or Proposal) Submission” Information Request. An initial response from the contracting agency or TTA will be made shortly thereafter. As amplified in Enclosure 3 – White Paper Submission Instructions and Enclosure 4 – Proposal Submission Instructions, if controlled Unclassified Information must be submitted, an offeror who must issue document transfers via DoD SAFE (https://safe.apps.mil) as a guest (e.g. users who do not possess an authenticated DoD Common Access Card (CAC)), must request a drop-off invite from the Government. The email address of the transmitting individual must be provided. A ‘DoD SAFE Drop-off Request’ must be made adequately in advance of the submission deadline for both a reply to be made and for allowing transmission delays per DoD SAFE Users Guide.

DO NOT EMAIL CLASSIFIED INFORMATION. If classified communication is necessary, send an unclassified email to the address listed above for assistance. The Contracting Officer will further coordinate with TRMC in order to respond formally. Note that requests should be made well before the submission due date to allow for sufficient review and approval in time.

Dialogue with any Government representative shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Any dialogue that takes place will not be taken into consideration during the evaluation of white papers. Only Contracting/Agreements Officers are legally authorized to commit the Government.

EVALUATION PROCESS

A. Evaluation Panel Government experts performing DoD test and evaluation and Government S&T researchers, among others, are expected to participate in peer reviews for the TTAs. The Government may use selected FFRDC, University Affiliated Research Center (UARC), non-Government contracted support, and other non-Governmental personnel to assist in the evaluation and administrative handling of white papers submitted in response to this announcement. These persons are bound by appropriate non-disclosure agreements and organizational conflict of interest statements to protect proprietary and source selection information. Non-Government advisors are limited to reviewing white papers and providing technical advice to the Government and are prohibited from making recommendations for selection. Submission of white papers in response to this BAA constitutes the offeror’s acknowledgment and consent to the use of non-Government personnel during the evaluation process.

Non-Government Advisors may be used in any either of the following manners:

i. Government Contractors (Not categorized as “Government Support Contractors”): These Non-Government Advisors (NGAs), or their parent company, shall be required to independently negotiate non-disclosure agreement(s) with the Offeror(s), and provide a fully executed copy of the non-disclosure agreement to the Contracting Officer prior to the NGAs receipt/review of any proprietary information.

ii. Government Support Contractors: NGAs performing services under a contract containing DFARS Clause 252.227-7025 are subject to the non-disclosure requirements stated therein, and no further non-disclosure agreement is required, in accordance with DFARS 227.7103-7(b).

a. However, in accordance with section (b)(5)(iii) of DFARS clause 252.227-7025, the NGAs shall advise the offeror of their access/use of the proprietary information, and

b. If requested by the Offeror, the NGAs, or their parent company, shall enter into a non-disclosure agreement with the Offeror. In accordance with section (b)(5)(iv) of DFARS clause 252.227-7025, the resultant non-disclosure agreement shall “implement the restrictions on the Contractor's [Non-Government Advisor’s] use of such data or software as set forth in this clause. The non-disclosure agreement shall not include any additional terms and conditions unless mutually agreed to by the parties to the non-disclosure agreement.”

B. Evaluation Criteria White papers (and if later requested, proposals) are first assessed for eligibility and applicability as described within Enclosure 3 - White Paper Submission Instructions and Enclosure 4 - Proposal Submission Instructions. If deemed ineligible, white papers and/or proposals are not further assessed for evaluation.

Upon confirming eligibility, white papers will be evaluated against 1) Scientific and Technical Merit, 2) Potential Benefit and Relevance to the TRMC Mission, and 3) Cost Realism and Reasonableness (with funding availability). The first two (2) factors are of equal importance and are more important than factor three (3).

The Government conducts white paper reviews and proposal evaluations in accordance with FAR 35.016 through a peer review process with the following criteria:

· Overall Scientific and Technical Merit The proposed technical approach is innovative, feasible, achievable, and complete. The proposed technical team has the expertise and experience to accomplish the proposed tasks. Task descriptions and associated technical elements provided are complete and in a logical sequence with all proposed deliverables clearly defined such that a final outcome that achieves the goal can be expected as a result of award. The proposal identifies major technical risks, and planned mitigation efforts are clearly defined and feasible. The proposed schedule aggressively pursues performance metrics in an efficient time frame that accurately accounts for the anticipated workload.

· Potential Benefit and Relevance to TRMC Mission and DoD T&E Needs How the potential benefits and degree of impact of the proposed effort facilitates the rapid further enhancement of existing or development of new DoD test and evaluation capabilities that resolve critical needs in DoD weapons and sensor systems and/or test range infrastructure. The proposed intellectual property restrictions (if any) will not significantly impact the Government’s ability to transition the technology.

· Cost Realism and Reasonableness The proposed costs are realistic for the technical and management approach and accurately reflect the technical goals and objectives of the solicitation. The proposed costs are consistent with the proposer's Statement of Work and reflect a sufficient understanding of the costs and level of effort needed to successfully accomplish the proposed technical approach. The costs for the prime (‘Offeror”) and proposed sub-awardees are substantiated by the details provided in the proposal (e.g., the type and number of labor hours proposed per task, the types and quantities of materials, equipment and fabrication costs, travel and any other applicable costs and the basis for the estimates).

Funds availability typically drives decisions on number of offers accepted for award, based on those offers deemed with technical merit, greater importance to agency programs and showing affordability.

For white papers, the rough order of magnitude (ROM) is used both: (1) to determine the affordability of the project when balanced against TTA priorities and on-going projects; and (2) to assess for reasonableness. In the case of proposals, offerors shall be aware that cost/price, in the context of affordability, will be a consideration in selecting projects for award. In accordance with FAR Subpart 35.016(e), cost realism and reasonableness shall also be considered.

DEFINITIONS

1. “BAA is general in nature identifying areas of research interest, including criteria for selecting white papers, and soliciting the participation of all offerors capable of satisfying the Government’s needs.” (FAR 6.102)

2. “BAAs are for the acquisition of basic and applied research and that part of development not related to the development of a specific system or hardware procurement. BAA’s may be used by agencies to fulfill their requirements for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or hardware solution. The BAA technique shall only be used when meaningful proposals with varying technical/scientific approaches can be reasonably anticipated.” (FAR 35.016)

3. “Basic research” means that research directed toward increasing knowledge in science. The primary aim of basic research is a fuller knowledge or understanding of the subject under study, rather than any practical application of that knowledge. (FAR 2.101)

4. Advanced Technology Development (ATD) includes concept and technology demonstrations of components and subsystems or system models. The models may be form, fit and function prototypes or scaled models that serve the same demonstration purpose. The results of this type of effort are proof of technological feasibility and assessment of subsystem and component operability and producibility rather than the development of hardware for service use. Projects in this category have a direct relevance to identified military needs.

5. “Applied Research” means the effort that:

a. normally follows basic research, but may not be severable from the related basic research;

b. attempts to determine and exploit the potential of scientific discoveries or improvements in technology, materials, processes, methods, devices, or techniques; and

c. attempts to advance the state of the art. When being used by contractors in cost principle applications, this term does not include efforts whose principal aim is the design, development, or testing of specific items or services to be considered for sale; these efforts are within the definition of “development.” (FAR 35.001)

6. “Development”* means the systematic use of scientific and technical knowledge in the design, development, testing, or evaluation of a potential new product or service (or of an improvement in an existing product or service) to meet specific performance requirements or objectives. It includes the functions of design engineering, prototyping, and engineering testing; it excludes subcontracted technical effort that is for the sole purpose of developing an additional source for an existing product. FAR (35.001) *Note: Procurement may be made under a BAA for development effort only if that effort is not related to the development of a specific system or hardware procurement.

9. Technology Readiness Level (TRL) is a measure used to evaluate the maturity of evolving technologies (materials, components, devices, etc.) before that technology is incorporated into a system or subsystem. DoD TRL definitions: https://api.army.mil/e2/c/downloads/404585.pdf

10. CUI is defined as unclassified information that requires safeguarding or dissemination controls, pursuant to and consistent with applicable law, regulations, and Government-wide policies.

11. Controlled Technical Information (CTI) is defined as technical information with military or space application that is subject to controls on its access, use, reproduction, modification, performance, display, release, disclosure, or dissemination. The term CTI does not include information that is lawfully publicly available without restrictions.
