About this file

This Broad Agency Announcement seeks proposals to fund research, development, test and evaluation of technologies to support test and evaluation of future warfighting capabilities. Specific areas of interest include autonomy and artificial intelligence, command and control systems, cyberspace, directed energy, electronic warfare, high-speed systems, and space systems. Technologies should address developmental test and evaluation, operational test and evaluation, or live-fire test and evaluation. Desired outcomes include higher quality, more cost-effective, and timelier test and evaluation for the Department of Defense. Proposals may include innovative, unproven solutions deemed too risky for current test and evaluation approaches. The solicitation provides Technology Readiness Levels 3-6 as the scope of interest. Individual Opportunity Notices referenced in the announcement define specific topics within test technology areas. The Army Materiel Command Contracting Command Orlando Contracting Center issued the Broad Agency Announcement.

INSTRUCTIONS

v1.0
Thank you for your interest in supporting the DoD TRMC T&E/S&T Program's objectives.
These instructions provide guidance in completing content in other tabs.
If you have questions that the instructions do not address, please initiate communications per the BAA instructions.
Acronyms used:
TTA - Test Technology Area
The TRMC T&E/S&T Ptram TTA's include:
AAIT - Autonomy and Artificial Intelligence Test
C4T - Command, Control, Communications, Computers, and Intelligence (C4I) and Software Intensive Systems Test (TTA)
CTT - Cyberspace Test Technology
DET - Directed Energy Test
EWT - Electronic Warfare Test
HSST - High Speed Systems Test
SST - Space Systems Test (TTA)
AIST - Advanced Instrumentation Systems Technology
SET - Spectrum Efficient Technology
AGENERAL OVERVIEW
1Responses are primarily intended to enable the Government to understand the depth and breadth of experience an offeror has in technologies primarily associated with TTA needs for topics as discussed in an issued Opportunity Notice, but it also optionally allows for other entries for work supporting any of the domains of a TTA as described in the BAA document ANNEX-TTA DESCRIPTIONS. An offeror may communicate related work performed in which the Government can infer a candidate's potential level of expertise and experience in successfully developing technology for the identified need(s), whether from a topic or another domain need.
2Each workbook should only include responses supporting technologies developed under ONE TTA. This is to facilitate ease of routing content to responsible parties within a TTA for review.
3Each set of responses (as discussed below) should be made on a separately copied (and renamed) instance of the tab "template-TTA-D-T#-TRL>ORG ACRO." Each separate tab instance is also correlated to a specified TTA domain (using naming conventions discussed in section B below)
4The "REFERENCE" tab provides tabular information about TRMC's Test Technology Areas (TTAs) in which investment planning and projects are organized, justified, and managed. It should be used as a legend when entering TTA and related domain data in other tabs.

NOTE: Other naming criteria guidance in the BAA for Domain designation uses a Domain NUMBER from the Opportunity Notice. Within this document, the REFERENCE tab identifies a Domain LETTER instead because it allows for entry of experience in domains not listed in the Opportunity Notice.

5Four tabs are used for data entry; these tabs are "DOCUMENT MARKINGS COVER", "BUSINESS & CONTACT INFO", "CURRENT SUBMISSION INDEX", and "template-TTA-D-T#-TRL>ORG ACRO". The last is a TEMPLATE for replication as needed to provide requested responses.
6Cells tinted light yellow with a black border in these tabs require your input; where a cell above an input cell is tinted light blue, the input cell uses a drop-down menu for a response
7Further amplification for these tabs is provided in separate sections C, D, and E below
8Diagrams, figures, and graphic content can be added to the topic/needs response tabs (as described below) to the extent that total file size does not exceed 4MB.
9All unclassified documents containing controlled unclassified information (CUI), potential limited dissemination controls (LDC), and/or other special handling considerations should include requisite markings. Resources for consideration:

- DoD Instruction 5200.48 Controlled Unclassified Information (CUI)

- DoD Available Controlled Unclassified Information (CUI) Training online at:

https://securityhub.usalearning.gov https://www.dodcui.mil

10Export controlled information must also be marked with an export control warning as directed in DoDI5230.24, DoDD5230.25, and Part 250 of Title 32, CFR.
11Provide correlated document markings in tab headers and footers as needed.
12Please DO NOT change worksheet cell structures as automated data capture is based upon current workbook structure and content within currently defined cell locations.
BFILE NAMING CONVENTION
1FOR EACH TTA that you are providing responses, create a SEPARATE MSExcel workbook/file.
2If an offeror is submitting responses to multiple topics and/or domain needs for a TTA, all experience associated with that TTA can be listed in ONE document. However, to comply with document naming criteria and submission compliance per Enclosure 3 - White Paper Submission Instructions, which dictates the submission of this doument, the file name should be changed per the dictated convention for each required white paper submission.
3Based on the content of responses, also reflect the most restrictive document marking for Controlled Unclassified Information (CUI) based on Limited Dissemination Controls code, DoD Controlled Technical Information (CTI) requirements, and Export Controls as an element of the file name as discussed in Item 4 below.
4File name will also include an additional suffix, if required to indicate the most restrictive Limited Dissemination Controls code from all tabbed responses and any other marking requirements (e.g. 'CUI-DL.Only-Export.Controlled') in the .xlsx file as follows: "HSST-SPEEDY_BDC-HS_WH_CUI-DL.Only-Export.Controlled.xlsx". The file name used above is based on the example per the BAA's Enclosure 3.
CDOCUMENT MARKINGS COVER (pink tinted)
1Use this tab to function as a cover page for required markings content, such as CUI Designation Indicator and Export Control Statements, as applicable.
2Format cells in the tab as desired to provide compliant responses.
DBUSINESS & CONTACT INFORMATION Tab (gold tinted)
1A primary goal for this tab is to provide data about the respondent from an organizational perspective to provide information about the nature of the business entity and its corporate core competencies.
2Also, the Government seeks contact information for responsible parties to allow for potential follow-up for potential future opportunties beyond the specified Opportunity Notice.
ECURRENT SUBMISSION INDEX Tab (purple tinted)
1This tab is intended to act as a comprehensive index of the enclosed replies to topics and needs within the TTA of interest. The index allows the Government to efficiently track and disseminate information among necessary parties supporting work history and experience review. This tab should be populated AFTER creating and completing all the tabs required to provide desired responses for organizational experience associated with a TTA's mission.
2The Submission ID in column B should be created by copying/replicating each sequentially listed tab name created for Topic or TTA needs responses per the example shown in row 4.
3Remaining information is populated automatically from the respective tab listed in column B, assuming the correct tab name is entered per step 1 above.
ETOPIC RESPONSE TEMPLATE Tab (light blue tinted): (template)TTA-D-T#-^>ORG ACRO
1The template tab should be copied and used multiple times, as required, using the tab naming convention discussed below. Each separately-named tab (renamed from a template copy) is intended to collect information specific to ONLY ONE Topic or domain need as defined in an Opportunity Notice or the Annex-TTA Descriptions BAA documents, respectively. This tab also separately distinguishes experience as technology vs. capability development (as defined below). Note that within the tab, an input cell identifies which Opportunity Notice is used for the topic number referenced.
2Should respondents have more than one effort within the tab-defined TRL category ("T" vs. "C" as described in step 3 below) that illustrates related work with the technology, the Government allows for up to four separate work efforts. Select examples that show a variety of contracting vehicles, if applicable. Desired priority/emphasis is on work that exemplifies high risk/high payoff technology advancements addressing invention occurring within TRL 3-6 or "T" category.
3Use the following Tab Naming Convention for copies of the template in each separate instance:

"TTA(1)-D(2)-T#(3)-TRL(4)>ORG ACRO(5)" stands for:

(1)Test Technology Area acronym; (2)Domain Letter; (3)'Topic Number (as listed in the Opportunity Notice, OR enter 0 (zero) if experience is within the domain chosen for the tab, but not within the topics listed in he Opportunity Notice; (4)Technology Readiness category per the following convention - where the technology readiness level (TRL) of the delivered efforts is either TRL 5 or TRL 6, use "T" to designate a technology development vs. if the TRL>6 for the delivered efforts, then use "C" for capability development. If needed, immediately following the letter designation, use a sequential letter starting with "a". The need is driven by the number of efforts discussed within the T/C category for a specific need statement. As up to four separate efforts can be discussed on a single tab for each 'topic' submission and if a respondent chooses to submit more than four efforts for each 'topic' within either the "T" or "C" technology readiness category, then begin with the suffix "a" for the next set of four described efforts, with successive letters for each next set of four efforts; (5)Use the defined Company or Academia Acronym AND sub-categorized business unit designations per Enclosure 3 guidance.

Fictitious Examples:

"AAIT-A-0-C>BDC_HS" is the tab name for a T&E need listed under the Autonomous Systems Test Planning domain (e.g. use zero id using the Annex-TTA Descriptions document) for an effort's end item TRL status being between 7-9 (otherwise defined as "C" for capability development), submission is from Big Defense Contractor's Hypersonics Solutions business unit;

"DET-B-3-Ta>Wizards_DFW" is the tab name for responses to the 3rd topic under the High Power Microwave domain for the currently open Opportunity Notice end item TRL status being between 5-6 (otherwise defined as "T" for technology development, where the tab includes a second set of efforts (beyond the first four) within the "T" category from the Wizards business unit in Dallas, TX

4At the top of the tab, please enter/validate the Domain and topic number addressed within the tab
5The Government seeks information about what work the respondent is doing/has performed in the need area described in item 2. Additionally, information about the contract vehicles and respective technical and associated Government points of contact is required.
7Each of four separate efforts can be individually discussed (up to 2700 characters each) per tab; do not exceed character count limits as identified.
8Address the DoD's marking requirement for information communicated (e.g. Controlled Unclassified Information based on Goverment Limited Dissemination Controls and/or Controlled Technical Information requirements per specified Distribution Statement categories.
9Diagrams, figures, or graphic content can support the discussion above. Attach these as .pdf documents to the right of the narrative section, as described in the tab. Note the total document file size limitation when consideration the inclusion of these embedded files.
10Other information requested includes identifying all types of contract vehicles that have been used with the past five years associated with work performed in relation to the topic/identified need.
11Please delete the tab labeled "(delete) DET-B-3-T>Wizards_DFW" prior to submission. It was created to demonstrate how the tab data is entered into the "CURRENT SUBMISSION INDEX" tab and how the grey section data of that tab is populated.
